The Department of National Defense intends to arm its recently-acquired warship, the Navy’s Hamilton-class cutter BRP Gregorio del Pilar, with antiship missiles, a DND official said Sunday.
The official, who requested anonymity because he was not authorized to speak on the matter, said the Gregorio del Pilar’s weapons system would be upgraded with Harpoon antiship missiles—described as a modern, all-weather, over-the-horizon defense system.
The Gregorio del Pilar,a decommissioned US Coast Guard cutter, was acquired last August as the Navy’s flagship vessel. Although “combat ready,” the US stripped the warship of its most sensitive armaments.
The Navy is getting another Hamilton-class cutter from the US, the Coast Guard cutter “Dallas,” and this would also be fitted with missiles here, the source said.
“These upgrades will make our Hamilton-class cutters more capable vessels. It will definitely satisfy our minimum deterrent capability as far as naval defense is concern,” the official said.

Indonesia could be another source of patrol aircraft for the Philippines as part of the Armed Forces' modernization program, the Department of National Defense (DND) said Monday.

"Indonesia is in the shortlist. We have Indonesia, some are European countries," DND spokesman Peter Paul Galvez told reporters.

A military source said the Philippines is specifically eyeing Indonesia's CN-235 medium-range twin-engined transport plane and Italy's Alenia C-27J Spartan aircraft.

"These are all under negotiation. The project is under study," Galvez said.

"Various manufacturers are being looked into, (aircraft) that are best appropriate for our purposes. (Indonesia) is one of those being looked into (as source)," he added.

He said the airplanes being eyed will be for used maritime surveillance and security missions.

The Philippines is currently using Aermacchi S-211 military trainer aircraft for maritime patrols.

The military is also planning to buy fighter planes.

South Korea's KAI T-50 Golden Eagle supersonic advanced trainers and multi-role fighters are reportedly being considered.

The Philippine Coast Guard needs at least 30 more ships and patrol craft to help secure the country’s maritime boundaries, a PCG official said Saturday.
Rear Adm. Rodolfo Isorena, PCG fleet commander, said the Coast Guard needed additional vessels since its existing 15 ships were not enough to patrol the seas covered by the 54 PCG stations or outposts across the country.
“We really need more ships and patrol craft. That’s our No. 1 priority,” Isonera said in an interview. “Each station should have a ship so that if something happens in its area of jurisdiction, our unit can properly respond.”
Isonera said the Coast Guard actually needed 60 ships but could settle with half that number due to the high cost of acquiring new vessels.
At present, the PCG’s main work horses are the four 56-meter Tenix (San Juan class) search-and-rescue vessels which were acquired in the early 2000′s.
The four are considered the PCG’s most modern vessels as they are equipped with decompression chambers and helipads. However, two of these ships are currently under repair.

The 2013 defense budget approved by Philippine Congress, will stand at US$3.7 billion, including $131M requested for the modernisation of the Armed Forces of the Philippines.

An additional $229M to cover further materiel acquisitions was approved but will be deferred.

La remise à neuf a été réalisée chez BAE dans ses installations de Mojave. La flotte philippine de HERCULES se compose de 3 avions.

Philippines to buy five French patrol boats

The Philippines will buy five patrol boats from France for about 90 million euros ($116 million), partly to guard disputed areas in the South China Sea, the coastguard said Tuesday.

Rear Admiral Luis Tuason, the chief of the poorly-equipped coastguard, said one 82-metre (271-foot) ship and four 24-metre (79-foot) patrol craft would be delivered by 2014.

Tuason cited the need for such ships to patrol the rough waters of the South China Sea, which Manila calls the West Philippine Sea.

“When we patrol the West Philippine Sea, we encounter huge waves, turbulent waters so it will be better if we will use bigger ships,” Tuason said in a statement.

Coastguard spokesman Lieutenant Commander Armand Balilo said the larger ship was a “heavy endurance vessel that can be deployed even in bad weather”.

This is the first such ship to be acquired by the coastguard, he added.

The Philippine navy is to obtain three AgustaWestland AW109 light utility helicopters, the service has confirmed.

One media report from the Philippines, citing a defence ministry statement, values the deal at Philippine pesos 1.3 billion ($31.7 million). While it has confirmed that an acquisition will take place, the navy has so far been unable to provide details about how the AW109s will be equipped, or to detail the specific roles that they will undertake.

The AW109 can be equipped with a range of equipment suitable for naval operations, including a forward-looking infrared camera, a rescue hoist and a searchlight. Weapons options include machine gun pods, rocket launchers and anti-tank missiles. Powered by two Turbomeca Arrius 2K-2 engines, the aircraft has a maximum take-off weight of between 3,000kg (6,600lb) and 3,175kg

Philippines Nears $443 Million Deal for South Korea Fighter Jets

The Philippines is close to reaching an 18 billion peso ($443 million) deal to purchase 12 fighter jets from South Korea as it moves to bolster its defenses amid tensions with China over disputed territory.

Defense Assistant Secretary Patrick Velez today said the government intends to finalize a contract with Korea Aerospace Industries Ltd. (047810) by the end of February and two could be delivered in the next six months. The Philippines hasn’t had an operating fighter jet since 2005.

“The military upgrade is already a priority before our incident with China,” Edwin Lacierda, a spokesman for President Benigno Aquino, told reporters today. “It is not aimed at any particular country. It is our obligation to modernize our military hardware.”

Asian countries including China and Japan are increasing military spending as the region grapples with maritime disputes involving oil, natural gas and fishing rights. The Philippines has tussled with China over control of areas in the South China Sea where both claim sovereignty, leading to a standoff over the Scarborough Shoal last year.

The jets will be used for training, disaster response and fending off enemy forces, Lacierda said. The Philippines may also seek bids for the supply of an unspecified number of naval warships by April, Velez said.

The Philippines last flew its Vietnam-era Northrop-Grumman Corp. (NOC) F-5 fighter jets in 2005, Aquino said in an interview last May...

MANILA — The Philippines is set to buy two Maestrale-class frigates from Italy, a defense official said Wednesday, as the Asian nation races to upgrade its military amid mounting territorial disputes with China.

The frigates, along with 12 FA-50 fighter aircraft, are the most significant items on the government’s 75 billion peso (US $1.7 billion) military modernization budget over the next five years, Defense Undersecretary Fernando Manalo said.

“We are modernizing not because we want to go to war with China,” he told a news conference.

He said the government had a sworn obligation to defend the “West Philippine Sea,” using the government’s preferred term for Philippine-claimed areas in the South China Sea.

“We are not saying that this is part of our preparations to assert our sovereignty in the West Philippine Sea. What we are saying is that we cannot just give them up.”

The frigates would add to two refurbished Hamilton-class cutters formerly used by the US Coast Guard that the Philippines acquired from its US ally to upgrade its aging navy fleet, which includes some vessels that first saw action in World War II.

Manalo said the navy had already decided to acquire two new Maestrale-class frigates instead of buying used ones from the Italian navy, and had budgeted 18 billion pesos for them.

The Philippines could be ready to tender by the end of the year, he added.

Meanwhile, the government had alloted 18.9 billion pesos to acquire the fighter aircraft, which are built by South Korea, he added.

The modernization budget also provides for building or improving facilities to berth and provide maintenance to the vessels on the military’s shopping list, Manalo said.

President Benigno Aquino vowed Monday to rebuild the air force by 2016.

The Philippines, which has one of the weakest military forces in the region, retired the last of its US-designed F-5 fighters in 2005.

Les Philippines comptent acheter 12 FA-50

L’armée de l’air des Philippines entre dans la phase finale de négociation pour se procurer des FA-50. Les Philippines comptent ainsi se doter de 12 appareils auprès du fabricant Korean Aviation Industries.

Le secrétaire adjoint philippin à la défense Patrick Velez a souligné qu’il s’agit d’un « programme prioritaire » et que les négociations devaient s’achever à la fin du mois prochain. Le contrat pourrait ainsi s’élever à environ 460 millions de dollars.

Appartenant à la famille des T-50, le FA-50 constitue une version d’attaque améliorée du T-50 Golden Eagle. Il dispose d'un réservoir de carburant plus important, du dernier radar EL/M-2032 ainsi que d'un nouveau système de liaison de données. La Corée du Sud en a elle-même commandé 20 exemplaires l’année dernière, les livraisons s’étalent jusqu’à l’année prochaine.

Les Philippines intéressés par l’achat de six bâtiments à la France

Les Philippines disent souhaiter acheter à la France plusieurs bâtiments, dont La Tapageuse, un patrouilleur de 40 mètres retiré du service actif l'an dernier au sein de la Marine nationale. Le contre-amiral Isorena, chef des garde-côtes philippins, dont les propos sont rapportés par la presse locale, a indiqué avoir reçu le feu vert de son gouvernement pour reprendre le bateau. Un coût avoisinant les 400.000 euros est évoqué, mais les autorités de Manille estiment que le patrouilleur a besoin d’une sérieuse remise à niveau, portant le montant de l’opération à près de 6.3 millions d’euros. Le patron des garde-côtes espère que La Tapageuse arrivera aux Philippines en avril 2014. Pour l’heure, l’information n’a pas été confirmée du côté français, ce qui signifie que le projet n'est pas encore entériné. Mais on sait toutefois que La Tapageuse, mise en service en 1988 et rentrée de Polynésie en mai 2012, est conservée à Brest dans un état permettant sa cession.
En dehors de ce projet d'achat d'occasion, le contre-amiral Isorena a également évoqué, toujours selon la presse philippine, des discussions avec la France pour la construction de cinq nouveaux navires, soit quatre patrouilleurs de 24 mètres et un bâtiment multifonctions de 82 mètres.
