Japan Orders Shoot Down of North Korean Rocket “If Necessary”
Japan’s Minister of Defense, Naoki Tanaka, issued orders on 30 March authorizing the Japanese Self-Defense Force (SDF) to shoot down a North Korean rocket, scheduled for launch in mid-April, should the rocket or rocket debris appear to pose a danger to Japanese life or property.
The shoot-down order was announced on the same day that South Korean sources reported that the North had test fired two short-range missiles from a site on the North’s west coast.
North Korea is reportedly fueling the three-stage Uhna-3 rocket for launch sometime between 12 and 16 April in honor of the nation’s founder’s 100th birthday.
Japanese defense sources consider the likelihood of the rocket or debris from the launch actually threatening Japan to be relatively low, but the Defense Ministry has repeatedly stated that Japan will be prepared to protect property and lives.

A lorry loaded with Patriot Advanced Capability-3 (PAC-3) missiles disembarks from Japan Maritime Self-Defence Force's (JMSDF) transport ship, Kunisaki, at Ishigaki port, southern Japan in this photo taken by Kyodo on April 5, 2012. Japan last Friday ordered its military to intercept the North Korean missile Pyongyang plans to launch next month if it poses a direct threat to Japan, a scenario the government considers unlikely. Japan plans to deploy Aegis radar-equipped destroyers carrying Standard Missile-3 interceptors in the Sea of Japan and the East China Sea, and Patriot Advanced Capability-3 ground-based interceptors on some of Japan's southern islands and in the Tokyo metropolitan area, Defence Minister Naoki Tanaka said. Japan's Self-Defense Force personnel stand by a PAC-3 Patriot missiles upon its deployment on Japan's southernmost island of Ishigaki, near Okinawa, Thursday, April 5, 2012, in preparation for North Korea's rocket launch, expected to take place sometime between April 12-16. As the U.S. and its allies decry the planned rocket launch, they're also rushing to capitalize on the rare opportunity it presents to assess the secretive nation's ability to strike beyond its shores.

Japan Orders Advanced CBRN Monitoring Systems from the USA
Japan recently ordered 19 Biological, Chemical and Radiological Warning Systems from Lockheed Martin and its trading partner, the ITOCHU Corporation. The AbleSentry sensors are designed to provide authorities an early warning in case of a possible chemical, biological or radiological attack. The systems include a networked array of remote sensors providing a high probability of threat detection, while minimizing the potential for false alarms.
It also integrates weather monitoring to accurately determine the threat propagation supporting the relevant decision making throughout the command chain. According to Lockheed Martin, networked sensors eliminate the possibility of a single sensor causing a system-wide false alarm. AbleSentry evolved from previous generation of Biological Aerosol Warning Systems (BAWS), adding chemical and radiological detection capabilities. Since 2005 the company delivered 24 such systems to the Japanese military.
