Singapore Secures Patrol Vessel Deal With Oman

TAIPEI — ST Marine (Singapore Technologies Marine), an arm of ST Engineering, has confirmed a contract to design and build four patrol vessels (PVs) under Oman’s Al Ofouq program.

The $700 million deal, announced on April 9, also has a provision for associated logistics support for the Royal Navy of Oman.

The Ministry of Defense of the Sultanate of Oman awarded the contract to ST Marine through a competitive international tender that included Netherlands-based Damen Schelde Naval Shipbuilding and India-based Goa Shipyard.

ST Marine will build four 74-meter patrol vessels based on its proprietary 500-ton Fearless-class patrol vessel. Singapore produced 11 Fearless-class vessels during the 1990s for the Republic of Singapore Navy (RSN).

ST Marine denied suggestions that the Fearless-class vessels are based on the Visby design produced by Swedish ship and submarine builder Kockums.

“For the record, the design of PVs is based entirely on ST Marine’s in-house Fearless-class design,” said Adeline Wong, a vice president of communications for ST Marine. “In addition, ST Marine and Kockums do not have any design relationship.”

The project will begin immediately, with the first vessel expected to be delivered in the second quarter of 2015 and final delivery in the third quarter of 2016.

“This is a significant contract to ST Marine, and we are confident that we will live up to our reputation as a total naval solutions provider — from design to construction to logistics support and hopefully through-life support for our customer’s vessels,” Ng Sing Chan, president of ST Marine, stated in a press release.

This deal is the second this month boosting ST Marine’s profile in the international maritime and naval vessel market.

On April 4, ST Marine announced a partnership with Kockums to create a joint venture company called Fortis Marine Solutions. It will support the RSN’s six Kockums-built submarines.

The partnership was formed for the sole purpose of providing comprehensive maintenance and overhaul services as well as life-cycle support for Singapore’s submarines, said Lina Poa, a spokesperson for ST Engineering. “There is no commercial side to it.”

While ST Marine has been providing up to depot-level submarine maintenance, the joint venture was formed with the main objective of improving in-country capability in the refitting and life-cycle support services for the RSN submarine fleet.

“Fortis Marine Solutions is an important widening of our activities in Singapore, and a strong sign of our long-term commitment to provide the RSN with the best support throughout the lifetime of our products,” said Ola Alfredsson, CEO of Kockums.

“Singapore’s aspirations to become a regional leader in naval technology and shipbuilding will receive a major boost from the joint venture between ST Marine and Kockums,” said Sam Bateman, a senior research fellow in the Maritime Security Program at the S. Rajaratnam School of International Studies. The school is part of the Nanyang Technological University in Singapore.

“It will markedly increase the ability of the Republic of Singapore Navy to conduct major refits of its own submarines,” he said. “Singapore will thus have a huge advantage over other submarine-owning Southeast Asian countries that will continue to be dependent on overseas support for submarine repair and maintenance.”

The FEARLESS series of Patrol Vessels, premised on the indigenously designed and built FEARLESS-55, is highly versatile and capable of operating with different payloads. The vessel can be fitted with either waterjets or conventional propellers, and can be equipped with a whole range of weapons and sensors including hull mounted sonars and torpedoes, and USVs for extended surveillance, identification and enforcement. ITT Corp., Clifton, N.J., is being awarded a $47,530,000 firm-fixed-price contract to procure 15 AN/ALQ-211(V); four airborne integrated defensive electronic warfare suites; and two sets of antenna couplers for support production. The effort is in support of the Royal Air Force Oman F-16 C/D model production aircraft. The location of the performance is Clifton, N.J. Work is to be completed by Dec. 31, 2014. WR-ALC/GRWKB, Robins Air Force Base, Ga., is the contracting activity (FA8540-12-C-0014).

Oman Purchases 8 Airbus C295

PARIS — Oman ordered eight C295 aircraft, including three for maritime patrol operations, Airbus Military said on May 21.

“The Royal Air Force of Oman today signed a contract with Airbus Military for the acquisition of eight C295 aircraft, five of them configured as tactical transports and three as maritime patrol aircraft (MPA),” the company said in a statement.

A first delivery is due in 2013, an Airbus Military spokeswoman said. No financial details were available.

Oman is the first among the Gulf Cooperation Council countries to acquire the C295 and the first in the Middle East-North Africa region to acquire a maritime patrol version, the company said.

The acquisition will boost Oman’s “ability to patrol its territorial waters and to conduct missions against piracy, illegal immigration and smuggling,” the company said.

The Oman order brings total orders of the C295 to 108, the company said.

WASHINGTON, June 13, 2012 – The Defense Security Cooperation Agency notified Congress on June 12 of a
possible Foreign Military Sale to the Government of Oman for 55 AIM-9X Block II SIDEWINDER All-UpRound Missiles, 36 AIM-9X Block II SIDEWINDER Captive Air Training Missiles, 6 AIM-9X Block II Tactical Guidance Units, 4 AIM-9X Block II Captive Air Training Missile Guidance Units, 1 Dummy Air Training Missile, and other related equipment. The estimated cost is $86 million

The Government of Oman has requested a possible sale of 55 AIM-9X Block II SIDEWINDER All-Up-Round Missiles, 36 AIM-9X Block II SIDEWINDER Captive Air Training Missiles, 6 AIM-9X Block II Tactical Guidance Units, 4 AIM-9X Block II Captive Air Training Missile Guidance Units, 1 Dummy Air Training Missile, containers, weapon support equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor technical support services, and other related elements of logistics support. The estimated cost is $86 million.


This proposed sale will contribute to the foreign policy and national security of the United States by helping to
improve the security of a friendly country which has been, and continues to be, an important force for political
stability and economic progress in the Middle East.

The Government of Oman is modernizing its F-16 fighter aircraft fleet to better support its own air defense
needs. The proposed sale of AIM-9X Block II missiles will provide a significant increase in Oman’s defensive
capability while enhancing interoperability with the U.S. and other allies. Oman will have no difficulty
absorbing this additional capability into its armed forces.


The proposed sale of this weapon system and support will not alter the basic military balance in the region.

The prime contractors will be Raytheon Missile Systems in Tucson, Arizona. There are no offset agreements
proposed in connection with this potential sale.

Implementation of this proposed sale will require multiple trips to Oman involving U.S. Government or
contractor representatives on a temporary basis for program and technical support, and management oversight.

There are no known offset agreements proposed in connection with this potential sale.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

BAE proche d'un accord avec Oman sur la vente de 12 Typhoon

Le groupe de défense britannique BAE Systems est sur le point de conclure avec le sultanat d'Oman un accord de vente portant sur 12 avions de combat Typhoon du consortium européen Eurofighter, a-t-on appris mardi de sources proches du dossier.

Les analystes estiment que la valeur d'un accord avec Oman sur l'Eurofighter pourrait atteindre 2 milliards de dollars (1,59 milliard d'euros).

"BAE et Oman sont proches d'un accord portant sur 12 Eurofighter", a dit à Reuters l'une des sources.

D'après une source, BAE se tient également prêt à fournir jusqu'à 60 Eurofighter aux Emirats arabes unis si les négociations entre Abou Dhabi et Dassault sur le Rafale venaient à échouer.

Les Emirats devaient finaliser l'année dernière un accord représentant 10 milliards de dollars avec le groupe Dassault, mais les discussions ont coincé après que les acquéreurs eurent estimé que l'accord n'était pas compétitif.

Le consortium Eurofighter, dont BAE fait partie, a de son côté échoué à convaincre l'Inde en début d'année. Le pays a "sélectionné" le Rafale de Dassault et ouvert des négociations exclusives pour un contrat de 126 chasseurs qui marquerait la première vente à l'exportation de cet avion lancé il y a plus de 20 ans. Eurofighter a depuis fait savoir qu'il disposait d'une offre amendée en cas d'échec de celle de Dassault.

BAE a signé en mai un accord de 1,6 milliard de livres avec l'Arabie saoudite destiné à fournir des chasseurs jets qui permettront aux pilotes de s'entraîner à voler sur les appareils commandés au groupe britannique.

Oman Negotiates Buying 12 Eurofighter Typhoon from the UK

Britain’s BAE Systems Plc is close to selling 12 Eurofighter Typhoon fighter jets to equip the Royal Air Force of Oman. According to the Reuters news agency the sale could be worth up to $2 billion. Oman already has 12 F-16C/D, and last December placed an order for additional 12 Block 50 falcons, to be delivered beginning in 2013. The request for proposal for the British Typhoon Tranch 3 version fighters was made after the signature of the F-16 contract. These new F-16s or Typhoons are likely to replace the 18 Jaguar fighters currently in service. Originally Oman operated two Jaguar equipped air-defense squadrons, No 8 and No 20, both based at Thumrait Air Base.
