Sweden offers Croatia Gripen purchase

Croatia has been formally offered the purchase of eight Saab Gripen C/Ds to replace its aged air force fleet of Mikoyan MiG-21 fighters.

Submitted on 10 October, the bid also includes the proposed provision of a "support and training package for pilots and technicians, and a financing solution", says Sweden's Defence and Security Export Agency (FXM). Saab and other Swedish companies would also establish industrial cooperation with Croatian firms under the offer.

"In order to ensure that the Croatian air force remains operative without interruption when its current MiG-21s are decommissioned, Sweden offers a solution where the Gripen C/D aircraft can be operative as soon as within one year after a contract is signed," says Jerry Lindbergh, FXM's programme director for Croatia.

The NATO member's air force inventory includes six MiG-21s, as recorded by Flightglobal's MiliCAS database.

Saab has previously supplied 14 Gripens each to the air forces of the Czech Republic and Hungary as replacements for their previous MiG-21 combat aircraft.

Ukraine wins tender to repair Croatian MiG-21 fighters

Ukrspecexport state enterprise has won a tender for repairs and modernization of MiG-21 aircraft for the tactical air defense of the Air Force of the Republic of Croatia.
The Croatian Defense Ministry announced this in early June, Interfax-Ukraine learned at the state company on Tuesday.
Ukraine will repair seven Croatian MiG-21 fighters. The contractor will be Odesa Aircraft Repair Plant Odesaviaremservis, which is a part of Ukroboronprom Concern. The duration of works will be determined by the customer.
In addition, the Croatian Defense Ministry will buy another five refurbished MiG-21 from Ukrspecexport, which belong to Odesaviaremservis, Ukrspecexport said.
"Ukraine won the tender because its proposal fully met the terms of the Croatian side, in particular, the financial plans of the Defense Ministry," the agency's interlocutor said adding that another participant of the tender was Romania.
According to open foreign sources, the contract is worth 80 million kuna ($13.7 million, or EUR 10.5 million), which will be provided from the state budget of Croatia in 2013.
This is the second Croatian arms tender, which has been won by Ukraine since the beginning of the year. In May, the Defense Ministry of Croatia chose Ukraine for repairing six Mi-8 and Mi-17 helicopters. In addition to Ukraine, aircraft repair companies of Russia, Belarus and the Czech Republic took part in the tender.

A Odessa, l'Armée de l'Air de Croatie a volé pour la première fois un MiG-21

29 novembre 2013 la visite du ministre de la Défense de la République de Croatie Ante Kotromanovicha à Odessa Aviation plantes. Délégation officielle du ministre de la Défense croate a visité le musée et la boutique et se familiarise avec les progrès de la modernisation des MiG-21 usine d'aviation à Odessa.
Avions livrés sous contrat avec le SC "Ukrspecexport" signé le 8 Juillet 2013. Aujourd'hui comité du ministère croate de la Défense de sélection procède à la pré-inspection de l'aéronef. Il est intéressant de noter que dans la délégation croate comprend le pilote d'essai Ivan Selak (Ivan Selak), l'un des quatre pilotes qui ont déserté de l'armée de l'air yougoslave à son MiG-21.

Des MIG-21 croates bloqués en Ukraine

Au mois de Juin 2013, le Ministère de la Défense croate déclarait qu'il allait moderniser ses MIG-21 "Fishbed". Il s'agit de l'entreprise ukrainienne Ukrspecexport qui avait remporté l'appel d'offres.
Le contrat prévoyait la mise à niveau de l'avionique, des systèmes de communications et une meilleure sécurité du pilote. L'entreprise procédera également à l'ajout d'un GPS russe qui permet à l'appareil d'être autonome en vol et des écrans remplaceront les instruments de vol.
Avec cette modernisation, la Croatie désirait maintenir ses douze MIG-21 dans son parc aéronautique jusqu'en 2020, pour un montant de 10,5 millions d'euros.
Mais c'était sans compter la crise politique et internationale qui sévit en Ukraine et plus précisément en Crimée.
En effet, Dimanche 02 Mars, le président ukrainien de transition Oleksander Tourtchinov a déclaré que l'Ukraine fermait son espace aérien à tout appareil non-civil. De ce fait, les sept MIG-21 qui se trouvent en Ukraine ne pourront quitter le pays tant que cette interdiction ne sera pas levée.
La Croatie se retrouve donc privée d'une partie de ses MIG-21 pour la défense de son pays. Il lui reste cependant 24 MIG-23 spécialisés dans l'attaque au sol et 3 MIG-29.

Croatia orders PzH 2000 howitzers
Croatia has ordered 12 Panzerhaubitze 2000 (PzH 2000) 155 mm self-propelled howitzers from ex-German military stocks, it has been announced.
A contract for the order was signed in Zagreb on 5 December by Viktor Koprivnjak, Croatian deputy minister of defence in charge of material resources, and by Helmut Richter from the Federal Office for Defence Technology and Procurement.
The delivery of PzH 2000 to the Croatian Armed Forces (CAF) is to be done in two tranches of six systems: the first in the second half of 2015 and the second in 2016. Germany will prepare the artillery systems for Croatian service prior to their delivery, a process that will include upgrading their communications array and weapon control software.
During the signing, Koprivnjak stated: "The weapons themselves are priced at EUR12 million [USD15 million], while the overall project is valued at EUR41 million. Apart from the actual PzH 2000 howitzers, there is training, spares, and adjustment of the weaponry and their electronic systems for service in the CAF."
While this procurement is mentioned in the new CAF Long-Term Development Plan 2015-24 (still going through parliament) as a goal to be fulfilled by 2019, the new artillery systems are considered vital for the development of a CAF NATO force capability.
In order to lower the costs of the upgrades and for their operational usage, the contracting for these parts of the programme is being done by the NATO Support Agency's Land Combat Vehicle (Project PzH 2000) effort in order to benefit from economies of scale.

A scandal is unfolding in Croatia after it was revealed it had bought Soviet-era MiG-21 jets – now unable to fly – that were assembled from dubious parts by Ukraine. The Croatian defense minister has threatened to shoot himself if any wrongdoing in the deal is proved. Croatian security services and the Defense Ministry have launched an investigation into a 2013 military deal with a Ukrainian company, which is said to have undermined the air force’s combat capabilities. Under the contract, Croatia paid over $21 million to repair and modernize seven Soviet-era MiG-21 fighter jets at Ukrainian plants, and to purchase another five aircraft of the same type there.

But those five MiG-21s were never sold by the Ukrainians “as such,” Jutarnji List newspaper has revealed. In fact, the aircraft were reportedly assembled from dubious obsolete parts coming from all over the world. According to the newspaper’s sources, there were serious indications that their fuselages came from Bulgaria and their wings from Algeria ;) , while fuel tanks were reportedly of Soviet origin. Bulgaria previously reported to NATO that it had destroyed its MiG-21s, which raises questions how the Bulgarian parts made their way to Ukraine. The “Algerian” wings had markings in French and also some Cyrillic letters that allowed their origin to be tracked. Even worse, when Croatian officials came to inspect the five MiGs they wanted to purchase, the Ukrainians substituted the “Lego-like” fighters for jets owned by Yemen, according to the local media....

Ils auraient même échangés quelques uns des MiG-21 envoyer pour maintenance avec d'autres plus pourris allant jusqu’à modifié les numéros de séries!

La Croatie achète des F-16 à Israël
Le ministère de la Défense croate a annoncé le 3 avril avoir sélectionné l'offre israélienne pour le renouvellement de sa flotte d'avions de combat.

Après plusieurs années de travail, ce sont finalement les F-16 israéliens qui ont été choisis par la Croatie. Israël fournira ainsi douze F-16 C/D Block 30 Barak de seconde main à Zagreb, dont deux biplaces. Ils viendront remplacer les MiG-21 actuellement en service.

Le contrat comprend également la formation des pilotes et des techniciens, des simulateurs de vols, des munitions, des pièces de rechange ou encore la construction d'infrastructures permettant d'accueillir les appareils. Les F-16 israéliens, qui ont déjà été modernisés, pourront voler encore 3 000 heures « ce qui est suffisant pour les 25 prochaines années, d'après les projections des experts de l'armée de l'air croate », explique le Ministère de la Défense.

Au total, ce sont quatre pays qui ont participé à l'appel d'offres émis par la Croatie, à savoir les Etats-Unis, la Suède, la Grèce et donc Israël.
