Mexico – C-130J-30 Aircraft

WASHINGTON, September 25, 2012– The Defense Security Cooperation Agency notified Congress September 21 of a possible Foreign Military Sale to the Government of Mexico for two C-130J-30 aircraf and associated equipment, parts, training and logistical support for an estimated cost of $412 million.

The Government of Mexico has requested a sale of 2 C-130J-30 aircraft, 10 AE2100D3 engines (8 installed and 2 spares), aircraft modifications, Government Furnished Equipment, communication equipment, spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $412 million.

This proposed sale will contribute to the foreign policy and national security of the United States by providing presidential support and potentially supporting missions in Mexico’s fight against criminal organizations, drugs, and gang activities. This proposed sale directly supports the Mexican government and serves the interests of the Mexican people and the United States.

The proposed sale of C-130Js to Mexico will primarily be used for presidential support, but may also be used to support drug interdiction and other security missions by providing airlift support for its forces. Mexico, which already operates a mix of legacy C-130s, will have no difficulty absorbing these additional aircraft into its inventory. Mexico has also requested that the sale include three years of training and sustainment support.

The proposed sale of these aircraft and support will not alter the basic military balance in the region.

The prime contractor will be Lockheed Martin-Aerospace in Marietta, Georgia. There are no known offset agreements in connection with this potential sale.

Implementation of this proposed sale will require the assignment of four contractor representatives and four Field Service Representatives (two from Lockheed Martin and two from Rolls Royce) for a period of three years. Also, U.S. government personnel will be assigned to for a period of three years to assist the purchaser in establishing a supply system in support of flight operations, supply management, inventory control, and documentation procedures.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Mexican Navy Inks Another Contract for Damen Stan Patrol 4207

Image

In November 2013 the Mexican Navy (Secretaría de Marina) and Damen Shipyards Group (the Netherlands) signed another contract for a Damen Stan Patrol 4207.

The Mexican Navy already operates two similar Patrol Vessels and has currently two ships under construction in their shipyard ‘Astillero de Marina Numero 1’ in Tampico, which is situated on the coast of the Gulf of Mexico.
The vessel is the fifth one of the Tenochtitlan-class and will be constructed by the Mexican Navy, while Damen will supply a partial material package and technical assistance. The steel for the hull and part of the piping will be acquired by the Mexican Navy. Keel laying is expected to be early 2014. The vessel will be named ‘Uxmal’, after an ancient Mayan city on the Yucatan peninsula.

Image

This project is another example of how Damen, through its ‘building on site’ programme (i.e. Damen Technical Cooperation), enables customers to build high quality vessels in their own yards, gaining experience and being able to contribute to the development of the local shipbuilding industry. This concept has proven to be successful over thirty years in five continents in different market segments.

CAE to supply T-6C ground-based training system to Mexican Air Force

CAE has been awarded a contract for delivery of a T-6C ground-based training system (GBTS) to the Mexican Air Force (FAM).

Awarded by Beechcraft, the contract is part of a series of contracts, having a combined value of more than C$110m ($101.8m) to supply a range of training systems and services to multiple defence customers.

Under the contract, the company will develop and deliver a comprehensive T-6C GBTS to FAM's Zopapan Air Base near Guadalajara, Mexico.

CAE Defence and Security Group president Gene Colabatistto said the company has a skilled and experienced training systems integrator with the proven capability to deliver comprehensive, integrated training solutions.

''We are encouraged by the pipeline of global opportunities we have in front of us in both the traditional defence market as well as adjacencies such as public safety and security," Colabatistto said.

Featuring a T-6C operational flight trainer (OFT), computer-based classroom training systems and courseware, the GBTS forms part of an overall training solution Beechcraft is supplying to FAM that includes 12 T-6C+ military trainer aircraft.

The T-6C OFT will feature a high-fidelity replica of the T-6C cockpit, with a fully-enclosed 270° by 70° field-of-view display system driven by the CAE Medallion-6000 image generator.

Equipped with the CAE-developed common database (CDB), the T-6C OFT will support night-vision goggle (NGV) training, and is designed with the latest technologies to support training that progresses to fourth and fifth generation lead-in trainer and fighter platforms.

Delivery is scheduled to take place in 2015.

An upgraded variant of the Hawker T-6 military trainer aircraft used by the US Air Force (USAF) and Navy, the T-6C+ is designed to carry external stores and deliver practice weapons for training purposes.

The contracts also include a new programme to provide Beechcraft T-44C aircrew training for the US Navy and a foreign military sale (FMS) order for the supply of an MH-60R Seahawk helicopter simulator to the Royal Danish Navy.
