Poland To Buy 8 Jet Trainers From Alenia Aermacchi

ROME — Poland selected the Alenia Aermacchi M-346 jet trainer for its pilot training requirement, with a €280 million deal for eight aircraft scheduled to be signed in early 2014, the firm said Dec. 23.

Alenia Aermacchi beat competition from the BAE Systems Hawk and the KAI T-50 to clinch the deal, which covers a ground-based training system including flight simulators. The deal also includes training, technical and logistical support. The Polish ministry of defense has also taken an option for a further four aircraft.

The win marks another victory for the M-346 over the T-50 after the Italian aircraft beat out the South Korean-built trainer in competitions in Singapore and Israel. Italy has also ordered the M-346, bringing total orders to 48. The two aircraft are expected to compete again in the US T-X trainer competition.

December has proved to be a positive month for Alenia Aermacchi parent company Finmeccanica. On Dec. 19, its helicopter unit AgustaWestland was awarded a €1.15 billion contract by Norway to supply 16 AW101 search-and-rescue helicopters, with deliveries due to start in 2017.

The deal includes a multi-panel AESA radar built by Finmeccanica unit Selex ES.

Poland Plans Record Defense Spending for 2014

WARSAW — Poland’s Ministry of Defense is aiming to spend 32 billion zloty (US $10.4 billion) in 2014, an increase of about 2 percent over last year’s initial defense budget. The budget is the highest in the ministry’s history.

For 2014, the Polish ministry has earmarked 8.16 billion zloty ($2.5 billion) for capital expenditures. To secure funds for purchases of priority weapons and military equipment, the ministry has decided to create a special reserve of 3.48 billion zloty ($1.07 billion), which will be used for direct funding of 14 acquisition programs this year.

By 2022, some 91.5 billion zloty ($28.1 billion) will be set aside for the key armament programs, including new helicopters, air and anti-missile defense systems, vessels, submarines, UAVs and other types of armament. The funds, which will not be spent on the programs this year, will be added to the reserve for the next year, ensuring that the programs are not scrapped due to potential austerity measures.

With the increased defense budget this year, the Polish government aims to comply with a bill that requires it to earmark 1.95 percent of Poland’s gross domestic product for military spending.

Polish Air Force experiencing problems with the engines for the MiG-29

Under the simplified tendering procedure in view of the urgent operational needs of the department of aeronautical engineering third regional logistics base of the Armed Forces of Poland purchased two turbojet engine RD-33 Series 2, the last overhaul. Propulsion systems of this type are installed on the MiG-29 .

TBO engines must be 350 hours and technical resource - not less than 700 hours Terms and Conditions of the tender was envisaged to provide vendor-year warranty (or 200 hours of engine operation).

Purchase was urgent, as it is connected with the requirement of the Air Force of the Republic of Poland (RP ) to ensure readiness for combat use of the MiG-29, directed to participate in the NATO-led mission for the Protection of Baltic air space (the Polish name of the operation - "Orlik"). Polish troops in 2014 for the fifth time to take part in this operation. An estimated value of the contract for the purchase of the engines had to be about 24 million zlotys, but ultimately the amount was slightly higher.

Division aircraft third regional logistics base (Kutno) was forced in the fourth quarter of 2013, twice announcing the beginning of the tendering procedure because of limited competition. Ultimately, the competition was attended only one bidder - Military aircraft factory number 4 (Warsaw). Despite this, the tender procedure has been implemented. Two RD-33 were purchased for 25 million zlotys (the price of 11 and 14 million PLN).

According to "Dziennik Zbroyny", this information may indicate a satisfactory level of technical support 32 MiG-29 fighters from the RAF two RP (Malbok and Minsk Mazowiecki). According to the publication, if the participation in foreign missions Polish component of only four aircraft requires urgent purchase of two engines, the question arises, how is the technical condition of the remaining 28 MiG-29 fighters.

La Pologne va accélérer son retrait d’Afghanistan

Le ministre polonais de la Défense, Tomasz Siemoniak, a déclaré aujourd’hui à la presse qu’en « accord avec nos alliés, nous avons décidé d’accélérer notre retrait, si bien qu’à partir de mai, seuls 500 soldats polonais resteront encore en Afghanistan ». Ajoutant que « tout le matériel lourd, tel que les transports de troupes blindés et les hélicoptères, sera également rapatrié en Pologne ».

Depuis mars 2002, ce sont 1800 soldats polonais qui sont engagés au sein de l’ISAF. Le contingent polonais est encore responsable de la sécurité dans la province de Ghazni dans le sud-est du pays. Au total, 38 militaires polonais ont été tués dans le conflit afghan. Un accord bilatéral reste à signer entre les Etats-Unis et le président afghan Hamid Karzaï pour définir la présence militaire américaine après 2014.

Dans le même temps, le ministre polonais de la Défense a officialisé son choix d’industriels dans le cadre d’un achat de systèmes de défense antiaérienne. Parmi les cinq candidats figurent les français Thales et MBDA, le consortium germano-italo-américain MEADS ainsi que l’américain Raytheon,

Dans le cadre de la rénovation de ses forces armées, la Pologne consacre 33,3 milliards d’euros à la modernisation et à l’achat de nouveaux équipements. Contrairement à la plupart des pays européens, la défense polonaise ne souffre pas de la crise. Son budget représente 1,95% du PIB, soit 7,7 milliards d’euros annuel.

8 Foreign, Polish Bidders Apply For Submarine Contest

WARSAW — Eight offers have been submitted for the technical dialogue to supply three submarines to the Polish Navy. The defense companies include foreign and Polish entities, according to a statement obtained from the Ministry of Defense by local news site Defence24.pl.

The bidders include France’s DCNS and Thales, Spanish shipbuilder Navantia, Germany’s ThyssenKrupp Marine Systems, a consortium of Sweden’s state-run defense procurement agency Försvarets Materielverk and Kockums shipyard, Poland’s defense company Kenbit, Sweden’s Saab, and Norway’s Kongsberg Defence & Aerospace.

In addition, the ministry’s Armament Inspectorate reserves “the right to invite other entities which did not reply to the call to participate in the [dialogue],” the statement said.

Local media have reported that the submarine procurement is estimated to be worth at least 7.5 billion zloty (US $2.44 billion).

The ministry is aiming to acquire two new submarines by 2022, and a further one by 2030 as part of its Navy modernization program. The Polish Navy has one Kilo-class submarine and four Kobben-class submarines in its fleet. The latter four were acquired from Norway and are expected to be withdrawn from service by 2015.

During to the visit in the 21st Tactical Air Base in Swidwin, Defence Minister Tomasz Siemoniak announced that the aircraft Su 22 will remain in the service. Earlier there were plans to withdrawn these machines.

In Swidwin there are two tactical aviation squadrons equipped with a total of 32 Su-22M4K attack aircrafts and Su-22UM3K two-seat operational conversion trainers. All delivered even in the eighties of the last century, have never been upgraded, despite such plans in the 90's.

HUGIN AUV Chosen For Polish Navy Countermeasures

Remontowa Shipbuilding in Gdansk, Poland, has selected Kongsberg Maritime to supply a HUGIN 1000 MR Autonomous Underwater Vehicle (AUV) and associated underwater communications and positioning equipment for mine countermeasures (MCM) applications, as part of a minehunter class vessel delivery for the Polish Navy.

The HUGIN 1000 MR AUV has been selected as it is specifically designed for MCM operations and can detect, classify and identify mines in a single mission. The delivery includes the HiPAP underwater communication and positioning system, which provides USBL updates and underwater data communication with the HUGIN 1000, or other underwater vehicles.

HUGIN is currently operational with several navies around the world including the Royal Norwegian Navy, the Finnish Navy and the Italian Navy, in addition to being used by commercial companies. It is capable of performing high-speed surveys with excellent navigation and payload data quality to a depth of 1,000, 3,000 or 4,500 meters, depending on configuration. It can carry several different types of high performance survey sensors for synchronized and simultaneous operation.

The HUGIN concept allows integration of alternative sensors for geophysical, search and inspection purposes, subject to customer demands. Naval applications include MCM, Rapid Environmental Assessment (REA)/Battlespace access, and Intelligence, Surveillance and Reconnaissance (ISR). Commercial applications include offshore oil and gas geophysical survey, inspection of pipelines and underwater engineering structures, environmental monitoring, hydrography and marine research.

Remontowa Shipbuilding is the prime contractor for delivering the new minehunter class vessels for the Polish Navy. The HUGIN contract was negotiated in cooperation with ESCORT Ltd., Kongsberg Maritime’s official representative in Poland.

Poland about to buy fifth generation fighter jets. Which ones is still unclear.
During a conference held on Feb. 6, 2014, Ministry of National Defence announced Poland will buy 64 fifth generation jets.

The new aircraft will be delivered between 2022 and 2030. In the meanwhile the Su-22 Fitters, initially set to be retired by 2015, will be modernized and kept flyable until the new planes arrive.

The sum allocated to the procurement of the future aircraft is around 2.8B Polish Zloty (930M USD).

Considered the strong ties with Lockheed Martin (the Polish Air Force already operates the F-16 Block 52+), the first candidate for the role of Warsaw’s future aircraft is the F-35. But since F-35A has a pricetag around 100 USD million apiece, the purchase of the Joint Strike Fighter is quite unlikely.

The Lightning II is very expensive, and would seriously hamper the rest of the Polish Armed Forces modernization plan, which includes new helicopters, submarines, new air defenses and anti-missile shield.

L'accord inclut également la fourniture d'un soutien logistique, d'infrastructures de formation au sol et l'entraînement des premiers instructeurs et techniciens à travailler sur cette nouvelle machine.

Comme annoncé en fin d'année dernière, le M-346 a été sélectionné par Varsovie face à ses compétiteurs habituels sur ce type de marché, en l'occurrence le Hawk AJT de BAE Systems et le T-50 de Lockheed Martin/KAI.

Pour la force aérienne polonaise, cet achat doit servir à remplacer des PZL TS11 Iskra hors d'âge pour former les futurs pilotes des F-16C/D flambant neufs dont la Pologne a fait l'acquisition au cours des dernières années. Actuellement, cette formation est dispensée aux Etats-Unis.

A ce jour, 56 exemplaires du M-346 ont donc été commandés : six par l'Italie, douze par Singapour, trente par Israël et huit par la Pologne.
