Norway Plans $1.74B in Procurement, Upgrades

LONDON — Norway says it will spend nearly $1.74 billion upgrading and buying new armored vehicles, as well as acquiring unmanned aerial and ground reconnaissance assets and other systems.

The Ministry of Defence in Oslo said in a statement that it had presented a bill to the Norwegian parliament to upgrade existing CV90 vehicles and acquire new vehicles from BAE Systems’ Swedish business to cover medium armor shortfalls in its Telemark and armored battalions.

The modifications will upgrade some of the vehicles for additional roles, including reconnaissance. Upgrades also will include added mine protection, improved C4ISR integration, rubber band tracks and remote weapon stations.

Norwegian land forces operate about 100 CV90s, and the procurement will increase that total to 146 in various configurations.

The MoD statement said the overall project is estimated to cost just under 10 billion Norwegian kroner ($1.74 billion), with deliveries to begin next year and be completed by 2018.

The vehicle element of the deal is worth about half the total investment outlined by the MoD in its statement.

The MoD said the project also includes the procurement of unmanned aerial and ground vehicles, remote ground sensors and C4ISR systems. No details on these systems were made available.

“This investment will provide our armored units with additional capabilities and fighting power, and constitutes a significant enhancement of the equipment available to the Army,” Defense Minister Espen Barth Eide said.

Last month, Norway published its long-term defense plans, which showed a 7 percent rise in spending. Most of that increase is to procure the F-35 Joint Strike Fighter for the Air Force, but the Army also is being boosted with additional funds thanks in part to declining Norwegian activities in Afghanistan, allowing money to be diverted to rebuilding the land forces.

Norway – C-130J-30 Aircraft
WASHINGTON, June 7, 2012 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to the Government of Norway for 2 C-130J-30 United States Air Force (USAF) baseline aircraft and associated parts, equipment, logistical support and training for an estimated cost of $300 million.

The Government of Norway has requested a possible sale of 2 C-130J-30 United States Air Force (USAF) baseline aircraft, 9 Rolls Royce AE2100D3 Engines (8 installed and 1 spare), countermeasure systems, aircraft modifications, Government Furnished Equipment, communication equipment and support, tools and test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $300 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a NATO ally. Norway has been a strong partner in coalition operations in Libya, Iraq and Afghanistan, and has provided support in the Balkans, the Baltics, and the NATO training mission in Iraq (NTM-I). Norwegian efforts in peacekeeping and humanitarian operations have made a significant impact on regional political and economic stability and have served U.S. national security interests.

Norway intends to use these aircraft in support of NATO-International Security Assistance Force (ISAF) missions in Afghanistan. Norway needs these aircraft to fulfill national and international airlift commitments and requirements, and to increase its capability to provide intra-theater lift for its forces. These aircraft will also increase Norway’s ability to assist in disaster relief, humanitarian missions, and military deployments in the future. The Royal Norwegian Air Force, which already operates C-130Js in Norway and in support of
operations worldwide, will have no difficulty absorbing these additional aircraft.

The proposed sale of this equipment and support will not alter the basic military balance in the region. The prime contractor will be Lockheed Martin-Aerospace in Marietta, Georgia. There are no known offset agreements in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Norway.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale. This notice of a potential sale is required by law and does not mean the sale has been concluded.

BAE System Signs $750M Contract for CV90 Vehicles

Image

BAE Systems has signed a £500 million ($750 million) deal with Norway to provide new and updated CV90 armored combat vehicles.

The Norwegian government agreed to a deal with the Swedish arm of BAE in April but the finalizing of the contract has had to await the approval of the Parliament in Oslo. That was achieved June 14.

The deal will see the first of 43 new CV90s delivered next year with program completion scheduled for 2018....
