Finland – Army Tactical Missile Systems M-39 Block 1A


WASHINGTON, June 4, 2012 – The Defense Security Cooperation Agency notified Congress June 1 of a possible Foreign Military Sale to the Government of Finland for 70 M-39 Block 1A Army Tactical Missile System (ATACMS) T2K Unitary Missiles and associated parts, equipment, logistical support and training for an estimated cost of $132 million.

The Government of Finland has requested a possible sale of 70 M-39 Block 1A Army Tactical Missile System (ATACMS) T2K Unitary Missiles, Missile Common Test Device software, ATACMS Quality Assurance Team support, spare and repair parts, tools and test equipment, support equipment, personnel training and training equipment, publications and technical data, U.S. government and contractor engineering and logistics support services, and other related elements of logistics support. The estimated cost is $132 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been, and continues to be, an important force for political stability and economic progress in Europe.

Finland intends to use these defense articles and services to expand its existing army architecture and improve its self-defense capabilities. This will contribute to the Finnish Defense Forces’ goal of modernizing its capability while further enhancing interoperability between Finland, the United States, and other allies.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractor will be Lockheed Martin Missiles and Fire Control in Dallas, Texas. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require up to two U.S. Government or contractor representatives to travel to Finland for up to one week for equipment de-processing/fielding, system checkout, and training.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

La Finlande va équiper ses navires gardes-cotes avec de nouveaux radars (TRS-3D)
Cassidian, the defence and security division of EADS, will equip the new Offshore Patrol Vessel of the Finnish Border Guard with its proven TRS-3D naval radar. The STX Shipyard in Rauma/Finland has awarded Cassidian a contract to deliver the radar by mid-2013 for integration into the new ship.

"To provide reliable surveillance data during the demanding Coast Guard missions in the difficult littoral environment of the Finnish coastal waters you need extremely powerful sensors", said Elmar Compans, Head of Sensors & Electronic Warfare at Cassidian. "Our TRS-3D radar has operationally proven that it is the right answer to these challenging requirements."

The radar is intended to provide a reliable and comprehensive situation picture as well as safe helicopter guidance and Search-and-Rescue (SAR) missions under the extreme environmental conditions of the Finnish littoral waters. TRS-3D is a 3-dimensional multimode naval radar for air and sea surveillance. It includes the ability to correlate plots and tracks of targets with Cassidian's MSSR 2000 I identification system for automatic identification of vessels and aircraft.

TRS-3D is in service with the "Squadron 2000" patrol vessels and the "Hämeenma"-class ships of the Finnish Navy. With more than 60 radars operated by navies and coast guards worldwide, TRS-3D is the market leader in its class. Among the ships equipped are the K130 corvettes of the German Navy, the US Coast Guard National Security Cutters, the US Navy Littoral Combat Ships and the Norwegian Coast Guard vessels of the "Nordkapp" and "Svalbard" class.

La Finlande va devoir patienter encore un peu pour ses AMRAAMs
Finland’s Ministry of Defense (MoD) has confirmed that it has received no firm date for the first deliveries of the AIM-120C-7 Advanced Medium-Range Air-to-Air Missiles (AMRAAM) ordered by the Air Force in 2008. The MoD said that technical issues relating to the missile misfiring during cold weather tests has meant that deliveries, intended to begin in the first half of 2012, have been delayed.

The Air Force, which is discussing the hold-up with supplier Raytheon, said it is working to secure a definitive first delivery date. The emergence of a technical fault was initially communicated to the MoD in 2010, but Finland had hoped the issue could be resolved in 2011 to enable deliveries to meet the original schedule.

“The problem is connected to the rocket engines, which have been in use for several decades,” said Air Force Col. Kari Renko.

The U.S. Congress authorized the sale of 300 AMRAAMs to Finland in 2008 in a deal worth $435 million. The weapons are to be deployed on Finland’s multirole Boeing F/A-18 C/D Hornet fighters as part of a broader $3 billion capital plan to modernize the force’s anti-aircraft systems (AAS) and carry out a midlife upgrade to the Hornets.

The AAS upgrade includes the acquisition of the Norwegian Advanced Surface-to-Air Missile System (NASAMS), a proven SL-AMRAAM variant deployed by the U.S. Army and which is being acquired from Norway’s Kongsberg.

All of the upgraded Hornets are to be fitted with the latest variant of the AIM-120C-7 missile when it becomes available. In its absence, the Air Force plans to deploy older version AMRAAMs from its stock of about 300 AIM-9X sidewinder, AIM-120C-7 and AIM-9X Captive Air Training missiles acquired in 2009.

Finland also plans to deploy the new-version AIM-120C-7s on its NASAMS anti-aircraft system. The initial test firing was scheduled to take place in 2014. This program of tests will now proceed using older version AMRAAMs. NASAMS will replace Finland’s Soviet-era built BUK anti-aircraft system, which is set to be retired in 2015-2016.

The $2.5 billion Hornet midlife upgrade, which is due to be completed on the Air Force’s fleet of 62 Hornets in 2016, aims to secure the usability of the NATO-compatible aircraft up to 2025. The upgrade has also changed the Hornets’ primary interceptor role against aerial targets to that of a more multirole attack fighter equipped with several different types bombs, glide bombs, and air-to-ground missiles.

La marine finlandaise commande 12 Watercat M18

Ces bateaux devraient être livrés entre 2014 et 2016 suivant un contrat de 32 millions €. Ils seront armés de canons de 12.7mm ou de lance-grenades 40mm avec une mitrailleuse coaxiale de 7.62mm.

STX Finland débute la construction d'un patrouilleur propulsé au GNL

La construction du nouveau patrouilleur hauturier des garde-côtes finlandais, qui sera propulsé au gaz naturel liquéfié, a débuté. La découpe de la première tôle du navire est intervenue le 22 octobre au chantier STX de Rauma, en Finlande. Long de 96 mètres pour une largeur de 17 mètres, cet OPV (Offshore Patrol Vessel), qui sera le premier du genre à être équipé d’une propulsion diesel/GNL doit être livré en novembre 2013. Développé en coopération avec l’institut finlandais de l’environnement, le nouveau patrouilleur sera doté de quatre moteurs hybrides semi-rapides Wärtsilä 34 DF, capables de fonctionner aussi bien au MDO (Marine Diesel Oil) qu’au gaz, ainsi que des groupes 20 DF. Selon Wärtsilä, le mode de propulsion peut être alterné entre les deux carburants à tout moment, sans perte de vitesse. Grâce à cette motorisation innovante, le futur OPV nfinlandais sera le patrouilleur le plus respectueux de l’environnement, grâce à une réduction significative des émissions polluantes. En mode purement GNL, ses moteurs offriront des performances meilleures que les nouvelles règlementations de l’OMI pour les navires civils.
Conçu pour naviguer en zone polaire, avec la capacité de briser jusqu’à 80 cm de glace, le nouveau bâtiment des garde-côtes finlandais sera dédié à la surveillance et au contrôle de l’espace maritime, au secours en mer et à la prévention des pollutions maritimes en Baltique.

Thales livre un premier radar GM400 en Finlande

Il est le premier d'une série de douze : ce 15 janvier, l'armée de l'air finlandaise prenait officiellement réception d'un radar de défense aérienne longue portée Ground Master 400, ou GM400. Fourni par ThalesRaytheonSystems, ce premier système a été livré dans une configuration dite "tactique", c'est à dire montée sur camion et équipée d'un groupe électro-générateur.

Le GM400 est un radar opérant en bande S, et affichant une portée maximale de détection de l'ordre de 400 km. Son antenne est composée de modules émission/réception à état solide.

La Finlande avait annoncé en mai 2009 son intention d'acquérir ces douze radars, au titre d'un contrat global qui comprenait également la fourniture de deux systèmes similaires pour l'Estonie. Cet accord était à l'époque assorti d'un contrat pour la modernisation à mi-vie de 5 radars de surveillance de longue portée Teresa 22XX.

L'armée de l'Air française s'intéresse elle aussi de près aux capacités du radar GM400. Trois exemplaires ont déjà été commandés par la France dont le premier, acquis en 2009, est destiné à équiper le centre spatial guyanais de Kourou. Fin 2010, un GM403 en version transportable avait été commandé, et devrait être opérationnel fin 2013. Il sera dans un premier temps mise en place sur le site de Nice Mont-Agel, avant d'être remplacé à cet endroit par un GM406 "fixe", commandé en septembre 2012 et qui devrait être opérationnel fin 2015.

WASHINGTON, June 27, 2013 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale of follow-on equipment and support for Finland’s F-18 Mid-Life Upgrade Program for an estimated cost of $170 million.

The Government of Finland has requested a possible sale of follow-on equipment and support for Finland’s F-18 Mid-Life Upgrade (MLU) Program, consisting of F-18C/D Fleet Retrofit Kits of the following systems: 69 KIV-78s (Mode 5 Identification Friend or Foe), 69 AN/APX-11-30s (Combined Interrogator/Transponders), Multifunctional Information Distribution Systems, and 32 SUU-63 pylons. The proposed program support includes software test and integration center upgrades, flight testing, spare and repair parts, support and test equipment, transportation, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor technical and logistics support services, and other related elements of logistics support. The estimated cost is $170 million.

The proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been, and continues to be an important force for political stability and economic progress in Europe.

The Finnish Air Force (FAF) intends to purchase the MLU Program equipment to extend the useful life of its F-18 fighter aircraft and enhance their survivability and communications connectivity. The FAF needs this upgrade to keep pace with technology advances in sensors, weaponry, and communications. Finland has extensive experience operating the F-18 aircraft and will have no difficulty incorporating the upgraded capabilities into its forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors will be Raytheon in Waltham, Massachusetts; Lockheed Martin in Bethesda,Maryland; The Boeing Company in St. Louis, Missouri; BAE North America in Arlington, Virginia; General Electric in Fairfield, Connecticut; General Dynamics in West Falls Church, Virginia; Northrop Grumman in Falls Church, Virginia; and Rockwell Collins in Cedar Rapids, Iowa. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require multiple trips to Finland involving U.S. Government and contractor representatives for technical reviews/support, program management, and training.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Mise à flot du nouveau patrouilleur des garde-côtes finlandais

Baptisé Turva le 2 août, le nouveau patrouilleur des garde-côtes finlandais a été mis à flot au chantier STX de Rauma, en Finlande. Il s’agit du premier bâtiment de ce type doté d’une propulsion au gaz naturel liquéfié. A cet effet, il dispose de moteurs hybrides Wärtsilä capables de fonctionner aussi bien au GNL qu’avec un carburant traditionnel. On notera que son appareil propulsif comprend une ligne d’arbres classique et deux propulseurs azimutaux servant de gouvernails, soit en tout trois hélices, ainsi que deux propulseurs d'étrave. Long de 96 mètres pour une largeur de 17 mètres, ce navire du type UVL10 effectuera des missions de surveillance et de contrôle de l’espace maritime en mer Baltique, ainsi que de lutte contre la pollution.
Mis sur cale le 25 février au chantier STX Finland de Rauma, sa livraison est prévue au mois de novembre.

Rolls-Royce va fournir les hydrojets des U700 de la marine finlandaise

Le motoriste britannique a été retenu par la marine finlandaise pour équiper ses futures vedettes d’assaut amphibie d’hydrojets de la gamme Kamewa. Douze bateaux du type U700 ont été commandés en octobre dernier au chantier Marine Alutech de Salo, au sud-ouest de la Finlande. Livrables entre 2014 et 2016.
