La vente de 8 sous-marins AIP de type S-20P par le groupe de construction navale CSIC au Pakistan semble être confirmée, ce dernier va payer la somme de 4 à 5 milliards USD en 4 fois.

Defence cooperation: Pakistan to buy eight submarines from China

Pakistan and China on Thursday agreed to a multi-billion dollar deal that would see Beijing provide eight submarines to the Pakistan Navy, in an agreement that analysts are calling the largest-ever defence deal China has agreed to with any country.

Despite the magnitude of the deal, government officials did not provide any details, even declining to confirm the size of the transaction. However, the composition of the Chinese delegation with which the agreement was reached suggests that the arrangements have been struck for purchase of eight submarines.

“Pakistan and China have reached an understanding on matters of defence cooperation relating to Pakistan Navy,” announced the finance ministry after a meeting with Chinese authorities. “Financial arrangements to this effect were also concluded.”

According to a briefing that the defence ministry gave to parliament in April this year, Pakistan was negotiating a deal for acquisition of submarines from China. In the same month, the UK-based Financial Times, citing a retired senior official, claimed in a report that the contract could be worth $4 billion to $5 billion, the largest defence deal ever by China.

Sources in the finance ministry said that Pakistan would make down payments to China in four installments and the delivery of the submarines will be made in the coming years.

The financial arrangements were agreed during a meeting between Finance Minister Ishaq Dar and Xu Ziqin, President of the Chinese state-owned China Shipbuilding & Offshore International Company Limited (CSOC).

Finance Secretary Waqar Masood and Economic Affairs Secretary Saleem Sethi assisted Dar. Chinese Ambassador Sun Weidong also participated in the negotiations.

CSOC is the trade arm of China Shipbuilding Industry Corporation (CSIC) and its main business is the manufacture, repair, lease, and sales of military ships and submarines.

Sources in the finance ministry said that the agreement is still subject to final review form higher authorities in Beijing, following which a formal agreement will be signed. The press release issued by the ministry after the event was vague. According to the release, Dar said that the visit by the CSOC delegation to Pakistan would enhance and further strengthen their bilateral economic and defence cooperation.

The release quoted Xu thanking Dar for his contribution in concluding the arrangements, saying it was reflective of the deep rooted China-Pakistan friendship.

Last month, both the countries had also signed an agreement for construction of six patrol vessels for the Pakistan Maritime Security Agency (PMSA). The agreement had been signed by China Ship Trading Company (CSTC) and the Pakistani defence production ministry. According to the agreement, four ships will be constructed in China while the remaining two will be built at Karachi’s Shipyard under a transfer of technology agreement.

je sais pas mais a ce que je savais que le Pakistan produit des sous marins française scorpion pourquoi le choix de ses engins chinoise ou c'est un changement radicale dans l'esprit de la marine Pakistanaise pour des sous marin plus puissante et aussi bien renforcer la collaboration sino-pakistanaise et l'intégration d'une nouvelle production ou passation de technologie

Ils ont produits sous licence des sous-marins français c'est sûr le type je ne sais plus perhaps des Agosta ?
En tous les cas c'est sûr et certain la preuve c'est l'afaire Karachi avec l'attentat contre un convoi d'ingénieurs de la DCN il y a une dizaine d'années...

C'est les indiens qui produisent des Scorpènes sous licence, les Pakistanais avaient eu des Agosta cinq en tout dont deux produits sous licence dans les années 90.

Selon une communication de l'ISPR (Inter-Services Public Relations) de l'armée pakistanaise, cette dernière a utilisé les drones armés Burraq dans la campagne de lutte anti-terroriste et a tué 3 hauts responsables dans la valée de Shawal aujourd'hui.

Le drone armée Burraq et son armement principal le missile Air-Sol à guidage laser Burq sont dérivés directement du drone MALE chinois CH-3 et du missile AR-1.

Three high profile militants were killed in Shawal Valley on Monday in a drone strike by Pakistan’s first indigenous armed drone, ‘Burraq’, Inter Services Public Relations (ISPR) said.

The remotely-piloted aircraft ‘Burraq’ and laser-guided missile ‘Burq’ were tested on March 14, taking Pakistan a step closer to acquiring the technology it has long demanded from the United States.

Earlier, security officials said the indigenously-developed armed drone ‘Burraq’ has turned the tide against the militants in the offensive in Tirah Valley. Senior security officials told Express News that much before ‘Burraq’ was publicly showcased it had been tested in live combat against militants in the Tirah Valley.

A ground offensive was launched by Pakistan Army in North Waziristan Agency’s mountainous Shawal Valley last month as it is regarded as the last haven of fleeing homegrown militants and their foreign cohorts.

Since May, the military has stepped up operations in the deeply forested ravines of the Shawal Valley – which straddles North and South Waziristan agencies along the border with Afghanistan – and softened militant targets in the valley through continued airstrikes.

The deeply forested ravines of Shawal Valley and Datta Khel are popular smuggling routes between Pakistan and neighbouring Afghanistan, and are dotted with militant bases used as launch pads for attacks on Pakistani forces.

The area is a stronghold of Khan Sajna Said, the leader of a Taliban faction whose name the United States put on a sanctions list of ‘specially designated global terrorists” last year.

Banned Tehreek-e-Taliban Pakistan used to control all of mountainous NWA, which includes the Shawal Valley and Datta Khel, and runs along the Afghan border. But Pakistan Army recaptured most of the region in a major armed operation, codenamed Zarb-e-Azb, which was launched in June 2014.

North Waziristan used to be the Pakistani Taliban’s last key stronghold until the start of the operation. Officials claim that nearly 3,000 militants have been killed since the launch of the offensive. Authorities have now vowed to intensify operations both in the border regions and across the country.

RAWALPINDI: Pakistan has successfully test fired an indigenously-developed armed drone Burraq and its laser guided missile Barq, the ISPR announced on Friday.

According to DG ISPR Asim Bajwa, Chief of Army Staff (COAS) General Raheel Sharif witnessed the test fire, which has impressive accuracy and multiplies capability against terrorists.

US Congress Stalls F-16 Fighter Sale To Pakistan

The US Congress has stalled the sale of eight F-16 fighter jets to Islamabad citing anti-Pakistan sentiments over its reluctance in taking action against terrorist groups, reported http://www.defenseworld.net.

“The hold reflects the growing anti-Pakistan sentiments on Capitol Hill where it is now a routine to see strong attacks on Pakistan and its policies during congressional hearings,” Pakistani News daily, the Dawn reported.

Citing diplomatic and congressional sources, the Dawn said US lawmakers had placed a “hold” on the proposed sale.

India as a diplomatic hurdle as New Delhi feels the deal will have no relevance in the fight against terror groups but will be instead used in offensives against India, the newspaper reported.

Obama administration may still push through the sale.

“Sources on Capitol Hill say that since the Obama administration is keen on selling these aircraft to Pakistan, it may ultimately succeed in undoing the hold,” it added.

“The hold reflects the growing anti-Pakistan sentiments on Capitol Hill where it is now a routine to see strong attacks on Pakistan and its policies during congressional hearings,” the paper said.

The Government of Pakistan – F-16 Block 52 Aircraft
WASHINGTON, Feb. 12, 2016 - The State Department has made a determination approving a possible Foreign Military Sale to the Government of Pakistan for F-16 Block 52 Aircraft, equipment, training, and logistics support. The estimated cost is $699.04 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on February 11, 2016.

The Government of Pakistan has requested a possible sale of:

Major Defense Equipment (MDE):
Eight (8) F-16 Block 52 aircraft (two (2) C and six (6) D models), with the F100-PW-229 increased
performance engine
Fourteen (14) Joint Helmet Mounted Cueing Systems (JHMCS)

Non-MDE items included in this request are eight (8) AN/APG-68(V)9 radars, and eight (8) ALQ-211(V)9 Advanced Integrated Defensive Electronic Warfare Suites (AIDEWS). Additionally, this possible sale includes spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost of MDE is $564.68 million. The total estimated cost is $699.04 million.

This proposed sale contributes to U.S. foreign policy objectives and national security goals by helping to improve the security of a strategic partner in South Asia.

The proposed sale improves Pakistan's capability to meet current and future security threats. These additional F-16 aircraft will facilitate operations in all-weather, non-daylight environments, provide a self-defense/area suppression capability, and enhance Pakistan’s ability to conduct counter-insurgency and counterterrorism operations.

This sale will increase the number of aircraft available to the Pakistan Air Force to sustain operations, meet monthly training requirements, and support transition training for pilots new to the Block-52. Pakistan will have no difficulty absorbing these additional aircraft into its air force.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

Contractors have not been selected to support this proposed sale. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Pakistan.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.
