HONG KONG (Hong Kong), Avril 16. (ARMS-TASS). Le rapport annuel de grande envergure, nom de code militaire des exercices "Han Kuang" a débuté aujourd'hui à Taiwan. Elles impliquent toutes les branches des Forces armées - terre, mer et air, ITAR-TASS a signalé.

Le réchauffement dans les relations a eu lieu après l'arrivée au pouvoir sur l'île en 2008, une nouvelle administration dirigée par Ma Ying-jeou. Il a lancé un programme de rapprochement économique avec la Chine, tout en maintenant le statu quo politique.
Malgré l'amélioration des relations avec la Chine continentale, Taiwan souligne la nécessité de maintenir ses défenses. A cet effet, Taipei, Taiwan continue à chercher des opportunités dans les achats de matériel militaire des États-Unis de nouveaux partis.
La Chine a perdu le contrôle de Taiwan après la guerre civile en 1949, mais continue de considérer ce domaine une de ses provinces. Selon le renseignement taiwanais à l'île du continent, visant plus de 1,6 mille missiles balistiques.
La deuxième phase de l'exercice annuel, "Han Kuang" se tiendra à la mi-Juillet. Il se réduit à une simulation par ordinateur des scénarios possibles d'affrontements militaires avec les unités des Armée populaire de Libération (APL).

2012-05-06 (China Military News cited from AFP) -- Taiwan said Sunday it had made progress on a multi-billion dollar contract with the United States to upgrade the island's F-16 fighter jets in an arms deal that has irked China.

The air force said in a statement it had received a "letter of answer" from Washington and was screening the items and prices listed.

While declining to specify the amount of the deal, it dismissed reports that the arms sale proposed by the United States had been inflated since it was announced by the Pentagon last year.

Washington in September said it had agreed to upgrade Taiwan's F-16 A/B fleet in a $5.85 billion deal.

Talk of the Day -- More ships fitted with Hsiungfeng III missile

China's first aircraft carrier Varyag has gone on seven rounds of sea trials, according to local media reports. The reports also cited military sources as saying that Taiwan has decided to have its 500-ton Chinchiang-class warships fitted with its locally developed Hsiungfeng III supersonic anti-ship missiles as part of its asymmetric warfare strategy in the face of China's fast military expansion. The Hsiungfeng III (Brave Wind III) missile, developed by the military-run Chungshan Institute of Science and Technology, is designed to target China's surface warships, including its aircraft carrier, the reports said. The following are excerpts from local media coverage of the military's missile deployment plans: China Times: Five of the Navy's 3,000-ton Chengkung-class frigates have been fitted with Hsiungfeng III missiles, military sources said. In addition, a Chinchiang-class naval vessel has also been equipped with four Hsiungfeng III missiles. The military is scheduled to produce 120 Hsiungfeng missiles by next year under a NT$12 billion (US$40.96 million) project. All of the eight Chengkung-class frigates will be fitted with Hsiungfeng III missiles. Moreover, all of the Navy's seven Chingchiang-class warships will also be equipped with this supersonic anti-ship missile. Military sources said Taiwan, Russia and India are the only three countries in the world that have successfully developed this type of supersonic anti-ship missile. Hsiungfeng III missile was originally designed to have a shooting range of 300 kilometers, but its effective shooting range is only about 150 km. Previous reports said the military was planning to extend the missile's range. However, the Navy denied the report, saying the military has no such a plan. With Chengkung-class frigates and Chingchiang warships fitted with Hsiungfeng III missiles, Taiwan should be able to enhance its naval deterrent force. Meanwhile, military sources said five Chinese warships navigated southward through waters east of Taiwan last Friday. As the fleet kept staying 400 nautical miles away, the sources, it should have no intention of intimidating Taiwan. Its passage should be part of China's efforts to flex its muscle amid a standoff with the Philippines over conflicting claims to disputed Huangyen Islands in the South China Sea, the sources said. Since Taiwan has deployed Hsiungfeng II anti-ship missiles along its eastern coast, the sources said, Chinese naval fleets have usually kept certain distance when passing through waters around Taiwan to protect its shipboard intelligence systems from being detected by Taiwanese military personnel. Liberty Times: Some U.S. and Chinese military experts said recently that Taiwan's planned "wolf pack" strategy to cope with China's aircraft carrier or large-scale warships may not be as effective as expected. The "wolf pack" strategy refers to using locally developed supersonic Hsiungfeng II and Hsiungfeng III anti-ship missiles fitted on many frigates and speed missile boats to target large Chinese warships. American military experts said such a strategy cannot work unless Taiwan has well-trained elite military personnel to carry out relevant operations. (May 14, 2012).

U.S. House Vote: Sell New F-16C/Ds to Taiwan

WASHINGTON — The House of Representatives voted May 17 to require the United States to sell 66 new fighter-jets to Taiwan, with lawmakers saying the deal would close a growing military gap with China.

The House of Representatives voted to force the Obama administration to authorize the sale of F-16 jets in addition to plans underway to upgrade existing planes. The measure still needs Senate approval.

The measure’s main sponsor, Rep. Kay Granger, R-Texas, said that Taiwan needed more than an upgrade of its aging fleet in light of the rapid growth in military spending by China, which claims the island.

“The sale of F-16s to Taiwan ensures our key strategic ally in the Pacific has the defense capacity to defend its own airspace,” Granger said in a May 18 statement.

“Our support for a democratic Taiwan is consistent with our national security priorities in the region and demonstrates that we will continue to stand by our friends and allies no matter who or where the threats are from,” she said.

The House of Representatives approved the measure by a voice vote as part of a slew of amendments to a defense bill adopted in a marathon session.

The Republican-controlled chamber must still approve the full bill, which is likely, but the measure then needs approval from the Senate, where Democrats hold the majority.

The administration authorized a $5.85 billion upgrade of Taiwan’s existing jets in September but held off on the sale of new jets.

The administration argued that the upgrade would bring more immediate benefits to Taiwan than a sale. But the move was widely seen as a way to limit criticism by China as a time the United States sought Beijing’s cooperation on a range of issues from trade disputes to standoffs with North Korea and Iran.

China publicly denounced the upgrade plan but U.S. officials say that they have seen little concrete retaliation, such as a freeze on military relations, of the kind Beijing carried out after previous arms sales to Taiwan.

Sen. John Cornyn, R-Texas, blocked the confirmation of a Pentagon official until the White House said in a letter last month that it would give “serious consideration” to the sale of new jets.

Cornyn has led a companion bill in the Senate to force the sale. Lawmakers have also argued that a contract for the planes would bring needed jobs to Texas and other states.

Congress is a stronghold of support for Taiwan. When the US switched recognition from Taipei to Beijing in 1979, Congress approved a law that requires the administration to provide Taiwan with the means to defend itself.

Tensions have eased since Taiwan in 2008 elected President Ma Ying-jeou, who has tried to improve relations with the mainland and reached a landmark trade pact. Ma, however, has said that Taiwan needs new fighter-jets.

In a report to Congress released May 18, the Pentagon noted that China has never renounced the right to use force to achieve unification with Taiwan.

China is still “developing military capabilities to give it the ability to settle the dispute on Beijing’s terms,” the report said.

“However, Beijing still lacks these capabilities and recognizes the costs and risks associated with a decision to escalate the dispute to the point of conflict,” it said.

Taiwan worries about new Chinese military airport in Fujian
2012-05-26 (China Military News cited from CNA) -- Taiwan Ministry of National Defense said Saturday that it is aware of a new Chinese military airport in the southeastern province of Fujian and will take appropriate measuresto ensure Taiwan's safety.

Taiwan has a good understanding of Chinese military deployments, ministry spokesman Maj. Gen. Luo Shou-he said in a statement after local media reported the building of a Chinese military air base in a mountainous area of Fujian.

Taiwan, US to sign fighter radar contract

TAIPEI: Taiwan and the United States are expected to sign a military contract next month as part of the $5.8 billion arms sales that had irked rival China, media reported Monday.

The United States announced in September that it would equip Taiwan's ageing US-made F-16 A/B jets with new technologies, in a deal which fell short of the island's fervent wish for 66 new and more powerful F-16 C/Ds.

Among the equipment to be upgraded is a new advanced radar -- Active Electronically Scanned Array -- which allows aircraft to broadcast powerful signals while still remaining undetected, the United Evening News said.

The United States has quoted a price of $600 million for the radars, it said, adding that Taiwan may finish the signing of the contract before July 26.

The defence ministry declined to comment on the report.

The air force said in a statement last month it had received a "letter of answer" from Washington and was screening the items and prices listed.

China had expressed "great indignation" over the arms deal, summoning the US ambassador and warning the move would undermine relations between the two world powers and affect ties with Taiwan.

Taiwan's defence ministry has said the proposed upgrade, which will take 12 years to complete, would give its F-16 A/Bs a significant boost.

The jets will be equipped with radar capable of detecting Chinese stealth aircraft and may also be armed with precision munitions, according to the ministry.

Ties with Beijing have improved since Ma Ying-jeou of the China-friendly Kuomintang party came to power in 2008 on promises of ramping up trade and tourism links with China.

Ma was re-elected in January for a second and final four-year term.

But Beijing has refused to renounce the use of force against Taiwan even though the island has ruled itself for more than six decades since they split in 1949 at the end of a civil war.

US and Taiwan in $3.8bn F-16 upgrade deal

The US government and Taiwan have signed a $3.8 billion deal, under which the US Air Force will evaluate upgrades for Taiwan's 145 Lockheed Martin F-16 A/B fighters.

Unsourced media reports of the deal first emerged last week. Representatives of the American Institute in Taiwan (the USA's de facto embassy in Taipei) and the US Defense Security Cooperation Agency have yet to officially announce the agreement, and declined to comment on the issue when contacted.

A statement from the US Taiwan Business Council, however, has congratulated both the US and Taiwan governments on the letter of offer and acceptance.

"The agreement provides for Taiwan, adding advanced active electronically scanned array (AESA) radar to its fighters, as well as for making structural upgrades, improving avionics, and expanding electronic warfare suites," it says.

The contenders for the radar upgrade are the Raytheon advanced combat radar (RACR) and Northrop's Grumman's Scalable Agile Beam Radar (SABR).

Taiwan considering used Abrams MBT purchase from US

Taiwan's Ministry of National Defence (MND) is planning to procure second-hand M1 Abrams main battle tanks (MBTs) from the US to upgrade the country's ageing armoured tank fleet.

M1 Abrams tanks, which entered into service in 1980, were used by the US military to conduct operations in Iraq and Afghanistan, some have reportedly been put on sale by the US Department of Defense (DoD) for its allies.

MND spokesman David Lo was quoted by Agence France-Presse as saying that the proposal was currently undergoing the army's evaluation, as the tanks have already been used for a while; he went on to add that US was yet to issue a formal notification.

“A lot of issues need to be considered. To name just a few, it's logistic support, if they could work under the current maintenance system for M60s."

Deputy minister of national defence Chao Shih-Chang had earlier revealed in the parliament that the army was seeking to purchase a total of 200 tanks to boost its forces; in addition, majority of tanks would be based in Hukou Township, which hosts the 584th Armored Brigade, as reported by local media.

Taiwan has been trying to acquire Abrams MBTs since the early 2000s, despite insistence from military experts that the tanks would be unsuitable for local mountainous terrain.

However, the request for the sale of 48 M1 A2 MBTs, each costing around $4m, was turned down by the US Pentagon.
The Taiwanese Army's existing fleet of 1,200 modern battle tanks include M60A3 Patton and M48H MBTs, as well as dozens of Korean War and Vietnam War-vintage M41light tanks.

The M1 Abrams is a third-generation MBT, manufactured by General Dynamics Land Systems (GDLS) to replace the US Army's M60 tank, and is primarily designed for modern armoured ground warfare missions.
