ULUGAN BAY, Philippines (Reuters) - Hundreds of American and Philippine troops waded ashore on Wednesday in a mock assault to retake a small island in energy-rich waters disputed with China, a drill Beijing had said would raise the risk of armed conflict.

The exercises, part of annual U.S.-Philippine war games on the western island of Palawan, coincide with another standoff between Chinese and Philippine vessels near Scarborough Shoal in a different part of the South China Sea.

China has territorial disputes with the Philippines, Vietnam, Brunei, Malaysia and Taiwan across the South China Sea, each searching for gas and oil while building up their navies and military alliances.

China said last week the drill would raise the risk of confrontation. On Wednesday, Chinese Vice Foreign Minister Cui Tiankai said China was committed to dialogue and diplomacy to resolve the dispute.

"We are certainly worried about the South China Sea issue," Cui told a news briefing in Beijing, saying "some people tried to mix two unrelated things, territorial sovereignty and freedom of navigation"

Philippines May Buy Fighter Jets Other Than U.S. F-16s

MANILA, Philippines — The Philippines is looking at arming itself for the first time with dedicated fighter jets made outside of the United States, President Benigno Aquino said May 16 amid a territorial dispute with China.

The Philippines last month requested aircraft, patrol boats and radar systems from its U.S. military ally to help it achieve what the government said would be a “minimum credible defense.”

Aquino said that his government had asked to buy second-hand F-16s from the U.S., but the jets’ maintenance costs could end up being too high because of their age.

“We might end up spending $400 million or $800 million per squadron, and we were thinking of getting two squadrons,” he said in an interview with Manila’s Bombo Radio.

“We do have an alternative, and — this is a surprise — it seems we have the capacity to buy brand-new, but not from America,” Aquino said, without mentioning the aircraft model. “These are manufactured by another progressive country that I won’t name at this point.”

Aquino noted that Manila had retired its last fighter jet, a Korean War-vintage F-5, in 2005.

It does continue to fly Italian firm Marchetti’s S211 trainer jets, which are sometimes used as ground attack aircraft against various insurgencies.

But along with the F-5, the Philippines had previously relied on obsolete U.S. hand-me-downs, including the T-33 and the P-51 Mustang as dedicated attack fighters. The country now has no effective air defenses.

It is engaged in a tense maritime standoff with China over the disputed Scarborough Shoal and surrounding waters in the South China Sea. Both nations have stationed vessels there for more than a month to assert their sovereignty.

Japan Provides Patrol Ships to the Philippines against China

The Nihon Keizai Shimbun reported on Thursday that Japan has decided to provide the Philippines with patrol ships, to support the island country in its territorial dispute against China.
The newspaper said that Japan has decided to provide vessels, including one-thousand ton patrol ships, to the Philippines by the end of the year. The move comes after the Japanese government eased last year the Three Principles of Arms Export, which bans Japan from exporting its arms.
The newspaper explained that this is a move to raise the Philippines’ maritime safety capabilities in the South China Sea, where it is clashing with China over sovereignty rights.
The United States and members of the Association of Southeast Asian Nations are said to be keeping China in check as part of their efforts to maintain maritime security, which Japan also supports.

For the first time in its history, the Philippines is looking to non-USA sources for combat aircraft to strengthen the nation’s warfighting capabilities. The Philippine Department of National Defense (DND) is reported to be in the market to purchase as many as two squadrons of combat aircraft and, according to DND representatives, has already entered into negotiations with non-USA manufacturers. Usually, a squadron would consist of 15 to 18 aircraft, but each squadron is configured to meet specific defense needs. On 7 May Dr. Peter Paul Galvez, speaking for the DND, announced that the Philippines had approached several nations with an eye towards procuring war materials needed to upgrade the nation’s armed forces. He stated that France, the United Kingdom, Italy, and South Korea were all prime candidates being considered.

acquis désarmé auprès des USA mis a part le canon de 76mm (pas de missiles, pas de radars), le gouvernement philippin a alloué une enveloppe financière afin d'armer le navire mais aucun fournisseur n'a encore été choisis comme fournisseur US ou autres
ces deux navires sont a l'origine le BRP Gregorio del Pilar et le BRP Ramon Alcaraz des US Coast Guards de classe Hamilton, l'acquisition d'une troisième unité de cette classe n'est pas exclue

Les Philippines pourraient acheter des avions d'entraînement russes

Les Philippines étudient la possibilité d'acheter à l'étranger, notamment à la Russie, un lot de douze avions d'entraînement militaires dans le cadre du programme de modernisation de son armée, rapporte mercredi l'agence nationale d'information PNA.
"Le programme de modernisation de nos forces armées a maintenant atteint toute son ampleur", a annoncé le ministre philippin de la Défense Voltaire Gazmin.

Manille est amené à choisir entre notamment les avions russes Yak-130, les sud-coréens T-50, les italiens M-346 et les britanniques Hawk. La décision définitive doit être prise d'ici fin juillet.

L'armée de l'air philippine a besoin d'avions d'entraînement. En 2005, les sept derniers chasseurs F-5 A/B, achetés aux Etats-Unis, ont été mis à la retraite, après 40 ans de service. Les pilotes n'ont donc pas d'avions à réaction et ont besoin de reconversion, indique l'agence PNA.

L'avion d'entraînement avancé russe Yakovlev Yak-130 permet un haut niveau de formation et de reconversion des pilotes.

Philippines to acquire 10 new attack helicopters
The Philippines will acquire 10 attack helicopters starting next year in a bid to boost the capabilities of the poorly equipped military, an air force spokesman said July 18.

Italy, Britain, France, Russia and South Africa are all being eyed to supply the helicopters, Lt. Col. Miguel Okol said, although he declined to specify which models were being considered.

The brand new machines will upgrade the fleet of U.S.-made MG-520 light attack helicopters that the air force has been using since the 1990s.

“What we are going to get are armed attack helicopters ... that can carry more payload than the MG-520,” Okol told AFP.

He declined to specify the cost of the acquisition but said the government had already allocated the required funds.

The new aircraft will be used for “internal security operations, border security and support operations,” he said.

The Philippines is battling communist insurgents in rural areas throughout the archipelago, as well as Muslim extremists in the troubled southern regions.

In recent months, tensions have also risen with China over conflicting territorial claims in the South China Sea, but Okol said the acquisition of the attack helicopters was unrelated.

The tensions with China have highlighted the weakness of the Philippine military, which is one of the most poorly equipped in the region, relying largely on surplus U.S. equipment.

The Philippines has been refurbishing its aging MG-520 helicopters, other military sources said.

The country has recently been stepping up its modernization efforts and plans to acquire new fighter-trainer jets and attack and transport planes by 2014, the defense secretary said earlier.

PH wants more frigates, missiles

The country hopes to acquire in the next few years frigates armed with surface-to-air missiles, but the Department of National Defense declined to elaborate where the vessels would come from.

“Aside from this, our latest frigate will have heavier gun armament and other equipment that will make it very effective in patrolling and securing the country’s waters,” said Defense spokesman Peter Paul Galvez, adding that the acquisition will be done on a government-to-government basis.

Defense Secretary Voltaire Gazmin had earlier said the military wants to acquire additional naval craft from Italy.

“We are not totally relying on the United States (for) our equipment acquisitions. We are also looking at the possibility of getting some of our equipment from Europe, specifically from Italy, depending on our budget,” he added.

Gazmin, together with a team from the DND’s newly-formed Acquisition Defense System, went to Italy to sign a five-year contract with that country’s Defense Ministry for the acquisition of fighter-bomber jets, a frigate, a destroyer and unmanned surveillance aircrafts, among others.

Possible naval craft to be acquired from Italy by the Philippines are the “Maestrale” and “Soldati” class frigates from Italy.

The “Maestrale” class is primarily designed for anti-submarine warfare, but the vessels are highly flexible so they are also capable of anti-air and anti-surface operations. It has a displacement of 3,300 gross register tons and a speed of 33 knots.

The ship is armed with anti-ship missiles, torpedoes, long range guns and automatic weapons, making it ideal to protect the country’s maritime borders against poachers, pirates and foreign aggressors.

The “Soldati” class, on the other hand, is a multi-purpose warship designed for anti-surface warfare with a displacement of 2,500 gross register tons and has a top speed of 35 knots.

The ship has missile. torpedo and gun armament and is capable of carrying an anti-submarine helicopter.

US helps the Philippines improve its military capability

The US is helping the Philippines to modernise and improve its military capability in the face of a growing confrontation with China over supremacy in the South China Sea.

The Americans have already agreed to transfer two naval vessels to an underpowered Philippine navy, and deployment of fighter jets, a coastal radar system and even increased numbers of American troops on the ground in the Philippines are under discussion.

The Philippines has several territorial disputes with China in the South China Sea, and while all sides know its armed forces will never be a match for China, the military moves are designed to give the country a "minimum credible defence position", officials say.

The US has transferred to its Pacific ally two decommissioned coastguard ships. The first, the Gregorio del Pilar, arrived August 2011 and replaced a second world war vessel as the Philippine navy's biggest and newest ship. The second is expected to arrive this year.

Officials familiar with defence and security policy have told the Guardian this may be the beginning of an era of greater military co-operation. Rodolfo Biazon, chair of the Philippine house committee on national defence, told the Guardian there were plans to buy "big-ticket items for the air force and navy".

Lieutenant Colonel Miko Okol, spokesman for the Philippine air force, says surface attack aircraft, attack helicopters, long-range patrol aircraft and radar are among the items already approved for purchase and soon to be put up for bid. He says, "I cannot give you a specific, like a specific aircraft, or what country we're gonna get them from. But these are the things we will be getting in the next two or three years."

A request for a squadron of F-16 aircraft has been made to US defence officials, but Okol is unsure of where it will lead: "We have told officials we would like to get these items as part of the things we might ask them [for] in terms of our defence co-operation with them".

The Philippines may also receive help in upgrading its military equipment from US allies such as Japan, South Korea and Australia. Ricky Carandang, the presidential communications secretary, says that talks are being held with Japan to acquire 12 patrol boats for the coastguard. The US is also understood to be considering increasing its troop presence from current levels of around 600.

The developments come as the scramble intensifies for control of the South China Sea, a crucial expanse of ocean with coastline in China, Vietnam, the Philippines, Taiwan, Malaysia and Brunei.

China has been asserting its military power in recent years, claiming territorial rights over Scarborough Shoal and other island groupings deep in the 200-mile maritime exclusion. Smaller regional powers have felt cowed in the face of a superpower flexing its muscles, and are turning to the other global superpower for support.

But Carandang says territorial issues are not the main reason for the drive to upgrade military capability. "If you look at our configurations, there is always a focus on primarily fighting internal threats since the late Marcos era," he explains. "Basically, we have allowed our external defence capabilities to deteriorate. Whether or not there was an issue with China, there was that need and the president recognised it."

Prof Rommel Banlaoi, vice president of the Philippine Association for Chinese Studies, mentions the other threats which would be reasons for the country to build up its maritime domain: "It can also mean against other international terrorist groups, maritime pirates, smugglers of arms, drug smugglers, human traffickers, and other forms of transnational organised crimes using the South China Sea, the Celebes Sea, the Sulu Sea."

But Banlaoi says access to the sea lanes in the South China Sea is also an issue. Although the US says it does not take a position on competing territorial claims, it does have an interest in maintaining freedom of navigation in the area for American ships, whether military, civilian or commercial.

"In my opinion the US is doing this because of the China challenge," says Banlaoi. "Of course it will not admit it – the US also has interests in keeping a cordial relationship with China as an economic power. The US fears that if China increases its influence in the area then it will affect the unhampered use of the waters in the South China Sea."

According to Banlaoi, the support given to America's former colony is part of President Obama's "pivot towards Asia" is an attempt to strengthen all its existing alliances in Asia- including Australia, Japan, South Korea and Thailand.

Banlaoi says that the Philippines needs the assistance most: "Among American allies in Asia the Philippines is the only country with no credible capabilities. We are very ill equipped, in fact the Philippines is what I call belonging to the weakest link in the US alliances in Asia."

The United States is also assisting the Philippines with a system to better monitor the archipelago's Western coast. Details as to the timeframe of such a project are unclear but according to Carandang, "It's going on ..its moving, it's happening."

Rep. Biazon details the form such assistance might come in: "You need not only the radar systems, but including communication systems. You can't operate the aircraft without a radar. That will be part of the package. And probably even armaments."

But debate exists as to whether or not these efforts to modernize the military with new equipment will really make a difference.

Neri Colmenares, party list representative for the leftist Bayan Muna movement, believes efforts to make Philippines defence "credible" are in vain and will only serve to increase dependence on the US: "We can spent a hundred years' budget on the armed forces of the Philippines and it will not make our defence credible against China," he says. "An increase in budget or capabilities is not the way forward … because the armed forces itself has not been reformed. It's still a corrupt and politicised body."

Academics such as professor Benito Lim, a China specialist who teaches political science at Ateneo de Manila University, questions the sincerity of American help, pointing out that China's defence system is stronger than all the military weaponry of the Asean countries combined.

Referring to the Gregorio del Pilar, which was stripped of most of its weapons, he says: "Suppose the Americans know that China owns a machine gun, but they give the Philippines a kitchen knife – it makes the Philippines look ridiculous when confronted with the Chinese in the Scarborough Shoal.

"Suppose they see Chinese ships enter the area of the contested islands. What can the Philippines do? Can they drive them out? They will probably just to do what they are doing now – say 'The Chinese are bullying us!'"

Philippine started negotiations for the purchase of 2 Italian Navy Maestrale class ASW Frigates
Philippine Defense Secretary Voltaire Gazmin announced that the country entered negotiations with the Italian government for the purchase of two Maestrale class Anti-Submarine frigates in a deal estimated at 11.7 billion Philippine pesos (280 Millions USD).

Eight vessels of this class are currently in service with the Italian Navy. The two Frigates to be transfered to the Philippine Navy are expected to be refurbished first, and likely see some of their systems and weapons upgrade or modernized.

The Maestrale class frigates primary task is Anti-Submarine Warfare (ASW), however their weapons and systems provides them with a high degree of flexibility which makes them capable warships in Anti-Surface (ASuW) and Anti-Air (AAW) warfare roles.

If the deal goes through, the two Frigates will be purchased as the solution to the Philippine Navy Deep Water Patrol Vessel and will significantly boost the Philippine Navy capabilities, especially in terms of Anti-Submarine Warfare.

The Philippines and China have been embroiled in a growing dispute over territorial claims in the South China Sea. The Philippines has launch an extensive modernization program for its Armed Forces as a consequence.

President Benigno Aquino III said the Philippine Navy is now conducting a study on whether or not it would be practical for the country to acquire its first submarine.

“That is being studied by our Navy – whether or not it is practical and whether or not it meets our needs,” Aquino said in an interview after touring the Navy’s latest and fastest surface combat-ready vessel, BRP Gregorio del Pilar.

Aquino noted that in 1998, a regional neighbor bought submarines from the Eastern bloc only to find out the vessels were not fit for tropical weather.
