Australia Announces Purchase of 10 C-27Js From the U.S.

MELBOURNE, Australia — Two days after announcing in the 2012-13 defense budget that Australia’s Caribou replacement program will go ahead, Defense Minister Stephen Smith on May 10 announced the purchase of 10 Alenia C-27J Spartan transport aircraft under a foreign military sales deal with the United States.

Speaking at the launch of the Air Power Conference in Canberra, Smith said that the aircraft and associated support equipment will be acquired at a cost of approximately Aus$1.4 billion (U.S. $1.41 billion) for delivery beginning in 2015.

Initial operating capability is planned for 2016.

Earlier this year, Alenia said it would not support aircraft that were purchased by the U.S. and then resold to another country.

But an Italian industrial source said on May 10 that the Australian-bound C-27s would be newly built aircraft not previously destined for the U.S.

“They are not ex- or former U.S. aircraft, even though the order is through the [foreign military sales] program,” the source said.

“There will be no issue with the support that Alenia will guarantee,” he added.

The move to acquire the C-27J, which surprised industry in its timing, sees the competing Airbus Military C-295 medium airlifter relegated to the sidelines.

In March, Airbus had called for a fair competition to counter what many perceived to be a Royal Australian Air Force preference for the C-27J.

Accordingly, Smith went to some detail in his announcement and subsequent press release as to why the Italian airlifter was chosen.

“The C-27J was assessed by defense as the aircraft that best met all the capability requirements and provides the best value for money,” he said. “It was assessed as being able to fly farther, faster, higher while carrying more cargo and requiring a smaller runway than the other aircraft under consideration, the Airbus Military C-295.”

“It’s a better aircraft to suit our needs. That was all of the advice to me from air force and defense, and the government agreed with that advice,” Smith said.

Smith also said that the C-27J had a regional airlift capability and was able to use many airstrips not available to the larger C-130 Hercules.

He said the C-27J can access more than 1,900 airfields in Australia and more than 400 in the region, compared to the approximately 500 airfields in Australia and 200 in the region for the Hercules, he said.

Airbus Military had offered 10 C-295s and support and a sixth KC-30A Multirole Tanker Transport for what it said was Aus$300 million less than the foreign military sale price of 10 C-27Js

Critics have also pointed to the C-27J’s higher operating and maintenance costs.

“The government has decided the additional tactical flexibility and ease of stores handling the C-27J outweighs the cost differential,” said Andrew Davies, director of operations and capability at the Australian Strategic Policy Institute.

The government will now seek a separate agreement with Alenia for the maintenance and long-term support of the aircraft following withdrawal of the aircraft from U.S. service.

Initial logistics support and air and ground crew training will be provided through the foreign military sale program.

The C-27J is being acquired under the second phase an Australian air defense plan that seeks to replace the Caribou tactical transport that was retired in late 2009.

Hawker Beechcraft King Air 350s have been used to provide a light transport capability in the meantime.

The C-27Js will be based at RAAF Richmond, west of Sydney and home to Australia’s current C-130 fleet. The older C-130H aircraft will be withdrawn during the next couple of years, under a cost-saving measure announced during this weeks’ federal budget.

Placing the C-27Js at Richmond rather than at Townsville in north Queensland as originally expected will help allay local fears of job losses in the Richmond area in the wake of the budget announcement.

They will also utilize ramp space and infrastructure left vacant by the C-130H retirement.

In May of 2006, “Australia Issues Official Tender for A$ 2.0B Large Amphibious Ships Program” covered the RAN’s decision to expand its naval expeditionary capabilities. HMAS Manoora and Kanimbla would be replaced with substantially larger and more capable modern designs, featuring strong air support. Navantia and Tenix offered a 27,000t LHD design that resembled the Strategic Projection Ship (Buque de Proyeccion Estrategica) under construction for the Spanish Navy. The DCNS-Thales Australia team, meanwhile, proposed a variation of the 21,300t Mistral Class that is serving successfully with the French Navy.

Navantia’s larger design eventually won, giving the Spanish firm an A$11 billion clean sweep of Australia’s “Air Warfare Destroyer” and LHD programs. These 5 ships will be the core of Australia’s future surface navy. The LHDs will be able to serve as amphibious landing ships, helicopter carriers, floating HQs and medical facilities for humanitarian assistance, and launching pads for UAVs or even short/vertical takeoff fighters.

The latest inclusion involves a successful early-stage design review

US flags sale of Growler kits to RAAF

The US Congress has been notified of the possible sale of 12 EA-18G Growler conversion kits to Australia for $1.7 billion, another sign that the RAAF will move ahead with plans to convert half of its F/A-18 Super Hornets to the electronic warfare variant.

In a statement released today, the US Defense Security Cooperation Agency said the Australian Government had requested the possible sale of the kits, including 34 AN/ALQ-99F Tactical Jamming System Pods, 22 CN-1717/A Interference Cancellation Systems, 22 R-2674 Joint Tactical Terminal Receiver Systems, 30 LAU-118 Guided Missile Launchers and spare parts, training and support.

In late March, Australia ordered $19 million worth of electronic systems, antennas and other “long-lead” items for the potential Super Hornet-to-Growler conversion, though at the time Defence officials said no decision had been made on whether to move ahead with the conversions. The notification to Congress is a formal part of the US Foreign Military Sales process and doesn’t mean the deal is done, but the writing would increasingly seem to be on the wall.

Australia purchased 12 of its 24 F/A-18 Super Hornets pre-wired for Growler conversion.

The Growler, which is replacing the EA-6B Prowler in US Navy service, has seen action over Afghanistan and Libya. When fitted with ALQ-99 jammer pods, the EA-18G has the ability to either ‘close down’ an entire area over a wide electronic spectrum, or alternatively can target specific spectrums such as those used by mobile phone networks or radio bands. Even without the jammers pods, through its comprehensive receiver suite the Growler can impart additional electronic situational awareness via datalinks to other aircraft such as Super and classic Hornets, Wedgetail AEW&C, or even naval vessels.
