Australia Faces $33 Billion Drop In Military Purchase Plan

Thursday, June 6, 2013 @ 08:33 AM

Australian federal government is facing a funding shortfall of $33 billion over the next decade, which they planned to use for modernizing the armed forces with new military hardware.

The Australian Strategic Policy Institute also says that the government will face a crunch time in three or four years, when it will have to decide whether to pump more money into defence or scale back its ambitions.

In its annual defence budget briefing paper - regarded as a kind of bible for defence budget analysts - the institute makes a blunt assessment about Australia's military posture towards China. It points out that while the recent defence white paper played down its 2009 predecessor's concerns about China as a threat, Australia is going ahead with the same acquisitions of fighters, ships and submarines, suggesting it regards China as warily as it did four years ago.

Mark Thomson, the institute's senior analyst for defence economics and the author of the paper, said the government had improved its defence spending compared with the deep cuts of previous years, with an average of 3.6 per cent real growth over the next four years.

Australia To Upgrade Collin Class Submarines

Friday, June 14, 2013 @ 02:37 PM

Australian MoD officials today announced further significant initiatives to both maintain the capability of Australia’s Collins Class submarine fleet and further improve Collins Class maintenance, sustainment and availability.

The Collins Class submarine fleet of six submarines is an essential part of Australia’s national security capability.

The first Collins Class submarine, HMAS Collins, was commissioned in July 1996. The sixth and last of the Collins Class, HMAS Rankin, was commissioned in March 2003. The Collins Class was designed with a theoretical platform life of 28 years, which provides for an on paper indicative service life for the fleet of 2024 to 2031.

A Service Life Evaluation Program was undertaken by Defence in 2012 to identify any issues that would prevent the Collins Class from achieving their indicative service life. The study also considered the possibility of a service life extension for the Collins fleet.

The study found there is no single technical issue that would fundamentally prevent the Collins Class submarines from achieving their indicative service life or a service life extension of one operating cycle for the fleet, which is currently around seven years, excluding docking periods.

Le premier MH-60R australien a volé !

Image

Rheinmetall, MAN Announce Truck Deal for Australia

FRANKFURT, HESSE — German defense technology group Rheinmetall said Tuesday its military vehicles joint venture with truck maker MAN had landed a 1.1 billion euro (US $1.45 billion) contract in Australia.

“The Australian Defence Force has contracted with Rheinmetall MAN Military Vehicles (RMMV) to supply it with an extensive fleet of advanced logistical vehicles,” Rheinmetall said in a statement.

As part of a modernization program, the Australian Defence Force (ADF) would procure “some 2,500 protected and non-protected logistical vehicles from Rheinmetall MAN Military Vehicles Australia,” the statement said.

The contract covered trucks “in a number of different weight classes in various configurations,” Rheinmetall continued.

They would include medium and heavyweight recovery vehicles, heavy-duty logistical vehicles, integrated load handling systems, as well as medium-sized cargo bed variants with cranes, fuel and water modules and tipper bodies.

Rheinmetall said RMMV had beaten leading European and US rivals to secure the contract in what had been “a hard-fought contest.”

Australia contracts LHD and AWD support improvements

Image

The Australian DoD has appointed a managing contractor to lead improvements to naval facilities in Sydney that will support the Royal Australian Navy’s (RAN’s) new warships when they enter service from next year.

The DoD told Shephard on 19 July that Baulderstone, a building and engineering firm, has been contracted for A$25 million.

Baulderstone will manage the A$109.9 million Air Warfare Destroyer (AWD) and A$60.3 million Landing Helicopter Dock (LHD) Ship Sustainment Facility projects. The LHDs – at 27,800t and 231 m-long – will be the largest ships ever operated by the RAN.

‘To enable the introduction into service of the two new Canberra Class LHDs and three new Hobart Class AWDs and then sustain the capability these ships are required to generate over their life of type, there is the need to enhance and augment existing infrastructure in Sydney to support AWD-specific command team training, plus AWD and LHD combat and platform systems training, throughlife support and maintenance, and berthing,’ a spokesperson said.

The first LHD, HMAS Canberra, will move from the BAE Australia shipyard in Williamstown to the RAN’s Garden Island naval base in Sydney in early 2014; and the first AWD, HMAS Hobart, will arrive in Q1 2016.

‘Accordingly, the LHD and AWD projects will provide permanent training, systems support and maintenance facilities, and berthing infrastructure within the Sydney region in order to sustain the LHD and AWD capability and support the mounting of operations from Fleet Base East,’ the spokesperson added.

As managing contractor Baulderstone is responsible for ‘controlling the completion of design development, procuring all trade packages, and managing the overall construction of the proposed works,’ the DoD spokesperson said.

‘The Managing Contractor will also provide the Commonwealth with professional engineering advice on “buildability” (sic) efficiencies and provide facilities fit for purpose with all associated warranties. The Managing Contractor is also required to actively promote the engagement of small to medium enterprises in design and construction trade packages.’

The decision to enhance the facilities was a result of the Australian Defence Force Posture Review submitted to the government in March 2012 that assessed whether the ADF is ‘geographically positioned to meet current and future strategic challenges’.

The RAN decided that Fleet Base East at Garden Island in Sydney was the best location to home-port the new ships because it is closer to army and training areas from which forces will embark the LHDs; it is outside the cyclone belt so the ships will be protected against bad weather; and where they can be maintained and supported more effectively.

The DoD announced last week that the projects will provide ‘berthing infrastructure, permanent maintenance, and systems support facilities for the new ships at Garden Island, and training facilities at Randwick Barracks and HMAS Watson’.

The developments were detailed in the Statements of Evidence on the Parliamentary Standing Committee on Public Works for the AWDs and the LHDs in March 2013.

The facilities at Garden Island include: a combined LHD and AWD through life support facility and systems programme office; an AWD lay apart store; combined LHD and AWD integrated platform monitoring system remote monitoring station; and upgraded LHD and AWD berthing infrastructure.

The throughlife support facility be housed in a new three storey building covering 5,600 sq metres and will contain IT laboratories to test and update combat and platform systems before installation on the ships; office space; workshops; storage areas; resource rooms and general amenity areas. The systems programme office will evaluate maintenance tenders through the life of the ships.

The AWD lay apart store, which will meet the navy’s requirement, is a lockable storage area near the maintenance berths for each AWD. It will be housed in a building that was occupied by Thales until their lease expired in June and will provide a 50 sq metre caged enclosure for each ship.

Each LHD and AWD has to have its integrated platform management system monitored remotely via a laptop. Monitoring stations will provide a shore location next to the ships’ berth to operate the system.

Whilst much of the berthing infrastructure at Garden Island is sufficient to support the LHDs and AWDs in terms of engineering services, the communications, compressed air, sewerage and electricity connections are incompatible and need upgrading to meet the specifications of the new ships.

New cope points will be installed at berthing positions 1, 2, and 3 for communications to support the Integrated Platform Monitoring System on the LHDs; and for the AWDs cope points will be fitted at berths 4 and 5, the Cruiser Wharf, and East Dock Wall.

At Randwick a combined LHD and AWD training centre will be established along with an AWD Command Team Trainer at HMAS Watson.

The training centre will be housed in a new two-storey building about 3,500 sq metres in area.

It will provide training on the ship’s combat systems and the platform systems utilising three types of training spaces: computer learning classrooms; specialist teaching spaces using part task training simulators and emulators; and equipment based training areas requiring specialist power and mechanical plants. The training centre will also include instructor office spaces, resource rooms and general amenity areas.

The RAN centre for Command Team Training expertise is located at HMAS Watson and the new AWD facility will be housed in a single storey building of 1,400 sq metres.

It will be a replication of an AWD’s on board operations room, complete with combat systems. It will also run the US Navy’s Aegis mini-suite and will be linked to other simulation systems allowing cross platform scenarios to be exercised.
