Faisant partie d'un contrat de 20 millions $ pour la modernisation et l'extension de vie de 7 ans pour 7 appareils.
Le Pérou dispose de 16 Mil Mi-25 et Mi-35P.

La modernisation des Mig-29 est terminée.
8 Mig-29 (6 A & 2 UM) sont rentrés au Pérou aprés avoir été portés au standard SMP, suite à la signature d'1 contrat avec la Russie en Aout 2008 pour 1 montant de $107 millions.
La 1ére partie de la modernisation a eu lieu sur place au Pérou, mais tout le travail sur les moteurs s'est déroulé en Russie.
Les Fulcrums ont reçu 1 nouvel avionique, des systémes HOTAS, nouvelle console de communications, le radar Zhuk-ME & le systéme de désignation de cibles 13SM & 1 peche de ravitaillement en vol.

S. Korea signs deal to export 20 KT-1 trainer jets to Peru

SEOUL, Nov. 7 (Yonhap) -- South Korea signed a US$200 million deal to export 20 of its KT-1 trainer jets to Peru over the next four years, the state arms procurement agency said Wednesday.

The state-funded Korea Aerospace Industries (KAI) will ship four aircraft and build the remaining 16 in Peru under the government-to-government deal, the Defense Acquisition and Procurement Agency (DAPA) said in a release.

Peru has become the third country to sign an export deal following Indonesia in 2001 and Turkey in 2007.

"In light of the (KT-1) exports to Peru, (South Korea) has paved the way to enter into the South American market, following Southeast Asia and Europe," DAPA chief No Dae-rae said during a signing ceremony in Peru. "We expect Korean defense contractors will expand exports to the South American market in the future."

The KT-1 is a trainer jet jointly developed by the KAI and the state-run Agency for Defense Development (ADD) for the South Korean Air Force. About 100 aircraft have been in service in the nation since 2000.

To help Peruvian firms to assemble the aircrafts in local factories, the KAI will share technology to build the single-engine, turboprop aircraft and provide marketing and training services, the DAPA said.

The KAI will also support Peruvian companies to build KT-1 simulators and develop unmanned aerial vehicles, one of the conditions that boosted the export deal in a close competition, it noted.

The signing came after Peruvian President Ollanta Humala visited Seoul in May for talks with South Korean President Lee Myung-bak to expand economic ties after a bilateral free trade agreement took effect in August last year.

L'image du Mi-25 c'est avant ou après modernisation? car là avec son ancien FCS, pas de HUD et son AT-2 il est hors d'age

Peru May Purchase 24 Combat Helicopters from Russia

MEXICO, December 16 (RIA Novosti) - Peru intends to buy a consignment of 24 combat helicopters and eyes Russia as one of its potential suppliers along with France and the United States, Peruvian Defense Minister Pedro Cateriano said.

“The purchase of 24 helicopters is currently under the consideration and we have three proposals…, we are considering proposals from France, the United States and Russia,” Cateriano said.

He added that the government of Peru is waiting for a technical and feasibility report from military experts to make a final choice among the three potential suppliers of combat helicopters that Peru intends to use for military operations against drugs trafficking and terrorism.

Last year Russia delivered to Peru two Mi-35P Hind E attack helicopters and six Mi-171Sh Hip transport helicopters.

Peru is one of South America's main cocaine producers along with Bolivia and Columbia. The Valley of the Apurimac and Ene River was declared a zone of military operations in August 2009 as fighting between the government troops and the Shining Path Maoist guerilla group intensified.

Shining Path is believed to have strong ties with drug traffickers. The group is on the U.S. and European Union lists of terrorist organizations.

Details emerge on Peruvian Navy future DSME designed LPDs

Details have emerged regarding the construction of two Landing Platform Dock (LPD) ships for the Peruvian Navy. Known as "Buque Multipropósito" these ships will be constructed locally at the SIMA Callao shipyard, with technical assistance from Korean shipbuilder Daewoo Shipbuilding & Marine Engineering (DSME).

Keel laying for the first of class is expected to occur this year. It is reported that those two LPDs will be an evolution of an existing DSME design: The Indonesian Navy Makassar class LPD. The Indonesia built (by local shipyard PT Pal) Makassar class have a length of 125m for a standard displacement of 7,300 tons. They can carry up to 35 vehicles, 5 helicopters (2 in hangar), 218 troops and 2 landing crafts in a well deck.

DSME signed a Memorandum of Understanding (MOU) on 10th April 2012 with Peru’s Ministry of Defense for naval vessel co-production at the head quarters of the Defense Acquisition Program Administration (DAPA).

Through this agreement, DSME is to provide technological support and oversee the construction of the naval vessels ordered by the Peruvian Government. The Government of Peru has the desire to enter into large scale naval vessel projects which includes submarines, submarine depot maintenance, and multipurpose naval support vessels.

Spain offers Eurofighters to Peru

Spain's government has tendered a proposal to its Peruvian counterpart covering the possible sale of 18 Tranche 1 Eurofighter combat aircraft currently in service with its air force.

Reportedly valued at €45 million ($61 million) per aircraft, the proposal was submitted at the request of the Peruvian defence ministry. If negotiations go forward, the intention would be to transfer all of the fighters to Peru within one year of a contract signature. The airframes have flown an average of around 600h each, sources suggest.

Faced with a looming shortfall in its air defence capabilities, the Peruvian air force has placed requests for information for the Eurofighter Typhoon, as well as for the Boeing F/A-18E/F Super Hornet, Dassault Rafale, RAC MiG-35, Saab Gripen NG and Sukhoi Su-30/35.
Spanish prime minister Mariano Rajoy visited Peru in mid-January, when the nation's proposal was formally submitted, although it is understood that it has been under discussion since November 2012.

Peru's 12 Dassault Mirage 2000P/DP fighters are the subject of a lengthy in-country overhaul, valued at $140 million. Nine aircraft have been returned to airworthy condition, but another $480 million would be needed to modernise the fleet to the enhanced Mirage 2000-5 standard.

A MiG-29 upgrade launched in late 2008 has experienced repeated delays, with eight so far modified for $106 million. Completing work on the other 11 will cost another $400 million.

Both types would be unlikely to remain in use beyond 2025, according to local media reports, which also suggest that just four of the nation's 18 Su-25 ground-attack aircraft are currently operational.

Le Pérou achètera 24 hélicoptères russes pour combattre le trafic de drogue

Le coût d'un Mi-171 dépasse 16,9 millions de dollars. D'après La República, 21 hélicoptères seront livrés au Pérou en 2014 et trois autres en 2015.

La partie péruvienne a également manifesté son intérêt pour l'achat d'armes embarquées et d'équipements pour les hélicoptères de fabrication russe. Pour sa part, Moscou propose d'organiser la formation et l'instruction des pilotes sur les territoires russe et péruvien. Si ces décisions sont prises, la valeur totale du contrat pourrait atteindre 485,5 millions USD.

L’armée péruvienne recrute par tirage au sort
Au Pérou, le service militaire n’est plus obligatoire mais a été maintenu sur la base du volontariat. Seulement, les recrues ne se bousculent pas pour porter l’uniforme. En 2013, il reste encore 20.000 postes sur 40.000 à pouvoir pour les quatres branches des forces armées (terre, air, mer et gendarmerie).

Une solution pour palier à ce problème aurait été sans doute d’augmenter la solde de base, qui actuellement équivalente à peu moins de 75 euros, soit 3 fois moins que le salaire minimum au Pérou, qui est d’environ 220 euros, et de rendre ainsi le métier des armes plus attractif.

Mais Ollanta Humala, le président péruvien, qui est un ancien lieutenant-colonel à la carrière pour le moins mouvementée, a eu une autre idée. En effet, un décret promulgué le 20 mars dernier stipule que si “le nombre de volontaires nécessaire chaque année pour le service militaire n’est pas atteint, il sera procédé de manière immédiate à un tirage au sort” parmi les jeunes âgés de 18 à 25 ans qui ne suivent pas d’études.

Voilà une situation qui n’est pas sans rappeler celle que l’on a connue en France au XIXe siècle, époque où l’on recrutait de jeunes soldats par tirage au sort. Et quand le hasard désignait le rejeton d’une famille aisée, cette dernière payait pour qu’un autre parte à sa place.

Là, les jeunes tirés au sort devront intégrer l’armée sous peine de perdre leurs droits civiques et de payer une amende de 530 euros. Ces dispositions concerneront surtout les plus pauvres, lesquels n’auront pas les moyens de s’acquitter de la somme exigée. En revanche, en effectuant leur service militaire dans ces conditions, ils pourront avoir un accès privilégier aux bourses d’Etat et bénéficier de formations. Seulement, certaines organisations d’opposants d’affirmer que cela est discriminatoire.

Pour autant, le président Humala s’en défend. “Nous renforçons le service militaire pour que nos jeunes aient l’opportunité de recevoir une formation et ne deviennent pas des délinquants”, a-t-il rétorqué, le 2 avril, selon Le Monde. “Il n’y a pas de loi plus discriminatoire de que l’actuelle loi du service militaire. Car si vous regardez bien, qui fait déjà le service militaire? Ceux d’en-bas, les plus pauvres. Alors, de quelle discrimination parle-t-on?”, a-t-il insisté.
