The US has established a military base in the southernmost reaches of Libya, documents reveal, as Washington cements its presence in Libya and beyond amid claims by Donald Trump it has "no role" in the country.

Documents released under a freedom of information request show a US "contingency location" was set up around 2015 at al-Wigh, a Saharan desert oasis near Libya’s borders with Niger, Chad, and Algeria.

The base is positioned near smuggling routes from Niger and Chad, used by thousands of migrants attempting to reach the African coastline, and in a region where gun-runners move weapons between Libya, Niger, Chad and Mali.

It is listed as a "non-permanent" facility and its current status and force size is unknown. However, the documents show that the US command structure in Africa, Africom, set out plans to convert many "contingency locations" into semi-permanent bases for use by rapid US reaction forces.



The report, by TomDispatch, reveals the projection strategy of Africom, based in Djibouti, and shows dozens of permanent and semi-permanent installations across the continent.

The locations include bases in Mauritania, as well as a network of sites across Africa's tropical belt.

While it is not known if the Libyan base is still operational, the outgoing Africom commander, Darryl Williams, said last year such sites were central to strategy: "We have very austere, lean, lily pads, if you will, all over Africa now."

The documents were released weeks after the US President Donald Trump said that the US had no business in Libya, despite multiple reports of US troops and aircraft stationed in northern Libya, and battles to dislodge Islamic State militants from northern cities including Sirte.


"I do not see a role in Libya. I think the United States has right now enough roles. We are in a role everywhere," Trump said on 21 April, adding that his country's priority in Libya was the Islamic State.

The document obtained by TomDispatch concentrates on 2014 plans for operations in 2015, where Africom lists 36 outposts in 24 African countries.

According to the report, an Africom spokesman said the number had in fact risen to 46 in 2017, including "15 enduring locations".

Mattia Toaldo, a senior research fellow at the European Council of Foreign Relations, said the base's existence if confirmed would be no surprise, "given that that specific triangle between Libya, Niger and Algeria is a key location to control both jihadist movements and smuggling routes".

He said other international powers had a presence in the area: "The French have an important base in Madama, just across the border in Niger," he said, an area rich with people-smuggling routes.

"The timing of the creation of the base is also interesting - 2014 saw the meltdown of the Libyan government, extensive fighting and eventually the rise of IS."

Africom's 2017 "posture statement" states the greatest threat to US security in Africa is "violent extremist organisations" - but also notes the presence of China and Russia on the continent.

"Parts of Africa remain a battleground between ideologies, interests, and values: Equality, prosperity, and peace are often pitted against extremism, oppression, and conflict," it says.

"The strategic environment includes instability that allows violent extremist organisations to grow and recruit from disenfranchised populations.

"Flexible posture through our cooperative security locations and contingency locations, provide response options during crises."

The reports come after Middle East Eye revealed the US had stationed military personnel at a base outside Benghazi, where it formed part of a multinational force aiding Khalifa Haftar, a Gaddafi-era general who opposes the central unity government based in Tripoli.

A series of intercepted transmissions, reported by Middle East Eye, showed US, British and UAE pilots flying over Benghazi.

However, some coordinates mentioned in the transmissions suggested a much wider area of operations than the northern coast.

The US has also aided the unity government with air strikes on the Islamic State in Sirte, helping to drive the group out of its stronghold in the country.

On September 26,
AFRICOM reported it had conducted two more precision
strikes, 100 miles southeast of the city of Sirte,
which killed several more IS militants (U.S. African
Command, September 28, 2017).
Most recently, on November 17 and 19, the U.S. military
conducted “precision strikes” near the city of Fuqaha,
directly south of Sirte (U.S. African Command, November
21, 2017). While AFRICOM did not report any
casualties officially, there are reports that the strike killed
several fighters (Libyan Express, November 18, 2017).
IS has taken advantage of this power vacuum to reestablish
its operational structure and regain much of its organizational
capability. In 2017, working from its new
bases of operations, IS began a push to recapture Sirte.
It had already established a strong presence in the city
of al-Nawfalya, to the east of the city, and, as of December
2017, it controls an area ranging as far south as
Waddan in central Libya.

During fiscal 2017, USARAF conducted 252 security cooperation activities. Security cooperation activities took place 60 percent of the time in the Lake Chad Basin, which includes Nigeria, Niger, Chad and Cameroon. OUT IN THE cocoa-colored wastes of north-central Niger, people have been running around in circles. Exactly who has been jogging or walking around this compound outside the town of Arlit is unclear. But there’s a good chance it has something to do with U.S. Africa Command’s “Analysis Office” there, the existence of which was disclosed in 2016 contracting documents.

Not far away, people have been running round and round in a compound near the airfield in Agadez, Niger, where the U.S. military is building a $100 million drone base. There has also been a significant amount of movement going on around the airport in Gao, Mali, where the U.S. military established an outpost in the early 2010s. And Garoua, Cameroon, the site of a U.S. drone base, is also aglow with the digital evidence of many past runs, according to an online interactive map that shows the routes of people who use fitness devices, such as Fitbit

The opposite definition is training and support. Pretty loaded terms on their own.
Whether they are engaged or not in active combat mission in Niger, is contingent on the agreement they have with the government of Niger. Neither you, nor I, know what the agreement says. Obviously, special ops can go where the ...mission takes them.

Right now, there are 4 bases in Niger and predators are clearly visible in the largest (Niamey). Look at the Strava link you posted, which by the way was already posted in Sciences et Techniques topic under Geomapping.

I guess you are right.

We just have general mission statements, which include to combat various groups....

The word "active" and "direct", may be key, (if one can give credibility to those statements)
    Active meaning: "at the moment" / Could be that was the case in the past or will be in the future....
      Direct meaning: "maybe not to seek direct engagement" / But to conduct reconnaissance missions and to mark target for airstrikes for example or not to be shy and retreat in case they meet "hostiles" but to stand their ground and destroy the attacking party, as possible

      Niger’s Base Aérienne 101, a longtime U.S. drone outpost, attached to Diori Hamani International Airport in the country’s capital, Niamey; it is used for regional ISR missions. The U.S. is also considering beefing up Air Base 101 by adding defensive fighting positions — towers to provide blast and ballistic protection with gun ports that allow troops to return fire — according to Air Force contracting documents issued this past summer.

      Contracting documents also indicate future requirements for fuel at a number of other Nigerien locales, including Tahoua and Ouallam, as well as the need for 4,400 gallons per month of gasoline, 1,100 gallons per month of diesel fuel, and 6,000 gallons of aviation turbine fuel every 90 days to be delivered to a “military installation” in Dirkou. A DLA document from this summer also shows potential interest in deliveries of unleaded gasoline and diesel fuel to the village of Tillia.

      The expansion and hardening of facilities at Agadez and Niamey, and the contracts indicating a need for fuel at other remote locations, suggests an expanding presence in Niger. So, too, do comments reportedly made by U.S. Secretary of Defense James Mattis to two senior members of the Senate Armed Services Committee last week. “You’re going to see more actions in Africa, not less,” said Sen. Lindsey Graham after his briefing from Mattis. “You’re going to see more aggression by the United States toward our enemies, not less.”

      Remark:
      That makes 7 US outposts/installations to my count.
      (Basically they are distributed all over the country, with some places on strava I could not cross-check on google earth such as 12°12'27.35"E 14°39'11.76"N)

      Fallout from Niger ambush could scale back Africa missions, strip commanders of autonomy. A probe into the Niger ambush that killed four U.S. soldiers is expected to recommend reducing ground missions in West Africa and stripping field commanders of the autonomy that allows them to send service members on risky missions, The New York Times reported.

      Although the report has not been released, two military officials with knowledge of the findings spoke to the Times on condition of anonymity.

      The military investigation focused on the events surrounding the ambush in Tongo Tongo, Niger, on Oct. 4. Four Americans and five Nigeriens were killed near a remote village close to Niger’s border with Mali. The region is flush with activity by militants associated with the Islamic State and al-Qaeda, who often engage local authorities and even French forces operating in Mali.
