Début officiel de discussions et d'échanges entre la Corée du Nord et la Corée du Sud
aujourd'hui se rencontrent leurs dirigeants respectifs
... du changement en Asie ? ... volonté réelle ou mise en scène diplomatique ?
l'avenir le dira, en tout cas c'est un événement très important

Sujet intéressant Numidia :+1:
Très intéressant comme sujet de discussion d'actualité la question de l'union est un peut prematurée mais c'est envisageable ,les regimes sont différents l’économie différents mais un seul peuple.La Corée du Nord et du Sud a rouvert le dialogue après des décennies de guerre. Mais qu'est-ce qui se cache derrière cette division? Et que fut la Corée avant qu'elle ne soit démembrée, après la Seconde Guerre mondiale, dans un Nord isolé et pauvre et dans un Sud riche et avant-gardiste?

Oui Geronimo, on verra bien
de toute façon il y a aussi les accords entre les Etats-Unis et la Korée du Sud
qui bloquent aussi une éventuelle union

on est encore loin de cela, mais c'est un magnifique moment ce que vivent les Koréens

Effectivement Numidia mais les enjeux et les intérêts sont énormes,si et si seulement si la reunion se realise quels politique suivra la Péninsule ??

Pad d'union sans les yankees ! Ils ont la main mise sur la coree du sud. Les koreens ont signes des accords presque protectorat avec les yankees, si je ne me trompe pas.

Les yankees sont chez eux, mains et pieds au sud !

C'est clair,rien ne se fera sans les Americains,au delà des 2 Corrés c'est l'affrontement politico-économique Chine/USA dans la region qui va influer sur les pourparles inter Corées

Sa fait vraiment un grand plaisir de les voir côte à côte deux frères qui se retrouvent et qui s'arrangent pour réunifier leur pays et leur peuple puis une puissance militaire et économique qui agrandit la famille des pays libres et indépendants. Félicitation Messieurs les Présidents de la Corée.

un même peuple qui a des centaines, milliers d'années, ne va pas baisser les bras pour quelques décennies de séparation, depuis 1953
oui vous avez raison les USA sont là et ne veulent pas lacher
... cette rencontre est l'aboutissement d'efforts diplomatiques colossaux, la Chine, la Russie, mais aussi les USA
peut être que les propos et agissements de Trump ces derniers mois, qui se dit capable d'appuyer sur un bouton, a fait bouger une partie du Departement d'Etat pour un e option d'ouverture
qui sait ? rallier toute la péninsule koréenne au lieu de n'avoir que la moitié, peut faire basculer la balance
quant à la Russie et la Chine, cette réconciliation, cette rencontre est un événement symbolique mais aussi stratégique, récupérer la Korée du Sud dans le giron asiatique et refouler l'influence etats-unienne
ça permettrait aussi de juguler la problématique japonaise (toujours en pleine crise économique, démographique, sociale)
bref je ne fais que m'interroger ...peut être des spéculations sans fondements

cette rencontre est un événement historique fondamental, on verra ce qu'il adviendra dans les années, décennies ... à venir

Calls grow for more unification education

On the occasion of the inter-Korean summit, there are growing calls for South Korean schools to educate students on unification.

A number of school superintendents have vowed to step up efforts to give more unification education to students, with some of them already sending official documents to schools encouraging it.

The National Council of Governors of Education issued a statement, Thursday, hoping for the success of the inter-Korean summit, and to promote education on peaceful unification, denuclearization and the building of permanent peace on the Korean Peninsula

Their move came on the eve of the meeting between President Moon Jae-in and North Korean leader Kim Jong-un, Friday, at the Peace House on the southern side of Panmunjeom ― a sign of inter-Korean rapprochement after heightened tensions on the peninsula due to Pyongyang's nuclear and ballistic missile tests last year.

"The leaders of the two Koreas will meet for the first time in 11 years. The summit carries a symbolic meaning that Kim will be the first North Korean leader to cross the demilitarized zone (DMZ) into South Korean territory since the Korean War," the council said.

"In addition, the summit will pave the way for a successful meeting between the United States and North Korea that could lead to permanent peace on the Korean Peninsula."

The education office in Seoul asked elementary, middle and high schools in the capital city to take advantage of the event as unification-related education material, Wednesday. Other education offices also instructed schools under their influence to voluntarily decide whether to have students watch the rare event.

Panmunjeom Declaration for Peace, Prosperity and Unification of the Korean Peninsula

During this momentous period of historical transformation on the Korean Peninsula, reflecting the enduring aspiration of the Korean people for peace, prosperity and unification, President Moon Jae-in of the Republic of Korea and Chairman Kim Jong-un of the State Affairs Commission of the Democratic People’s Republic of Korea held an Inter-Korean Summit Meeting at the ‘Peace House’ at Panmunjeon on April 27, 2018.

The two leaders solemnly declared before the 80 million Korean people and the whole world that there will be no more war on the Korean Peninsula and thus a new era of peace has begun.

The two leaders, sharing the firm commitment to bring a swift end to the Cold War relic of longstanding division and confrontation, to boldly approach a new era of national reconciliation, peace and prosperity, and to improve and cultivate inter-Korean relations in a more active manner, declared at this historic site of Panmunjeom as follows:


1. South and North Korea will reconnect the blood relations of the people and bring forward the future of co-prosperity and unification led by Koreans by facilitating comprehensive and groundbreaking advancement in inter-Korean relations. Improving and cultivating inter-Korean relations is the prevalent desire of the whole nation and the urgent calling of the times that cannot be held back any further.

(1) South and North Korea affirmed the principle of determining the destiny of the Korean nation on their own accord and agreed to bring forth the watershed moment for the improvement of inter-Korean relations by fully implementing all existing agreements and declarations adopted between the two sides thus far.

(2) South and North Korea agreed to hold dialogues and negotiations in various fields including at high level, and to take active measures for the implementation of the agreements reached at the Summit.

(3) South and North Korea agreed to establish a joint liaison office with resident representatives of both sides in the Gaeseong region in order to facilitate close consultation between the authorities as well as smooth exchanges and cooperation between the peoples.

(4) South and North Korea agreed to encourage more active cooperation, exchanges, visits and contacts at all levels in order to rejuvenate the sense of national reconciliation and unity. Between South and North, the two sides will encourage the atmosphere of amity and cooperation by actively staging various joint events on the dates that hold special meaning for both South and North Korea, such as June 15, in which participants from all levels, including central and local governments, parliaments, political parties, and civil organizations, will be involved. On the international front, the two sides agreed to demonstrate their collective wisdom, talents, and solidarity by jointly participating in international sports events such as the 2018 Asian Games.

(5) South and North Korea agreed to endeavor to swiftly resolve the humanitarian issues that resulted from the division of the nation, and to convene the Inter-Korean Red Cross Meeting to discuss and solve various issues including the reunion of separated families. In this vein, South and North Korea agreed to proceed with reunion programs for the separated families on the occasion of the National Liberation Day of August 15 this year.

(6) South and North Korea agreed to actively implement the projects previously agreed in the 2007 October 4 Declaration, in order to promote balanced economic growth and co-prosperity of the nation. As a first step, the two sides agreed to adopt practical steps towards the connection and modernization of the railways and roads on the eastern transportation corridor as well as between Seoul and Sinuiju for their utilization.


2. South and North Korea will make joint efforts to alleviate the acute military tension and practically eliminate the danger of war on the Korean Peninsula.

(1) South and North Korea agreed to completely cease all hostile acts against each other in every domain, including land, air and sea, that are the source of military tension and conflict. In this vein, the two sides agreed to transform the demilitarized zone into a peace zone in a genuine sense by ceasing as of May 1 this year all hostile acts and eliminating their means, including broadcasting through loudspeakers and distribution of leaflets, in the areas along the Military Demarcation Line.

(2) South and North Korea agreed to devise a practical scheme to turn the areas around the Northern Limit Line in the West Sea into a maritime peace zone in order to prevent accidental military clashes and guarantee safe fishing activities.

(3) South and North Korea agreed to take various military measures to ensure active mutual cooperation, exchanges, visits and contacts. The two sides agreed to hold frequent meetings between military authorities, including the Defense Ministers Meeting, in order to immediately discuss and solve military issues that arise between them. In this regard, the two sides agreed to first convene military talks at the rank of general in May.


3. South and North Korea will actively cooperate to establish a permanent and solid peace regime on the Korean Peninsula. Bringing an end to the current unnatural state of armistice and establishing a robust peace regime on the Korean Peninsula is a historical mission that must not be delayed any further.


(1) South and North Korea reaffirmed the Non-Aggression Agreement that precludes the use of force in any form against each other, and agreed to strictly adhere to this Agreement.

(2) South and North Korea agreed to carry out disarmament in a phased manner, as military tension is alleviated and substantial progress is made in military confidence-building.

(3) During this year that marks the 65th anniversary of the Armistice, South and North Korea agreed to actively pursue trilateral meetings involving the two Koreas and the United States, or quadrilateral meetings involving the two Koreas, the United States and China with a view to declaring an end to the War and establishing a permanent and solid peace regime.

(4) South and North Korea confirmed the common goal of realizing, through complete denuclearization, a nuclear-free Korean Peninsula. South and North Korea shared the view that the measures being initiated by North Korea are very meaningful and crucial for the denuclearization of the Korean Peninsula and agreed to carry out their respective roles and responsibilities in this regard. South and North Korea agreed to actively seek the support and cooperation of the international community for the denuclearization of the Korean Peninsula.

The two leaders agreed, through regular meetings and direct telephone conversations, to hold frequent and candid discussions on issues vital to the nation, to strengthen mutual trust and jointly endeavor to strengthen the positive momentum towards continuous advancement of inter-Korean relations as well as peace, prosperity and unification of the Korean Peninsula.

In this context, President Moon Jae-in agreed to visit Pyongyang this fall.

Korean Leaders Agree on Denuclearization Goal at Summit

The Inter-Korean summit began Friday morning with a historic step as North Korean leader Kim Jong Un crossed the military demarcation line that has divided Korea for over 60 years. At the end, the leaders of the communist North and Democratic South embraced prior to announcing a joint declaration committing to denuclearization and peace.

"Today, Chairman Kim Jong Un and I confirmed that the realization of the nuclear-free Korean peninsula through complete denuclearization is our common goal," said President Moon Jae-in at a ceremony to announce what they are calling the Panmunjom declaration.

The North Korean leader also endorsed the joint declaration as well as past inter-Korean agreements without elaborating or specifically acknowledging the agreed upon outcome to dismantle his country's threatening nuclear program.

"We have decided to open this transitional phase of improvement in relations and development by thoroughly implementing the North-South Declarations and all the agreements that have already been adopted," said Kim.

Historic crossing

Kim is now the first North Korean leader to cross into South Korea. He was greeted by Moon, who waited on the South Korean side of the borderline in the village of Panmunjom, the historic site, where the Korean War armistice was signed in 1953. The two leaders smiled as they shook hands across the border. Kim then stepped over the cement boundary marker.

Kim said he was, "excited to meet at this historic place" and later wondered "why it took so long" to get there.

"It really has a strong emotional impact on me," said Kim about the warm welcome he received from the people of South Korea.

President Moon welcomed Kim to the South and said he would like to one day visit North Korea. Laughing, the two together momentarily stepped over the border marker into the North's side of the demilitarized zone.

The two leaders posed for pictures with an unsmiling Kim dressed in a communist Mao-style suit and a smiling Moon in western business attire.

They also agreed to continue efforts to improve relations that had grown increasingly tense over the North's continued nuclear and missile tests, especially accelerated efforts in the last two years to develop nuclear armed intercontinental ballistic missile (ICBM) capability to target the U.S. mainland.

"We declared together that there will be no more war on the Korean peninsula and that a new era of peace has begun," said Moon.

At the summit Moon and Kim conducted two rounds of meetings during the day, and the South Korean leader hosted a dinner that featured a variety of famous Korean dishes including Pyongyang-style cold noodles. Kim's wife, Ri Sol-ju, and sister Kim Yo Jong Un joined the delegations for dinner with Moon and his wife, Kim Jung-sook.

Diplomatic pivot
This year, Kim pivoted to embrace diplomacy and agreed to engage in negotiations to end his country's nuclear program. Both President Moon's diplomatic outreach to the North, and U.S. President Donald Trump's maximum pressure campaign, which imposed tough sanctions that block virtually all North Korean exports, and that emphasized the possible use of military force, are credited with compelling Kim to change his previous confrontational stance.

The joint declaration "confirmed the common goal of realizing complete denuclearization, and a nuclear free Korean Peninsula."

It also recognized as "meaningful and crucial," North Korea's recent unilateral concessions to suspend further nuclear and missile tests, and to close its Punggye-ri nuclear test site. However, some analysts have expressed skepticism that these measures are meaningful as they only freeze and not reduce the country's nuclear capabilities.

There were also indications that perhaps more serious diplomatic progress was being made away from the official talks when Moon and Kim engaged in what seemed to be a very candid conversation without any staff or advisers present as they sat together for 30 minutes outside the conference hall in the afternoon. Television cameras recorded the meeting from a distance.

Trump-Kim summit
The declaration is meant to prepare the diplomatic ground for the upcoming Trump-Kim summit, expected to be held in May or June. South Korean officials have assured the Trump administration that Kim is prepared to commit to completely and verifiably dismantling his nuclear program in exchange for security guarantees from the U.S., sanctions relief, and developmental assistance.

President Trump applauded the commitment to peace and denuclearization on Twitter, but added that "only time will tell" if the goals are achieved.

While Trump has expressed optimism that a nuclear deal with North Korea can be reached, he has said he will walk out of the meeting if there are signs it "is not going to be fruitful."

Given the unconventional nature of these summits, which come at the beginning and not the end of the negotiation process, and North Korea's past performance in breaking agreements, many remain skeptical that these high-level meetings will lead to real denuclearization progress.

"The devil is in the details and as we have found in the past, in three separate sets of negotiations with North Korea, the devil is always in the details," said Victor Cha, a North Korea scholar with the Center for Strategic and International Studies and a Professor at Georgetown University in Washington.

Peace treaty
Moon and Kim also agreed to work on measures to improve cross-border security, restart family reunions, and work toward replacing the longstanding armistice ending the Korean War in 1953 with a permanent peace treaty, which would also require the approval of the U.S. and China as signatories to the truce.

"I think there is room for North and South Korea to make progress on a peace settlement. That is fundamentally a Korean issue, including confidence building measures along the DMZ, [demilitarized zone], a declaration to end hostilities," said Gary Samore, a former White House arms control coordinator and director of the Belfer Center for Science and International Affairs at Harvard University's Kennedy School of Government.

After their historic talks, the leaders and their wives attended a banquet, along with Kim Jong Un's sister Kim Yo Jong. They raised a toast and were entertained by a variety of musical performances. Kim Jong Un bought Pyongyang-style cold noodles for the dinner, at the request of his South Korean counterpart. The starring role of the noodles led to long lines outside restaurants in South Korea's capital that were serving the dish.

This was the third inter-Korean summit, but the first to take place in South Korea. The meetings in 2000 and 2007 were held in the North.

Toutes ces histoires de réunification c'est bien beau, mais ça se fera comment? La réunification allemande a déjà été difficile en termes socioéconomiques (l'Est ne s'en est toujours pas remis) alors que la RDA avait quand même un bon niveau de vie et de développement, alors que là on a un pays qui est limite dans le futur et un qui est à l'époque de Staline, ils auront les problèmes de la réunification allemande au cube...

La RDA n'avait pas un bon niveau de vie, j'y ai passé mes vacances pendant prêt de 10 ans dans la famille du côté maternelle et je peux t'affirmer que la règle générale était la pénurie. Si tu voulais acheter une automobile, tu devais te mettre sur une liste d'attente, payer un acompte représentant 70% de la valeur du véhicule et attendre au minimum 7 ans pour l'obtenir. Sans choix de couleur et d'éventuelle option bien sûr. C'était pareil pour l'électro ménager et l'ameublement. Pour la nourriture, c'était encore pire. Pénurie de viande pendant des semaines, choix plus que limité dans les rayons. Je me souviens de rayons pratiquement vide dans les magasins de l'état ou comme seul choix de légumes tu avais des boîtes de petits pois venant de Roumanie. T'avais intérêt a aimer les petits pois car tu allais en manger pendant des semaines.

Ah, désolé, j'ai retouché mon message et avais oublié de dire "par rapport aux autres pays socialistes". C'est sûr qu'il y avait une grosse différence entre la RFA et la RDA, mais celle entre les deux Corées est encore plus grande.
