NATO Integrates Cyber Security in Military Operations

The defense ministers of NATO members states endorsed a set of principles for how the Alliance can integrate the cyber capabilities of its allies into alliance military operations. Ministers also agreed to the creation of a new Cyber Operations Center to help integrate cyber into NATO planning and operations at all levels. This follows steps last year to recognize cyber as an operational domain along with land, sea and air.

NATO’s announcement of a new cyber operations center comes in the wake of Russia’s cyberattacks on and interference in the 2016 US and the 2017 French presidential elections, as well as other attacks in Europe.

Homelandsecuritynewswire.com reports that NATO Secretary General Jens Stoltenberg, said: “we discussed ways to strengthen our cyber defenses. We must be just as effective in the cyber domain as we are on land, at sea and in the air, with real-time understanding of the threats we face and the ability to respond however and whenever we choose. Today, ministers agreed on the creation of a new Cyber Operations Centre as part of the outline design for the adapted NATO Command Structure. This will strengthen our cyber defenses, and help integrate cyber into NATO planning and operations at all levels. We also agreed that we will be able to integrate Allies’ national cyber capabilities into NATO missions and operations. While nations maintain full ownership of those capabilities. Just as Allies own the tanks, the ships and aircraft in NATO missions.

The decision has been part of a policy revamp that highlights two fronts beyond terrorism on which western defense planners are active: the re-emergence of conventional military threats and the risk of hybrid warfare including cyber attacks. In both cases, Russia is on NATO’s radar screen, according to bloomberg.com.

Why the head of NATO says there’s ‘no guarantee’ that the trans-Atlantic alliance will survive

Jens Stoltenberg, the secretary general of NATO, listens to a question after delivering a pre-NATO summit speech at Lancaster House in London, Thursday, June 21, 2018. The secretary general of NATO says bonds between Europe and North America have weakened, and he appealed for an international effort to shore up the trans-Atlantic military alliance. LONDON — The bonds between Europe and North America are under strain and there’s no guarantee the trans-Atlantic partnership will survive, the head of NATO warned Thursday.

NATO Secretary General Jens Stoltenberg called for an effort to shore up the military alliance amid the divisions between Europe and the United States over trade, climate change and the Iran nuclear deal.

“It is not written in stone that the trans-Atlantic bond will survive forever,” Stoltenberg said during a speech in London. “But I believe we will preserve it.”

NATO has been shaken by U.S. President Donald Trump’s “America First” stance and mistrust of international institutions. Trump once called NATO obsolete and has repeatedly berated other members of the 29-nation alliance of failing to spend enough on defense.

Ahead of a NATO summit in July, Stoltenberg said “we may have seen the weakening” of some bonds between North America and Europe. But he insisted that “maintaining the trans-Atlantic partnership is in our strategic interests.”

Stoltenberg said the world faced “the most unpredictable security environment in a generation” due to terrorism, proliferating weapons of mass destruction, cyberattacks and an assertive Russia.

“We must continue to protect our multilateral institutions like NATO, and we must continue to stand up for the international rules-based order,” he said.

After meeting Prime Minister Theresa May in Downing St., Stoltenberg praised Britain, one of a minority of NATO countries to meet a target of spending 2 percent of GDP on defense.

He said that despite differences between the U.S. and Europe, NATO delivered “trans-Atlantic unity” every day.

“We have had differences before, and the lesson of history is that we overcome these differences every time,” Stoltenberg said.

Some European officials worry the Trump administration is cool on efforts to hold Russia to account for misdeeds including election meddling and the nerve-agent poisoning of former spy Sergei Skripal in England, which the U.K. blames on Moscow....

Boeing delivered the final AWACS aircraft to NATO

Boeing has announced that company delivered the final Airborne Warning and Control System (AWACS) aircraft modernized with avionics and a digital cockpit to the North Atlantic Treaty Organization (NATO) in Manching, Germany.

This delivery is the final of 14 and ensures NATO AWACS compliance with current and future air traffic control and navigation requirements.

Upgrades include five full-color digital displays in each aircraft, replacing 1970’s-era dials and provides crewmembers with customizable engine, navigation and radar data. These digital capabilities also allow NATO to consolidate crew responsibilities.

“The Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) modernization project enables the NATO E-3A fleet to meet current and foreseen European air traffic management requirements,” said Brig. Gen. Mike Hain, general manager, NATO Airborne Early Warning and Control Programme Management Agency.

The first modernized NATO AWACS plane was modified at Boeing facilities in Seattle and delivered to NATO in November 2016. The remaining 13 aircraft underwent modernization work in Manching, Germany.

“We are delighted to deliver this final upgraded AWACS to NATO and honored by their continued partnership,” said Scott Johnson, Boeing’s CNS/ATM manager. “The modernized AWACS equipment provides real cost savings and efficiency so NATO can execute their vital mission for years to come.”

NATO’s AWACS fleet is the alliance’s first integrated, multinational flying unit, providing rapid deployment, airborne surveillance and command and control for NATO operations.
