Des S-400 russes pour l’Inde, mais à quel prix? Un député US fait des prévisions
Les États-Unis pourraient bloquer la livraison de drones de combat et d’autres matériels dernier cri en Inde en raison de l’achat par ce pays de systèmes antiaérien russes S-400, d’après le représentant américain Mac Thornberry.

L’achat par l’Inde de missiles sol-air S-400 Triumph en Russie peut avoir des conséquences négatives sur sa coopération militaire avec les États-Unis, a déclaré lundi William McClellan Thornberry, membre du Congrès américain, à la chaîne de télévision indienne NDTV.

«Je crains que l’acquisition de cette technologie [S-400, ndlr] ne limite le niveau de coopération que les États-Unis jugeront convenable pour les livraisons de technologies dans n’importe quel pays», a indiqué Mac Thornberry.
.Selon NDTV, cela peut signifier que les États-Unis refuseront de fournir à l’Inde des armes sophistiquées, notamment des drones de combat. New Delhi avait précédemment demandé à Washington de lui livrer entre 80 et 100 drones de reconnaissance et de combat Predator C Avenger. Le montant du contrat pourrait s’élever à huit milliards de dollars.
Or, l’Inde pourrait utiliser ces drones capables de porter des missiles dans des opérations contre des rampes de lancement utilisées par des radicaux le long de la ligne de contrôle avec le Pakistan.

D’ailleurs, il est peu probable que Washington adopte des sanctions contre New Delhi en raison de sa coopération avec Moscou dans le domaine militaire, estime M.Thornberry.

«Mais cela [l’achat de missiles S-400, ndlr] risque de porter préjudice à notre coopération dans l’avenir», a ajouté le membre du Congrès.

L’Inde est l’un des plus grands importateurs d’armes au monde. Elle achète des armements et des matériels dans de nombreux pays dont notamment la Russie, les États-Unis, Israël et la France.

Indian Navy commissions fourth Mk IV landing craft
The Indian Navy (IN) has commissioned its fourth Mk IV landing craft utility (LCU) platform built by state-owned shipyard Garden Reach Shipbuilders and Engineers (GRSE).

Named IN LCU L54 , the 62.8 m vessel entered service in a ceremony held on 25 May at Port Blair, the capital of India’s Andaman and Nicobar Islands and headquarters of the IN-headed tri-service command.

The platform, which is part of an INR21 billion (USD310 million) contract for eight LCUs signed between GRSE and the Indian government in September 2011, was launched at GRSE’s facility in Kolkata in March 2015, and now joins three other vessels of the class – L51, L52, L53 – that entered service in March 2017, August 2017, and April 2018, respectively.

The remaining four LCUs of the class, all of which have been launched, are in advanced stages of construction in Kolkata and are scheduled to be inducted over the next year and a half, according to the IN.

The class has a crew of 46, including five officers, and is fitted with “state-of-the-art equipment and advanced systems” such as a locally designed integrated bridge system (IBS) and an integrated platform management system (IPMS), the IN said.

Each of the vessels has a standard displacement of 830 tonnes and is capable of transporting up to 160 troops, armoured vehicles, and other military equipment such as containerised mission modules for amphibious and sealift operations.

Based at the Andaman and Nicobar Command (ANC), these vessels will also be deployed for humanitarian assistance and disaster relief (HADR) missions and limited search-and-rescue duties when required.

Each of the LCUs is powered by two German-built MTU 16V 4000 M53 diesel engines, and can attain a top speed of 15 kt, with a standard range of 1,500 n miles at 12 kt.

India set to clear $2 billion deal for US anti-submarine warfare choppers

Ahead of the crucial two-plus-two dialogue in Washington, the Narendra Modi government is expected to approve a $2-billion deal for the purchase of anti-submarine warfare helicopters for the Indian Navy from the US through the government to government (G2G) route, according to South Block officials who spoke on condition of anonymity.

Bilateral negotiations on the Communications, Compatibility and Security Agreement (COMCASA) have moved forward and the military communication agreement could be initialed later this year after basic Indian concerns have been addressed by the Pentagon, these officials added.

The foreign and defence ministers of India will meet their US counterparts in Washington on July 6.

South Block officials said the Defence Acquisition Council is scheduled to meet on June 30 to give a final approval to the purchase of US Sikorsky S-70B multi-role helicopters.

While the navy needs at least 100 such multi-role helicopters, the government has decided to go for the outright purchase of 24 anti-submarine warfare helicopters from US.

There is also the possibility of India placing a follow-up order for 12 more Boeing P 8I maritime surveillance aircraft at a later stage for the Indian Navy in a bid to boost its reconnaissance capabilities on high seas, the officials added....

La nouvelle est tombée aujourd’hui: un Sukhoï Su-30MKI sortant de production à l’usine HAL et destiné à la Bhāratīya Vāyu Senā (Force Aérienne Indienne / IAF) s’est écrasé vers 11h00 et peu avant son atterrissage sur l’aéroport de Nashik après un vol de pré-livraison. Il était piloté par le Wing Commander Prashant Nair accompagné par le Squadron Leader L Biswal.

Variante développée et financée par l’Inde du Su-30; le Su-30MKI est un appareil de supériorité aérienne lourd et polyvalent employé par l’IAF et produit par IAPO (Irkutsk) en collaboration avec HAL (Bangalore).

Ce programme, lancé en 1995, par l’OKB Sukhoï reprend comme base le Su-30 développé à la fin de l’URSS auquel a été ajouté une partie des technologies développées dans le cadre du démonstrateur Su-37; il s’agit notamment de:

Radar PESA N011M Bars
Configuration avec plans canards
Réacteurs avec poussée vectorielle
Cockpit modernisé avec configuration « tous écrans » (écrans LCD multifonctions)
Emploi de certaines technologies occidentales (France et Israël) ainsi que de technologies indiennes

Recevant le nom de Sukhoï Su-30MKI (le -I étant le suffixe du client), l’appareil devait initialement être produit en Russie avant de passer à l’assemblage de kits en Inde. Par la suite, l’Inde passerait à la production des appareils directement chez HAL (Hindustan Aeronautics Limited) sur base des matières premières reçues de Russie. Outre la production du Su-30MKI, HAL fut également chargé d’assurer l’entretien ainsi que les modifications/modernisations que ce dernier viendrait à recevoir.

India's Defense Acquisitions Council (DAC) has given its final approval for the purchase of the Russian-made S-400 Triumf air defense missile system. The deal gained preliminary approval from the DAC in 2016.

The S-400 deal will now go to India's Ministry of Finance for clearance. After, the sale will need approval from the Cabinet Committee on Security. India could purchase five S-400 systems at a cost of around $5.5 billion.

The S-400 Triumf is a long range surface-to-air missile systems produced by Almaz-Antey. The S-400 entered service with the Russian Armed Forces on April 28, 2007, replacing the S-300 air defense system

While India is pushing ahead with the purchase of S-400 Triumf, Russia’s cutting-edge air defense system, the US has a number of reasons to blow a fuse over the deal, Rakesh Krishnan Simha, New Zealand-based journalist, foreign affairs analyst and military observer, told Sputnik.

Speaking to Sputnik, Rakesh Krishnan Simha, journalist, foreign affairs analyst and military observer has explained why Washington is deeply displeased with New Delhi's acquisition of the Russian-made S-400 air defense system.

"Widely acknowledged as the world's most powerful anti-aircraft and anti-missile system, the S-400 is a development of the S-75 missile that famously shot down the American U-2 spy plane over Russia in 1960. Its potency is the reason why countries like China, India, Turkey and Saudi Arabia are lining up to buy the missile defense system. With a tracking range of 600 km; the ability to destroy hostile aerial targets at a range of up to 400 km and altitude of 30 km at a blistering speed of 17,000 km an hour, the S-400 is a truly lethal air defense weapon," Simha emphasized.

However, the US has signaled that it does not welcome the S-400 deal inked by Moscow and New Delhi in 2016.

India's Defense Minister on S-400 Deal: US Laws Don't Apply to New Delhi
"There is a lot of concern in the US, in both the administration and the Congress, over the S-400 system," Chairman of the US Arms Service Committee Mac Thornberry told the press in late May as quoted by The Hindu. "There is concern that any country and not just India that acquires that system will complicate our ability to work towards interoperability together."
According to the media outlet, Thornberry added that these concerns "were separate" from Washington's sanctions imposed on the Russian defense industry under the "Countering America's Adversaries Through Sanctions Act" (Public Law 115-44) (CAATSA) in August 2017.

Earlier, US lawmakers protested against Ankara's acquisition of the Russian-made air defense system. Their wrath was understandable given Turkey's NATO membership. Besides, American policymakers believe that simultaneous exploitation of S-400 and US-made F-35 stealth fighter jets by Turkey may expose both secret capabilities and vulnerabilities of the new warplane.

However, India is not a NATO member-state and has no appetite for procuring Lockheed Martin's F-35. So, what's the fuss about then? According to Simha, there are several reasons for it.

S-400 to Further Strengthen Russian-Indian Defense Ties

"The S-400 is a rare example of a non-nuclear missile that is virtually a strategic weapon. Such mega deals bind the seller and buyer into a strategic embrace for the life of the weapon. Considering the longevity of Russian air defense missiles (in the 1990s the Serbians shot down a US stealth fighter with a 30 year old Russian SAM), the S-400 could remain at the heart of India's missile defense network for decades. Since the US is attempting to pry away India from its defense partnership with Russia, the S-400 is one of the top obstacles to the US plan," the military observer underscored.

On the other hand, "many nations follow India's lead when it comes to big-ticket weapons purchases," Simha noted. According to the journalist, the Indian military forces are known as picky buyers who "put weapons through years of user trials" before acquiring them.

"So the American worry is that once India acquires the S-400, it will have a domino effect on other nations that have historically bought US weapons," the journalist highlighted. "However, after India inked the S-400 deal, a number of pro-American nations such as Saudi Arabia, Qatar and Turkey approached Russia."

A Game-Changer in South Asia

Second, the system may potentially have an impact on Pakistan's defense and the balance of power in the region, Simha presumed citing longstanding ties between Washington and Islamabad.

"The S-400 will have the effect of turning a defensive system into an offensive system, and extend India's A2/AD (anti-access/area-denial) umbrella over the territory of Pakistan as well as on China's fringes," the analyst underscored. "The air defense system will increase the vulnerability of all Pakistani air assets, especially fighter aircraft, cruise missiles and drones, by several orders of magnitude. Due to their massive 600 km tracking range — and a 400 km kill range — just three S-400 battalions located on the border will cover all of Pakistan, except the largely barren western extremity of the restive Balochistan province."

According to the military observer, the potential deployment of S-400 on the India-Pakistan border may tip the balance in India's favor which does not play into Washington's hands: "After all, the Pakistani military continues to have strong links with the Pentagon which is a Cold War relic," he suggested.

"The US does not want the strategic balance in South Asia to become one-sided towards New Delhi," Simha opined. "Despite its professed friendship, the US views India as a long-term economic rival with a totally different world view."

US Threatens Turkey With 'Ripple Effect' for F-35 Deal Amid Row Over S-400
The military observer highlighted that there is no such thing as "stealth" aircraft for the Russian-made air defense system, referring to reports unveiling the S-400 outstanding military capabilities.
"The latest American jet has been highly controversial because it has been slammed by a number of aviation experts as being underpowered, under-armed and not stealthy at all," the journalist underscored. "The S-400 could further expose the F-35's shortcomings and leave the entire US defense establishment red-faced as all families of American jet fighters will eventually be replaced by this single stealth jet."

Delhi Wants 48 New Mi-17 Helicopters from Russia; A Reliable High Altitude Aircraft Ideal for India's Two Major Fronts

Entering service in 2012, the Mi-8MTV-5 helicopter was developed to modernise the rotorcraft transport capabilities of the Russian military based on an airframe which entered service in 1977. The platform was equipped with cutting edge Klimov TV3-117VM turboshaft engines and state of the art new avionics. The helicopters make use of a loading ramp instead of the clam shell doors, and are specialised in transporting equipment rather than personnel. These platforms also have the potential to deploy rockets and cannons. With the Russian Defence Ministry planning to induct 40 of these aircraft to enhance its logistics capabilities an export variant, the Mi-17, has also been offered to the country defence clients. A leading client for Russian arms, the Indian armed forces is holding talks with rotorcraft designer Russian Helicopters — and is in the final stages of concluding an agreement for the acquisition of 48 Mi-17V-5 transports under a $1.1 billion contract. With the price having been finalised, the signing of the contract is expected in October during Russian President Vladimir Putin’s visit to India.

Under the contract for the new helicopters all vendors are reportedly required to invest 30% of the contract value into the Indian defence sector - part of a general trend in recent Indian arms deals aiming to strengthen its domestic arms industries. India currently operates over 150 Mi-17 helicopters, and with its ground forces deployed on two major fronts - a western front with Pakistan and an eastern front on the Chinese border - the ability to transfer supplies quickly and in large quantities across the country’s vast expanse as needed remains an essential asset. The Mi-17V-5 aircraft are equipped with night vision technology, weather radars, advanced PKV-8 autopilot systems and, according to Russian Helicopters, a new KNEI-8 avionics suite which provides “a very clear and intuitive cockpit with four large multi functional displays that are easy to read and help reduce pilot fatigue” - while also helping to reduce pre flight inspection time. The aircraft’s new engines allow it to reach speeds of 250 kilometers per hour, while their efficiency ensures a range of 580 kilometres - which can be almost doubled to 1065 when using two auxiliary fuel tanks. The helicopters can carry a sizeable load of up to 8,500 kilograms - including 4,000 kg internally and and an additional 4,500 kg externally using a sling. These specifications are key to making it a highly effective transport for the Indian military’s defence needs - providing key logistical support. The Mi-17V-5's ability to reliably operate at high altitudes of up to 6 kilometers has made it a valuable asset given the growing strategic importance of the Himalayan mountains and India’s mountainous borders with China - with the helicopter serving as a valuable means of providing logistical support to Indian Army units stationed in this region.

Malgré les pressions américaines, l’Inde confirme l’achat de 5 systèmes russes de défense aérienne S-400


Le cabinet indien chargé de la sécurité, présidé par le Premier ministre, Narendra Modi, a approuvé, cette semaine, l’achat de cinq systèmes russes de défense aérienne S-400 « Triumph » pour un montant légèrement inférieur à 5,5 milliards de dollars. Le contrat de gouvernement à gouvernement devrait être signé le 5 octobre, à l’occasion d’une visite à New Delhi de Vladimir Poutine, le président russe.

Cette acquisition expose théoriquement l’Inde à des sanctions ciblées de la part des États-Unis, conformément à ce que prévoit le Countering America’s Adversaries Through Sanctions Act [CAATSA], c’est à dire le dispositif américain qui vise à empêcher tout commerce avec des entreprises russes du secteur de l’armement. La Chine en a récemment fait les frais après l’achat d’avions Su-35 et de systèmes S-400.

Cependant, la loi de financement du Pentagone pour 2019 [National Defense Authorization Act – NDAA], promulguée en août par le président Trump, prévoit des exemptions au cas par cas. Pour autant, Washington a fait savoir au gouvernement indien que le choix du système S-400 n’était pas le plus approprié en terme d’inter-opérabilité, à l’heure où les deux pays ont l’intention de renforcer leur coopération militaire face à la Chine.

Ainsi, Randall Schriver, le secrétaire américain à la Défense adjoint, chargé de l’Asie et du Pacifique, avait prévenu qu’une dérogation ne serait pas automatiquement accordée à New Delhi. « Nous préférerions nettement […] que l’Inde cherche des alternatives et qu’elle voie si nous ne pourrions pas devenir un partenaire pour répondre à ce genre de besoins », avait-il affirmé.

Mais cela n’avait pas empêché la signature d’un accord dit « COMCASA » [Communications Compatibility and Security Agreement / Accord sur la sécurité et la compatibilité des communications] par le chef du Pentagone, James Mattis, lors d’un récent déplacement en Inde. Cet accord donne la possibilité aux forces indiennes d’avoir accès aux réseaux sécurisés d’information utilisés par les avions américains.

« Notre relation de défense avec la Russie dure depuis plusieurs décennies et nous en avons parlé à une délégation du Congrès américain qui s’est rendue récemment en Inde », a fait valoir la ministre de la Défense, Nirmala Sitharaman, à propos des complications éventuelles avec Washington.

Le premiere batterie S-400 devrait être livrée aux forces indiennes deux ans après la signature du contrat. Pour rappel, ce système est capable d’intercepter et de détruire des cibles à une distance allant jusqu’à 400 kilomètres.

Cela étant, les S-400 ne seraient pas les seuls concernés. En effet, il est également question d’une commande portant sur au moins deux frégates russes dérivées de la classe Krivak et d’un accord intergouvernemental pour la production de fusils d’assaut AK-103 en Inde.

India fast-tracks purchase of MH-60R helicopters


India’s Ministry of Defence (MoD) has issued a letter of request (LOR) to the US government on 15 November regarding the intended purchase of 24 Sikorsky MH-60R Seahawk multirole naval helicopters for the Indian Navy (IN).

IN officials told Jane’s that the long-delayed request to acquire the platforms for an estimated INR135 billion (USD1.88 billion) – under the US Foreign Military Sales programme – is likely to be signed within a year.

The IN anticipates the delivery of the MH-60Rs, which are intended to replace the service’s fleet of Sea King Mk 42B/C and Ka-28 helicopters, to begin around 2020 and be completed 48 months later.
