Japan – F-35 Joint Strike Fighter Aircraft

WASHINGTON, May 1, 2012 – The Defense Security Cooperation Agency notified Congress April 30 of a possible Foreign Military Sale to the Government of Japan for a possible sale of an initial four F-35 Joint Strike Fighter Conventional Take-Off and Landing (CTOL) aircraft with an option to purchase an additional 38 F-35 CTOL aircraft. The estimated cost is $10 billion.

All aircraft will be configured with the Pratt and Whitney F-135 engines, and 5 spare Pratt and Whitney F-135 engines. Other Aircraft Equipment includes: Electronic Warfare Systems, Command, Control, Communication, Computers and Intelligence/Communication, Navigational and Identifications (C4I/CNI), Autonomic Logistics Global Support System (ALGS), Autonomic Logistics Information System (ALIS), Flight Mission Trainer, Weapons Employment Capability, and other Subsystems, Features, and Capabilities, F-35 unique infrared flares, reprogramming center, and F-35 Performance Based Logistics. Also included: software development/integration, flight test instrumentation, aircraft ferry and tanker support, spare and repair parts, support equipment, tools and test equipment, technical data and publications, personnel training and training equipment, U.S. Government and contractor engineering, technical, and logistics support services, and other related elements of logistics support. The estimated cost is $10 billion.

Japan is one of the major political and economic powers in East Asia and the Western Pacific and a key ally of the United States in ensuring the peace and stability of this region. The U.S. Government shares bases and facilities in Japan. This proposed sale is consistent with these U.S. objectives and with the 1960 Treaty of Mutual Cooperation and Security.

The proposed sale of aircraft and support will augment Japan’s operational aircraft inventory and enhance its air-to-air and air-to-ground self-defense capability. The Japan Air Self-Defense Force’s F-4 aircraft will be decommissioned as F-35’s are added to the inventory. Japan will have no difficulty absorbing these aircraft into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region. The prime contractors will be Lockheed Martin Aeronautics Company in Fort Worth, Texas, and Pratt and Whitney Military Engines in East Hartford, Connecticut. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require multiple trips to Japan involving U.S. Government and contractor representatives for technical reviews/support, programs management, and training over a period of 15 years. U.S. contractor representatives will be required in Japan to conduct Contractor Engineering Technical Services (CETS) and Autonomic Logistics and Global Support (ALGS) for after-aircraft delivery.

There will be no adverse impact on the U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

(WAPA) - US has assessed the price for the proposed sale of 42 Lockheed Martin F-35 Lightning II aircraft (the "A" version, that is the one with traditional take-off and no hooks for aircraft carrier) to Japan at $10 billion.

In a notification to Congress, the US Defense Department outlined the details of the proposal. In December 2011, Japan selected the F-35 during the F-X competition to replace its aged F-4 Phantoms. It should be underlined that the F-35 defeated rival bids from the Boeing F/A-18 Super Hornet and Eurofighter Typhoon.

The deal includes the aircraft, the Pratt & Whitney F135 engines, electronic warfare systems and other equipment. The package also includes logistical support, including software development and integration, training and spare parts.

This package values each aircraft at roughly $238 million.

It should also be noted that Japan, while having long desired a stealth fighter (the country mounted a long but futile quest to obtain the F-22 which has never been placed by US), warned in February that cost rises associated with the F-35 could result in a order cancellation.

It does not surprise that the US immediately staunched this situation, since the expected 75 million price for each F-35 is strictly related to the number of aircraft which will be placed: more specifically, the forecast expects 3,100 fighter to be placed by next 25 years, but current orders are very less. Japan Jumps Into Global Satellite-Launch Competition

With a flourish in launching four satellites aboard a single launch vehicle, Japan gave the world notice that it is now prepared to compete in the international space cargo business. This launch was the first time a foreign satellite was carried aloft by a Japanese rocket.

Japan’s Global Change Observation Mission – Water Satellite 1 (GCOM-W1), nicknamed Shizuku, was the largest of the three Japanese satellites aboard the rocket. The Shizuku (a Japanese word meaning “drop” or “tear drop”) will fly a Sun-Synchronous Orbit at an altitude of 700 kilometers and is expected to have a lifespan of five years. An Earth observation satellite, Shizuku is designed to monitor water-related events as part of an international collaboration to collect data associated with global climate change. It is equipped with an enhanced microwave system, known as the Advanced Microwave Scanning Radiometer 2 (AMSR2), capable of detecting a wide-range of radiometers, naturally occurring microwave emissions emanating from Earth, which can then be used to analyze significant environmental changes.

Lancée en octobre 2010 aux chantiers Mitsubishi Heavy Industries de Nagasaki, la tête de série, l'Akizuki, sera opérationnelle en mars, alors que ses trois sisterships en sont à différents stades de construction et d'essais. Mis à flot en septembre dernier, le Teruzuki, doit entrer en service en mars 2013 et les deux suivants en 2014. Longs de 150 mètres pour une largeur de 17.6 mètres, les bâtiments du type 19DD affichent un déplacement de 6800 tonnes en charge. Leur armement comprend 8 missiles antinavire SSM-1B (d'une portée de 150 kilomètres), 32 cellules de lancement vertical pour missiles surface-air ESSM et anti-sous-marins Asroc, une tourelle de 127mm, deux systèmes multitubes Phalanx et six tubes lance-torpilles. Ils peuvent, en outre, embarquer un hélicoptère Seahawk. La propulsion est assurée par quatre turbines à gaz SM1C Spey (Rolls-Royce) ce qui assure une vitesse maximale de 30 noeuds. L'équipement électronique comprend, notamment, un radar de veille à quatre faces planes FCS-3A.

Le 11 mars 2011, la côte Nord-Est du Japon est frappée par un séisme de force 9 sur l’échelle de Richter, suivi d’un tsunami dévastant la côte Pacifique. Près de 13 % du territoire japonais est touché, dont la centrale nucléaire de Fukushima, et un accident nucléaire de gravité comparable à celui de Tchernobyl survient. En réponse immédiate à cette catastrophe, le Japon mobilise le jour même, et pour une durée de quatre mois, l’équivalent de neuf divisions et brigades, soit plus de 100 000 hommes, dont les deux-tiers appartiennent aux forces d’autodéfense Terre japonaises (GSDF). Leur déploiement réalisé en 72 heures durera jusqu’à septembre 2011.
La réussite des opérations de secours conduites par les forces d’autodéfense japonaises tient certes à l’exceptionnelle résilience de la population japonaise, culturellement et historiquement orientée et préparée à réagir aux effets des catastrophes naturelles, mais surtout à l’efficacité de forces militaires réparties de façon homogène sur le territoire japonais et essentiellement dédiées aux opérations intérieures.

Américaine konvertoplany MV-22 livrés au Japon

TOKYO, 26 Juillet. (ARMS-TASS). Américaine konvertoplany MV-22 «Osprey" fabriqué "Bell-Boeing", a livré au Japon à bord du navire, malgré les protestations des résidents locaux. Totale est venu au Japon 12 konvertoplanov. Avions et sont actuellement dans une station d'air, du Corps des Marines (CIT), l'Iwakuni États-Unis (préfecture de Yamaguchi). Cela a été rapporté par l'hebdomadaire "Weekly Jane de la Défense."
Livraison konvertoplanov USMC au Japon a été une étape importante dans le déploiement de la MV-22 sur la station de Futenma Air dans la préfecture d'Okinawa. MV-22 escadron de 12 hélicoptères remplacera le CH-46 "Chinook" société "Boeing Vertol".
En préparation pour le déploiement au Japon konvertoplanov Tokyo et Washington ont convenu de s'abstenir de vols d'essai MV-22 en attendant les résultats des enquêtes de catastrophes récentes dans le Maroc des États-Unis konvertoplanov et en Floride.
