Elbit Systems Awarded Korean C-130H Upgrade Contract

Elbit Systems announced it has been awarded a contract valued at US$62 million to upgrade the Korean Air Force C-130 transport aircraft. Under the four year contract, the C-130 aircraft will be installed with advanced electronic systems replacing part of the existing, mechanical-analog cockpit instrumentation. The modernized system will use electronic, digital multifunction displays in a “Glass-Cockpit” style, using Elbit Systems’ cutting-edge digital flight displays and integrated computers.

BAE Systems va moderniser les F-16 sud-coréens
L’on aurait pu s’attendre à ce que Lockheed-Martin remporte la mise. Mais finalement, l’Agence d’acquisition des armements sud-coréenne (DAPA) a indiqué, ce 31 juillet, avoir choisi la filiale nord-américaine du groupe britannique BAE Systems comme maître d’oeuvre de la modernisation des 134 KF-16 en service depuis les années 1990 au sein de la Republic of Korean Air Force (ROKAF) et assemblés sous licence par Korea Aerospace Industries.

Le contrat, dont le montant est estimé à 934 millions d’euros, devrait être signé avant la fin de cette année, après avoir été accepté par les autorités américaines.

La modernisation des F-16 sud-coréens prévoit notamment l’installation de nouveaux calculateurs de tir, de la liaison 16 (échange de données tactiques), d’écrans muti-fonctions et d’un radar doté d’une antenne active à balayage électronique (AESA). Ce dernier fera l’objet d’un appel d’offres distinct, auquel Raytheon et Northrop Grumman ont répondu.

Une fois cette opération terminée, la ROKAF diposera de KF-16 ayant une portée de détection double par rapport à maintenant, avec la capacité de suivre plusieurs cibles simultanément.

Pour rappel, Séoul a récemment lancé un appel d’offres visant à acquérir 60 avions de combat, pour 5,94 milliards d’euros. L’Eurofighter, le F-35 de Lockheed-Martin et le F-15 Silent Eagle de Boeing sont en lice.

Korea to Develop Combat Drones
Korean will get into developing combat drones with a budget of W500 billion (US$1=W1,129). "We're developing next-generation combat drones and reconnaissance UAVs simultaneously for Army units," a military source said on Monday. "About W500 billion has been earmarked for the projects."

But under Korea-U.S. missile guideline, the military is restricted to a UAV payload size at the level of U.S. drones from the 1990s.

Korea operates three low-altitude surveillance drones. Among them, the RQ-101 "Songgolmae" (peregrine falcon) is the only one developed locally by Korea Aerospace Industries. It went into service in 2004.

Korea hopes to complete development of the combat drones by 2017 and deploy them warfare-ready by 2021.

"The U.S. and Israel are so far the only countries that have independently developed and deployed such drones," a defense industry insider said.

The new UAVs will have a 150 HP engine, three times the engine capacity of the low-altitude Songgolmae (50 HP), but a little more than the medium-altitude MQ-1 UAV (115 HP), which the U.S. completed in 1995. The overall performance of the drones under development in Korea is believed to be similar to the MQ-1.

Korea has the capacity to develop Reaper-class UAVs with a 900 HP engine of the kind the U.S. deployed warfare-ready in the 2000s, but due to restrictions under the missile guidelines, Korea can focus only on developing medium and low-altitude UAVs.

The missile guidelines, which were formulated in 1979 and revised partly in 2001, restrict the drone payload as well as missile warheads to under 500 kg. The MQ-1 has a payload capacity of some 340 kg and the Reaper of 1,700 kg.

The MQ-1 Predator will be able to fly at a maximum speed of 217 km/h and up to a distance of 1,200 km. It can rise up to about 7.6 km and fly 24 hours nonstop. Armed with laser-guided air-to-surface Hellfire missiles with a range of 10 km, it will be able to launch precision strikes against tanks or armored vehicles, as well as carry out reconnaissance missions.

Since 1995, the U.S. has used the Predator drone in Afghanistan, Bosnia, Kosovo, Iraq and Yemen.

La Corée du Sud commence son exercice annuel avec les USA
The South Korean and U.S. militaries on Aug. 20 began an annual major joint exercise to test defenses against North Korea. The drill was denounced by Pyongyang, which vowed to strengthen its nuclear deterrent.

More than 30,000 U.S. troops, including most of those based in the South plus 3,000 from overseas, are taking part in the drill known as Ulchi Freedom Guardian, which will end Aug. 31, the U.S. forces said in a statement.

Seoul’s defense ministry could not say how many South Korean troops were taking part, but Yonhap news agency put the number at 56,000.

The drill does not involve field training and is largely a computer-simulated exercise, with troops staying at their normal bases.

U.S. and South Korean forces insist it is defensive while the North on Aug. 20 called it a drill for a preemptive nuclear attack.

“The prevailing situation requires (North Korea) to bolster up the war deterrent physically and goes to prove that it was entirely just when it determined to fully re-examine the nuclear issue,” the North’s foreign ministry said.

The war deterrent “serves as a just means for retaliation,” it said in a statement published by state media.

“This is an all-powerful treasured sword for protecting the sovereignty of the country and a powerful means for deterring the war on the Korean peninsula,” the ministry said.

Gen. James Thurman, commander of the 28,500 U.S. troops based in the South, called Ulchi Freedom Guardian “a key exercise in strengthening the readiness of Republic of Korea (South Korean) and U.S. forces.”

On the eve of the exercise, the North’s leader, Kim Jong-Un, visited a front-line artillery unit that carried out the deadly 2010 bombardment of a South Korean island near the disputed western sea border.

Kim praised its personnel as heroes and told them never to tolerate enemy aggression, the North’s official news agency reported Aug. 18.

The two Koreas have remained technically at war since their 1950-53 conflict ended in an armistice without a subsequent peace treaty.

Cross-border tensions have been high since the South accused the North of torpedoing one of its warships with the loss of 46 lives in March 2010.

The North denied the charge but shelled the border island in November that year, killing four South Koreans.

About 20 activists gathered outside the biggest U.S. Army base in Seoul’s Yongsan district to protest the exercise, displaying banners reading “Stop UFG (Ulchi Freedom Guardian)!” and “Sign Peace Treaty.”

“This is a war game and a physical threat to the North,” they said in a statement, adding that the drill heightens tensions on the peninsula.

A test of the new submarine torpedo Hongsangeo (Red Shark), which cost W100 billion to develop, flopped Thursday when it failed to hit the target and went missing.

A Navy spokesman said the King Sejong the Great destroyer carried out the first test launch of the torpedo at sea near the southern city of Pohang. "It failed to strike the target 60 m below the sea and 20 km away and went missing."

The military is investigating the cause for failure with the Agency for Defense Development and defense companies involved before it carries out a second test.

The Hongsangeo anti-submarine missiles, whose development began in 2004, were first deployed on destroyers this year after long years of performance tests and trial runs.

South Korea is hoping to become Israel's first overseas client for the Iron Dome missile defense system, IsraelDefense has learned.
Seoul is said to be exploring the system's ability to meet the threat posed by Pyongyang's shells, as well possibly deploying such batteries near sensitive facilities in the South Korean capital.
The deal depends on the possible adaptation of the system to the threat North Korean poses for its southern neighbor, and its Israeli procurement plans.

The accuracy rate of the South Korean military's precision-guided weapons is highly unpredictable due to a lack of live-fire drills, with some munitions falling short of standards, military data showed Sunday.

According to a report submitted to parliament by the Army, Navy and Air Force, the accuracy rate of precision-guided munitions ranged from 33 percent to 100 percent in 2011.

The Air Force's air-to-surface missiles, the AGM-142, recorded an accuracy rate of only 33 percent, while the AGM-84H air-to-surface missiles installed on the top-of-the-line F-15K fighters had an accuracy rate of 50 percent, the report showed.

The AIM-120 air-to-air missiles also had an accuracy rate of 50 percent, with the GBU-24 air-to-ground guided missiles, nicknamed bunker busters, recorded 85 percent.

In face-saving results, however, precision guided GBU-31 munitions installed on F-15Ks and KF-16s, as well as infrared guided air-to-air AIM-9X missiles and middle-distance air-to-ground guided AGM-65G missiles recorded perfect accuracy rates, the report noted.

In the case of the Navy, only the White Shark (Baeksangeo) torpedoes recorded a 100 percent rate, whereas the Blue Shark (Chungsangeo) torpedoes had an accuracy rate of only 50 percent.

In a meeting of the parliamentary defense committee last week, Noh Dae-rae, the chief of the Defense Acquisition Program Administration, disclosed that the Navy test fired its Hongsangeo, or Red Shark, in waters near the southeastern port city of Pohang on July 25, but they sunk after failing to hit their target. The state-funded Agency for Defense Development developed the long-range ship-to-submarine light missile over nine years from 2000 with a budget of 100 billion won ($88.1 million) for use on some of South Korea's newest destroyers, including the KDX-II.

In the Army, the anti-tank guided Tow missiles had an accuracy rate of 76 percent.

"It is difficult to conduct a live-fire drill for expensive precision-guided weapons, particularly due to the need to stock up on a certain amount of munitions in preparation for a war," said a defense official, noting some precision-guided missiles cost 1 billion to 2 billion won per unit.
