Ladakh face-off: India to order 2 more Israeli ‘eyes in sky’ for $1 billion

NEW DELHI: India is now finally going to seal the long-pending around $1 billion deal to acquire two more “Phalcon” airborne warning and control system (AWACS) aircraft from Israel, which has been derailed at least a couple of times in the past due to the high costs involved.

Indian Air Force will buy 2 Beriev A-50EI with Israeli EL/W-2090 AEW&C Radar

According to Hindustan Times website, in a move to bolster the Indian Air Force’s (IAF) surveillance capabilities, the Indian government is in the final stage of approving two A-50EI airborne early warning platforms that are equipped with the Israeli EL/W-2090 radar.

IAF Beriev A-50EI Mainstay AWACS aircraft based on the Ilyushin Il-76 transport with Aviadvigatel PS-90A-76 engines, with Israeli EL/W-2090 radar made for the Indian Air Force.

The PHALCON radar is going to cost about $1 billion with another $1 billion going towards the purchase of the platform, in this case, Russian A-50 aircraft. The radar and the platform will be integrated in Israel. It will take about two to three years for the delivery of the complete system.

India’s current possession of AWACS consists of three Phalcon AWACS, with a 400-km range and 360-degree coverage, and two indigenous “Netra” AEW&C aircraft, with indigenous 240-degree coverage radars with a 250-km range fitted on smaller Brazilian Embraer-145 jets.

A-50EI is based on the Beriev A-50 AEW&C platform, operated by the Russian Air Force, but equipped with EL/W-2090 Phalcon radar system developed by Israel Aerospace Industries (IAI) and its Elta subsidiary. The platform is based on the Russian Ilyushin Il-76 military transport aircraft.

The EL/W-2090, which is a further development of IAI’s EL/M-2075 and EL/W-2085 radars, uses the active electronically scanned array (AESA)/ active phased array. This radar consists of an array transmit/receive (T/R) modules that allow a beam to be electronically steered, making a physically rotating rotodome unnecessary. AESA radars operate on a pseudorandom set of frequencies and also have very short scanning rates, which makes them difficult to detect and jam.

Indian Army artillery to get more Pinaka missile regiments

The Indian government has signed contracts worth Rs 2,580 crore to supply six Army regiments with Pinaka missiles. The contracts have been signed with Tata Power Company and Larsen & Toubro (L&T) with Public Sector Undertaking Bharat Earth Movers Ltd (BEML) also part of the project, The Indian Express reports.

“Providing further boost to the ‘Make in India’ initiative of Government of India in the Defence Sector, Acquisition Wing of Ministry of Defence (MoD) has today signed contracts with M/s. Bharat Earth Movers Ltd. (BEML), M/s. Tata Power Company Ltd. (TPCL) and M/s. Larsen & Toubro (L&T) for supply of six Pinaka Regiments to the Artillery of the Indian Army at an approximate cost of Rs 2580 Crores,” a statement by the ministry said.

The ministry said that it will be done under the Buy-Indian category with 70 percent indigenous content, and the project was approved by Defence Minister Rajnath Singh and Finance Minister Nirmala Sitharaman. The statement said that the six Pinaka regiments “comprise 114 Launchers with Automated Gun Aiming & Positioning System (AGAPS) and 45 Command Posts to be procured from M/s TPCL and M/s L&T and 330 Vehicles to be procured from M/s BEML” and will be “operationalised along the Northern and Eastern Borders of our country further enhancing the operation preparedness of our Armed Forces”. The induction of these six regiments is planned by 2024.

Pinaka is a multiple rocket launcher produced in India and developed by the Defence Research and Development Organisation (DRDO) for the Indian Army. The Tata Group and L&T had bagged the first order to produce the Pinaka multi-barrel rocket launcher back in 2006.

The system has a maximum range of 40 km for Mark-I and 75 km for Mark-II, and can fire a salvo of 12 HE rockets in 44 seconds. In 2019, an upgraded guided missile version of the system was test-fired, with a range of over 90 km. The system is mounted on a Tatra truck for mobility.

Pinaka is a complete MBRL system. Each Pinaka battery consists of six launcher vehicles, each with 12 rockets; six loader-replenishment vehicles; three replenishment vehicles; two Command Post vehicle (one stand by) with a Fire Control computer, and the DIGICORA MET radar. A battery of six launchers can neutralise an area of 1,000 m × 800 meters.

The Army generally deploys a battery that has a total of 72 rockets. All of the 72 rockets can be fired in 44 seconds, taking out an area of 1 km2. Each launcher can fire in a different direction too. The system has the flexibility to fire all the rockets in one go or only a few. This is made possible with a fire control computer. There is a command post linking together all the six launchers in a battery. Each launcher has an individual computer which enables it to function autonomously in case it gets separated from the other five vehicles in a war.

Pinaka saw service during the Kargil War, where it was successful in neutralising enemy positions on the mountain tops. It has since been inducted into the Indian Army in large numbers.

Rafale: Vers un nouveau contrat en Inde ?
L'Indian Air Force étudie la possibilité d'acquérir deux escadrons de Dassault Rafale supplémentaires.
Inde: 36 Rafale de plus ?
Lors de sa conférence de presse annuelle du lundi 4 octobre, l'Air Chief Marshal Bhadauria a déclaré que l'Indian Air Force étudiait la possibilité de commander 2 escadrons supplémentaires d'avions de combat Dassault Rafale. Même si pour le moment la priorité serait consacrée à l'acquisition des 83 LCA MK1A nationaux, Bhadauria a indiqué que dans un second temps l'Indian Air Force devra se prononcer soit vers la poursuite du programme MRFA (Multi-Role Fighter Aircraft) qui oppose plusieurs compétiteurs pour la livraison de 114 avions de combat, soit vers l'acquisition en gré à gré de 36 Rafale supplémentaires.

Choix politique
Mais même dans l'hypothèse de la poursuite de MRFA, le Rafale resterait le grand favori. Non seulement pour des raisons opérationnelles, puisqu'en en 2023 les 36 Rafale acquis par Delhi en 2016 seront totalement déployés au sein de l'IAF, mais surtout financières. Les prochains appareils proposés seront en effet moins coûteux que lors de la première acquisition dans la mesure où en 2016 l'IAF avait exigé des modifications lourdes de l'appareil, nécessitant une enveloppe de 1,7 Geur pour mener à bien les travaux de R&D, d'intégration, et de certification associés. Aussi, il est fortement probable que les aviateurs indiens cherchent à capitaliser sur cet investissement.

Menace nucléaire
En outre, en cas d'urgence opérationnelle le gouvernement indien recourt fréquemment aux acquisitions en gré à gré, et surtout lorsqu'il s'agit d'appareils déjà déployés dans les forces et construits localement. Un scénario qui s'est encore reproduit l'été dernier avec l'acquisition auprès des russes de 12 SU-30 MKI et de 21 Mig-29 d'occasion. Or une nouvelle menace inquiète particulièrement le gouvernement indien depuis quelques semaines. En raison des tensions dans l'Himalaya, Pékin a récemment déployé sur la base de Kachgar située à 625 km de Leh, la capitale du Ladakh indien, 6 bombardiers lourds H-6 de nouvelle génération capables de délivrer à distance de sécurité des missiles de croisière KD-20, mais aussi prochainement des missiles balistiques à charge nucléaire. Cette capacité qui menace déjà une grande partie des centres stratégiques indiens, n'en est pourtant qu'à ses prémisses puisque la Chine est en train de reconstituer, précisément au travers de ces bombardiers, une triade nucléaire. Une triade sans commune mesure avec ce dont elle disposait lors de la guerre froide. Or de tous les avions en compétition sur le marché indien, seul le Rafale a depuis son origine été spécifié pour répondre à un tel défi.

Three more Rafale jets arrive in India after flying non-stop from France
With the arrival of the new batch, the number of Rafale aircraft has increased to eight


New Delhi, November 4

A second batch of three Rafale fighter jets arrived at Jamnagar airbase in Gujarat on Wednesday evening after flying non-stop from France, in a further boost to strike capability of the Indian Air Force when India and China are locked in a bitter border row in eastern Ladakh.

With the arrival of the new batch, the number of Rafale aircraft has increased to eight.

The first batch of five Rafale jets arrived in India on July 29, nearly four years after India signed an inter-governmental agreement with France to procure 36 aircraft at a cost of Rs 59,000 crore.

“Second batch of IAF #Rafale aircraft arrived in India at 8:14 pm on 04 Nov 20 after flying non-stop from France,” the IAF said in a tweet.

Officials said the new batch comprised three jets.

The Rafale jets, manufactured by French aerospace major Dassault Aviation, are India’s first major acquisition of fighter planes in 23 years after the Sukhoi jets were imported from Russia.

The newly inducted fleet of five Rafale jets has been carrying out sorties in eastern Ladakh.

The IAF has deployed almost all its frontline fighter jets like Sukhoi 30 MKI, Jaguar and Mirage 2000 aircraft in the key frontier air bases in eastern Ladakh and elsewhere along the LAC.

Chief of Air Staff Air Chief Marshal RKS Bhadauria on October 5 said that the induction of all 36 Rafale jets will be completed by 2023.

The Rafale jets are capable of carrying a range of potent weapons. European missile maker MBDA’s Meteor beyond visual range air-to-air missile, Scalp cruise missile and MICA weapons system will be the mainstay of the weapons package of the Rafale jets.

The IAF is also procuring a new generation medium-range modular air-to-ground weapon system Hammer to integrate with the Rafale jets.

Hammer (Highly Agile Modular Munition Extended Range) is a precision-guided missile developed by French defence major Safran. The missile was originally designed and manufactured for the French Air Force and Navy.

Meteor is the next generation of BVR air-to-air missile (BVRAAM) designed to revolutionise air-to-air combat. The weapon has been developed by MBDA to combat common threats facing the UK, Germany, Italy, France, Spain and Sweden.

The first squadron of the Rafale jets is stationed at Ambala airbase while the second one will be based at Hasimara in West Bengal. PTI

Mumbai:The Indian Navy on Thursday got its fifth scorpene class submarine, named 'INS Vagir'. MoS Defence Shripad Naik launched the submarine 'Vagir' of Project 75 in the Arabian sea waters at Mumbai's Mazagaon Dock through video conferencing.

The first of the Scorpene-class submarines, INS Kalvari, was launched in 2015 and commissioned into service in late 2017.

The submarine was constructed by Defence public sector undertaking (PSU) Mazagon Dock Shipbuilders (MDSL). MDSL has stepped up the pace of construction and deliveries of submarines and ships over the last few years to ensure adherence to timelines.

MDSL was working with French collaborator Naval Group on transfer of technology for the submarines under Project 75 (P75), with the deal valued at over Rs 23,000 crore.
