Saudi Air Force to get upgraded F-15S as part of modernisation deal

The Pentagon has confirmed a major upgrade of Boeing F-15S aircraft for the Saudi Arabian Air Force as part of a modernisation programme valued at more than $4 billion.In an announcement from the US Government on Friday it was confirmed that the order covers conversion of 68 existing F15S jets to the new F15S-A configuration. The order was widely reported in June but had been awaiting the approvals from the US Government.
The work is to be undertaken at the Robins Air Force Base in Georgia and will be completed by the end of 2019. The Pentagon also said that the contract includes
spares and support equipment needed to achieve operating capability for the fighter jets.
The Saudi air force will have 150 F-15S aircraft in operation.

The Boeing Co., St. Louis, Mo., (FA8505-12-C-0001, P00002) is being awarded a $3,999,660,000 firm-fixed-price, cost-plus-fixed-fee and cost reimbursable no fee contract modification for Country Standard Time Compliance Techical Order (CSTCTO) development, CSTCTO integration and testing, fabrication of trial kits to support validation and verification activities. Procurement of 68 F-15s to SA conversion kits and the procurement and installation of four base stand-up kits. Work is expected to be completed by Dec. 31, 2019. The contracting activity is AFLCMC/WWKA, Robins Air Force Base, Ga. This is a Foreign Military Sales requirement for the Kingdom of Saudi Arabia.

Boeing gets $4 billion in Saudi F-15 deal

Boeing is being awarded a contract worth almost $4 billion to upgrade 68 Royal Saudi Air Force F-15S fighters to an enhanced SA configuration before the end of this decade.

Outlined by the US Department of Defense in a 2 November contract notification, the deal will cover "development, integration and testing, fabrication of trial kits to support validation and verification activities". To run until 31 December 2019, the deal also covers the procurement of 68 F-15SA conversion kits, "and installation of four base stand-up kits", the DoD says.

Riyadh last year confirmed its intention to upgrade the capabilities of its F-15S fleet, with Boeing having received an initial $1.84 billion contract in June 2012 to develop a modification kit. Additional suppliers already confirmed as involved in the project include digital electronic warfare system supplier BAE Systems and Sniper targeting pod producer Lockheed Martin.

The Royal Saudi Air Force has an active fleet of 70 F-15S aircraft, delivered between 1995 and 2000, according to Flightglobal's MiliCAS database. In addition to modernising the bulk of its current inventory, the service is also to receive 84 new-build F-15SAs.

Meanwhile, Raytheon has received an $18.3 million contract via the US Air Force "for integration and weapon verification support" linked to a Foreign Military Sales deal with Saudi Arabia. Its activities will conclude by December 2016, the DoD says.

L’Arabie Saoudite modernise ses F-15S !

Le gouvernement américain a accordé à Boeing un contrat de modernisation concernant 68 avions de combat de type F-15S appartenant à la Royal Saudi Air Force (RSAF). Le coût total du programme de mise à niveau est de 4 milliards de dollars. Selon la calendrier du programme de mise à niveau, celui-ci devra être terminé au 31 décembre 2019.

Modernisation des F-15 de la RSAF :


L’Arabie Saoudite dispose d’une flotte de 68 F-15S (version adaptée du F-15E), deux appareils ont été perdus. La modernisation comprend le développement, la fabrication et les essais des kits de conversion, ainsi que la rénovation et l’installation des systèmes sur les appareils.

Les F-15S de la RSAF recevront un nouveau radar de type Raytheon APG-63 (V) 3 doté d’une antenne à balayage électronique actif (AESA), un nouveau système d’alerte missile et de guerre électronique Warfare System/système commun d'alerte de missiles (DEWS/ CMWS ) développé par BAE Systems Electronic. Les pilotes seront doté du viseur de casque de Boeing JHMCS.
Les autres améliorations comprennent l'installation de nouveaux composants pour les commandes de vol développées par Goodrich. Les F-15S seront également doté du pod de reconnaissance et ciblage AN/AAQ-33 «Sniper» de Lockheed Martin.

Validation de la commande de 84 F-15S supplémentaires :

En parallèle à cette modernisation, le gouvernement américain à donné son feu vert à la livraison des 84 Boeing F-15S commandé en date du 30.12.2011. Ce marché est estimé à une valeur de 29,4 milliards de dollars américains. Cette vente conforte par ailleurs, la position de sécurisation de la région de la part du Gouvernement américain au moment ou l’Iran menace de verrouiller le détroit d’Ormuz.

Saudi Arabia – C-130J-30 and KC-130J Aircraft

WASHINGTON, November 9, 2012 – The Defense Security Cooperation Agency notified Congress Nov. 8 of a possible Foreign Military Sale to the Kingdom of Saudi Arabia for 20 C-130J-30 Aircraft and 5 KC-130J Air Refueling Aircraft, as well as associated equipment, parts, training and logistical support for an estimated cost of $6.7 billion.

The Kingdom of Saudi Arabia (KSA) has requested a possible sale of 20 C-130J-30 Aircraft, 5 KC-130J Air Refueling Aircraft, 120 Rolls Royce AE2100D3 Engines (100 installed and 20 spares), 25 Link-16 Multifunctional Information Distribution Systems, support equipment, spare and repair parts, personnel training and training equipment, publications and technical data, U.S. Government and contractor technical assistance, and other related logistics support. The total estimated cost is $6.7 billion.

This proposed sale of C-130J-30 and KC-130J assets will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been, and continues to be, an important force for political stability and economic progress in the Middle East.

Saudi Arabia needs these aircraft to sustain its aging fleet, which faces increasing obsolescence. The proposed sale of C-130J and KC-130J aircraft will provide a modern configuration, improve reliability and enhance the Royal Saudi Air Force’s ability to effectively field, support, and employ these aircraft.

The proposed sale of these aircraft and support will not alter the basic military balance in the region.

Implementation of this sale will require the assignment of U.S. Government and contractor representatives to the Kingdom of Saudi Arabia for delivery, system checkout, and logistics support for an undetermined period of time.

The prime contractors will be Lockheed-Martin in Bethesda Maryland; General Electric Aviation Systems in Sterling Virginia; and Rolls Royce Corporation in Indianapolis, Indiana. There are no known offset agreements proposed in connection with this potential sale.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

a possible Foreign Military Sale to the Kingdom of Saudi Arabia for a Foreign Military Sales Order II to
provide funds for blanket order requisitions under the Cooperative Logistics Supply Support Arrangement for
an estimated cost of $300 million.

The Government of the Kingdom of Saudi Arabia has requested a possible sale of a Foreign Military Sales
Order II to provide funds for blanket order requisitions under the Cooperative Logistics Supply Support
Arrangement, for spare parts in support of M1A2 Abrams Tanks, M2 Bradley Fighting Vehicles, High Mobility
Multipurpose Wheeled Vehicles, equipment, support vehicles and other related logistics support. The estimated
cost is $300 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to
improve the security of a friendly country that has been, and continues to be, an important force for political
stability and economic progress in the Middle East.

This proposed sale will allow the Royal Saudi Land Forces Ordnance Corps to continue to purchase needed
repair parts to maintain their fleet of M1A2S Abrams Tanks, M2 Bradley Fighting Vehicles, and High Mobility
Multipurpose Wheeled Vehicles (HMMWVs), construction equipment, and support vehicles and equipment.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

There are no prime contractors involved with this sale. There are no known offset agreements in connection

Un chasseur-bombardier F-15 saoudien s'est abîmé par accident dans les eaux du Golfe, a annoncé lundi le ministère saoudien de la Défense. Le pilote est porté disparu.

Selon une source du ministère citée par l'agence officielle SPA, «un accident s'est produit dimanche soir alors que l'appareil était en mission d'entraînement de routine». «Les recherches se poursuivent pour retrouver le pilote», selon le communiqué, qui précise que l'avion s'est abîmé dans les eaux territoriales saoudiennes dans l'est du royaume.

Un chasseur-bombardier F-15 s'était déjà écrasé en avril lors d'un entraînement de routine dans le nord-ouest du royaume. Le pilote avait alors pu s'éjecter.

Les Etats-Unis et l'Arabie saoudite avaient signé en décembre 2011 un contrat de vente de 84 chasseurs-bombardiers F-15 et de modernisation de 70 autres appareils pour plus de 29 milliards de dollars.

Le Damocles de Thales décolle sur Eurofighter



La nacelle Damocles en vol sur Eurofighter
Les essais d'intégration en vol de la nacelle de désignation Damocles, fabriquée par Thales, ont apparemment débuté sur Eurofighter Typhoon. Le 30 novembre, des "spotters" bien renseignés étaient au rendez-vous aux abords de la piste de Warton, fief des activités aéronautiques militaires de BAE Systems, pour capturer les premières images du pod français sous un Typhoon d'essais biplace.

Interrogé, BAE Systems n'a pas souhaité commenter l'information : "ce programme est sujet à un accord de confidentialité client et, à ce titre, nous ne sommes pas en position de dire quoique ce soit".

Comme nous le révélions dans "Air & Cosmos" il y a plusieurs mois, Thales a récemment signé un nouveau contrat avec l'Arabie Saoudite pour l'achat d'un lot de nacelles Damocles destinées à équiper les Eurofighter de Riyad, qui a déjà intégré cet équipement sur ses Tornado IDS. L'industriel français ne souhaite pas non plus commenter l'information.

Riyad avait choisi de recourir à un équipement français comme alternative au pod Litening, seul intégré à ce jour sur Typhoon mais qui présente l'inconvénient pour l'Arabie Saoudite d'être de conception israélienne. Le Damocles avait été étudié parallèlement au Sniper de Lockheed Martin, qui n'a finalement pas été retenu.

Les images prises le 30 novembre à Warton montrent que le Damocles sera intégré en point ventral sous fuselage, à l'image du Litening.

La France est également en discussions avec l'Arabie Saoudite pour la fourniture de kits de guidage AASM, fournis par Sagem. Un armement qui viserait dans un premier temps à équiper les Tornado IDS, mais dont il n'est pas exclu qu'il équipe un jour les Typhoon aux couleurs saoudiennes.
