Poland – Ground Controlled Approach Radar Systems

WASHINGTON, July 12, 2012 – The Defense Security Cooperation Agency notified Congress July 11 of a
possible Foreign Military Sale to the Government of Poland for nine Ground Controlled Approach Radar
Systems and associated equipment, parts and logistical support for an estimated cost of $200 million.

The Government of Poland has requested a possible sale of nine Ground Controlled Approach Radar Systems,
ICAO Category II, with PSR, PAR, SSR, Very High Frequency/Ultra High Frequency radio equipment, site
surveys, systems installation and testing, spare and repair parts, tools and test equipment, personnel training and
training equipment, technical data and publications, warranties, U.S. Government and contractor engineering,
technical, and logistics support services, and other related elements of logistics support. The estimated cost is
$200 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to
improve the security and capability of a staunch NATO ally. Poland continues to be an important force for
political stability and economic progress in Central Europe.

The proposed sale will further standardize the air navigation and approach radar capabilities of Poland,
increasing aviation safety across the country and region. This is a continuation of a modernization
program started several years ago. Delivery of this system will support Poland's F-16 and C-130
programs and the USAF Aviation Detachment..

The proposed sale of this equipment and support will not alter the basic military balance in the region.
The prime contractor will be ITT Exelis Inc. in Van Nuys, California. There are no known offset agreements
proposed in connection with this potential sale at this time.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or
contractor representatives to Poland.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Des avions de chasse polonais interceptent des Backfire russes

L’état major de la force aérienne polonaise a annoncé avoir procédé à l’interception de quatre bombardiers russes volant au-dessus de l’espace aérien de l’OTAN. Cela se serait passé le 17 juillet dernier et les chasseurs polonais étaient deux MiG-29. Immédiatement un renfort est arrivé sous la forme de quatre F-16C appartenant eux aussi à ce pays. Sur place les bombardiers russes étaient des biréacteurs Tu-22M Backfire, des appareils anciens mais encore redoutables. Ce genre de violations d’espaces aériens est devenue monnaie courante de la part de Russie, qui comme au bon temps de l’URSS, persiste à tester la réactivité de la défense aérienne de ses voisins, mais surtout des forces otaniennes.

L’ambassade russe à Varsovie n’a pas démenti l’information, insistant sur le fait que ces avions réalisaient un vol d’entraînement au dessus de la Baltique lorsque l’incident s’est déroulé. Cependant Moscou nie la violation de l’espace aérien polonais, indiquant que ses avions survolaient les eaux internationales. Une fois de plus c’est la parole d’un tiers contre celle d’un autre. Toutefois le passé récent de la Russie, et les incursions répétées de ses aéronefs, ne plaide vraiment pas en sa faveur.

Pour remédier à ces incursions l’OTAN a mis en place il y a maintenant plusieurs des rotations d’avions de combat mis en alerte en Lettonie. Des Mirage 2000C de l’Armée de l’Air, des F-4F Phantom II de la Luftwaffe, ou encore des F-15C de l’US Air Force réalisent ainsi des missions de défense aérienne et le cas échéant d’interception d’appareils suspects voire hostiles. En effet les trois petites républiques baltes ne possèdent pas d’avions de combat, du moins au sens où nous l’entendons généralement. Seule la Lituanie a quelques moyens grâce à sa poignée de L-39C. Ces moyens aériens occidentaux soulagent largement la Pologne.

Poland To Acquire 1,000 New Tanks

WARSAW — The Polish Army plans to acquire up to 1,000 new tanks in different variants, reported local daily Rzeczpospolita.

It is expected that Poland’s Ministry of Defense will sign a deal to launch production of the Anders, the tank prototype developed by Bumar Group’s OBRUM Gliwice research unit, according to the Polish newspaper.

“The order will be placed with the Polish defense industry, but to boost the design and production phase, it will be vital to cooperate with top foreign defense manufacturers,” said retired . Gen. Waldemar Skrzypczak, Poland’s deputy defense minister responsible for the armed forces’ modernization.

The Polish tank program is part of a plan to overhaul the country’s land forces. In January, Polish Defense Minister Tomasz Siemoniak said that “launching a national tank program as part of efforts to increase the [land forces’] mobility” is one of the Army’s key modernization priorities.

The amount of the planned purchase was not disclosed by the deputy defense minister.

As earlier reported, the prototype is a 32- to 40-ton vehicle, depending on the configuration. The light tank carries a 120mm gun by Swiss group Ruag, and it can carry a crew of three to seven. The Anders was fitted with a 530-kilowatt engine produced by Germany’s MTU Friedrichshafen, which enables a maximum speed capacity of 50 mph. Its turret was equipped with a Trophy active protection system made by Israel’s Rafael.

The Polish military plans to begin testing the Anders within two years, Skrzypczak said.

Krzysztof Krystowski, Bumar’s CEO, has announced plans to involve private defense companies in what could be one of the largest acquisitions of the Polish armed forces in the forthcoming years.

Set up in 2002, the state-owned Bumar Group is Poland’s leading defense industry player.

La Pologne développera son propre système antimissile (Komorowski)

La Pologne doit développer son propre système de défense antimissile qui fasse partie du bouclier de l'Otan, quant à la participation au projet américain - c'est une "erreur politique", a déclaré le président polonais Bronislaw Komorowski dans une interview au magazine Wrpost.
"Nous devons posséder cet élément de défense. Il est absurde de dépenser d'énormes sommes d'argent pour le matériel militaire si ce dernier n'a pas protégé contre les attaques les plus typiques et les plus dangereuses - attaques aériennes et de missiles", a-t-il déclaré.
Selon M. Komorowski, le système antimissile polonais devra faire partie du bouclier de l'Otan, quant à la participation aux projets américains, c'est "une grande erreur politique".
"En acceptant la proposition américaine, nous n'avons pas pris en compte le risque politique lié au changement de président. Nous avons payé un prix très élevé et ne devons pas répéter la même erreur", a conclu le chef de l'Etat polonais.
En 2008, la Pologne a accepté d'accueillir sur son territoire des bases de missiles intercepteurs SM-3. Les premiers éléments du système antimissile américain seront y déployés en 2018.

La Pologne voudrait remplacer ses Su-22 par des drones armés

Poland is planning to replace its obsolete Soviet-built Sukhoi Su-22 strike aircraft with an unmanned strike aircraft (UCAV) system, Deputy Defense Minister Waldemar Skrzypczak told TVN24 television on Tuesday.
"We are looking at possibly swapping some of our Su-22 fleet for long-range pilotless systems with high strike capability," Skrzypczak said on the Poland and World program. Skrzypczak has responsibility for defense procurement.
Poland plans to buy around 30 UCAVs by 2018 to form three squadrons. Skrzypczak did not say who would supply them.
The Su-22, the export variant of the Soviet Union's Su-17M2, was first produced in 1976 and entered Polish service in the late 1970's.
Poland is also considering buying a multirole transport aircraft, he said, possibly from Israel, which has experience of converting civil airliners for military use.

La Pologne va acquérir 200 nouveaux AMVs Rosomak

Poland’s Ministry of Defense has purchased an additional 200 Rosomak eight-wheel-drive armored modular vehicles (AMVs), reported local newspaper Rzeczpospolita.

The new vehicles are expected to increase the mobility and firepower capacity of the land forces, said retired Gen. Waldemar Skrzypczak, Poland’s deputy defense minister responsible for the military’s modernization.

The Polish Army used the Rosomak on deployments to Afghanistan and Chad, Skrzypczak told the newspaper.

Since 2004, the AMV has been produced by state-run manufacturer Wojskowe Zaklady Mechaniczne Siemianowice under a license from Finland’s Patria. WZMS is part of Wojskowe Przedsiebiorstwa Remontowo-Produkcyjne, Poland’s second largest defense group.

The Army did not disclose the amount of the deal, but local analysts estimate it will total about 2 billion zloty ($630 million). The vehicles are scheduled to be delivered by 2018.

The Rosomak is armed with Italy’s Oto Melara Hitfist-30P turret, which carries the Mk44 Bushmaster II 30mm chain gun manufactured by Alliant Techsystems. The AMV is also fitted with the locally manufactured UKM-200C 7.62 mm machine gun.

“Over the last eight years, the armored modular vehicle has been significantly modernized,” according to a document released by the ministry’s Armament Inspectorate. Since the vehicle’s deployment to Afghanistan, the Army has requested upgrades to strengthen Rosomak’s troop protection capacity, the document said.

With the latest deal, Poland’s land forces will have a total of about 835 such vehicles.

La Pologne prend livraison de son 5e et dernier C-130E

Poland's defence minister Tomasz Siemoniak officially welcomed the last of five US C-130 Hercules cargo aircraft at the 33rd Airlift Base in Powidz, western Poland, Wednesday.

Minister Siemoniak, accompanied by Air Force commander Lech Majewski at the welcoming ceremony said that the new fleet of cargo planes will “bring a new quality to our aviation and logistics capabilities”.
US Ambassador to Poland Lee Feinstein, who was also attending the ceremony, said that "this day marks a new stage in Polish-American military cooperation."
Currently, the main task for the five-strong Hercules fleet will be to supply troops serving in Afghanistan, although one aircraft will remain at the airbase for training purposes.
