Portugal ducks out of NH90 programme

The Portuguese Ministry of Defence has decided to suspend the country's participation in the co-operative NH90 helicopter programme and will not longer receive the 10 NH90 Tactical Transport Helicopters (TTHs) that were ordered to equip the army's light aviation unit (Unidade de Aviação Ligeira do Exército).
The cancellation will save Portugal EUR420 million (USD532 million), which is expected to be invested in other projects, although a significant amount of funding has already been invested in the NH90 programme.
The decision is a major setback for the army, which expected to have its own air mobility capability.
Portugal is currently facing a harsh economic climate that is adversely affecting the procurement of much-needed hardware for the country's armed forces. Several scheduled acquisition programmes have been cancelled, postponed or are being renegotiated. The acquisition of Pandur II 8x8 wheeled armoured vehicles for the army and navy, for example, is being renegotiated with manufacturer General Dynamics European Land Systems in order to receive fewer than the 260 planned units.

Le sous-marin portugais Tridente à Groton
Le Tridente, tout nouveau sous-marin de la marine portugaise, est arrivé le 30 juin à la base navale de Groton, le « temple » des sous-marins américains de la côte Est des Etats-Unis. Livré à l'été 2010 par les chantiers HDW de Kiel, le Tridente a traversé l'Atlantique pour participer à FLEETEX, un exercice multinational qui s'est déroulé du 19 au 29 juin. Ces manoeuvres ont rassemblé 20 bâtiments et aéronefs provenant du Royaume-Uni, d'Allemagne, du Danemark, de la Norvège, du Canada, du Brésil, et bien sûr des Etats-Unis et du Portugal. Pour le Tridente, ce déploiement américain a pour but de poursuivre l'entrainement de son équipage, fort de 33 marins, tout en menant différents essais en mer afin d'augmenter le niveau opérationnel des hommes et du bâtiment, qui rentrera au Portugal à l'issue de cette campagne.

Doté d'un système de propulsion anaérobie permettant d'augmenter son autonomie en plongée, il dispose de 8 tubes de 533 mm et peut embarquer jusqu'à 16 armes (torpilles Black Shark, missiles Sub Harpoon et mines). Le Tridente est suivi d'un sistership, l'Arpao. Ces deux sous-marins avaient été commandés aux chantiers allemands HDW en 2004 afin de remplacer les unités du type Daphné.

Portugal is attempting to cancel its contract with NH Industries for NH90 transport helicopters.
The negotiations between the two parties was disclosed in the half-year accounts for Eurocopter, which owns 62.5% of NH Industries, along with AgustaWestland and Fokker.
Cash-strapped Portugal has 10 NH90s on order for its army in the tactical transport helicopter variant. Eurocopter said in June it was attempting to save the deal, but conceded at the time: "It's hard to say when they will take them".
Meanwhile, France's DGA defence procurement agency received two NH90s on 27 July. The first, destined for the army's training school at Le Cannet des Maures in the mountainous Var region, is the second example for the service in its final operational capability configuration. The other will be operated by the French navy from its Hyères base in southwest France, and is the service's seventh of the type.
Eurocopter is also in talks with Germany over the future of its commitment for Tiger attack helicopters, it adds, "the outcome of which is still open".
The French armed forces have a total of 52 NH90s on order to replace its Puma, Super Frelon and AgustaWestland Lynx helicopters.

The agency said in a press statement that it would request the cooperation of the current and immediate past defence ministers, adding that “historic” documents related to the submarines’ public tender, contract signing, defence offset agreements, and financing remained “missing”.
The defence minister at the time of the purchase, current Foreign Minister Paulo Portas, the leader of the coalition government’s junior partner, dismissed media reports earlier this month of missing documentation.
Such reports, Portas said at the time, “emerge when it’s convenient and submerge when they’re no longer of interest”.
Defence Minister José Pedro Aguiar-Branco recently said he was unaware of any documentation missing from his ministry, but affirmed his readiness for “total collaboration” with the investigation.

Un coup dur pour l'Armée de l'Air Portugaise qui se retire du Programme de l'hélicoptère NH-90, elle qui comptait se renouveller avec un appareil ambitieux et novateur se voir retoqué au profit d'une économie de 500 millions de Dollars US $ qui sera dépensée pour un programme d'acquisition de Blindés étrangers (qui seront construit localement)
NH-90 : Le Portugal se retire du programme.
Faisant face, comme son voisin, a des difficultés économiques croissantes, le Portugal a pris la décision de se retirer du programme NH-90, au grand Dam de l’aviation légère de l’armée de terre qui attendait ses 10 TTH avec beaucoup d’impatience.
Les 420 millions d’Euros économisés par cette décision iront alimenter d’autres programmes majeurs, dont un programme d’achat de blindés de transport étrangers mais produits localement.
