http://www.aps.dz/L-Algerie-accorde-une ...

http://www.bbc.co.uk/news/uk-politics-21248277Cameron in Algeria: PM urges terrorism fight with 'everything at our disposal'
Mr Cameron signed a security partnership with his Algerian counterpart
Prime Minister David Cameron has said the international community should use "everything at its disposal" to fight terrorism, on a visit to Algeria.
The recent hostage crisis, in which some 37 foreigners died, was "a reminder that what happens in other countries affects us at home", he said.
He also defended Western intervention in the conflict in neighbouring Mali.
He is the first British prime minister to visit the North African country since it became independent in 1962.
Following the recent siege at the In Amenas gas plant in the Sahara, in which up to six Britons lost their lives, Mr Cameron discussed the threat of terrorism with his Algerian counterpart Abdelmalek Sellal in the capital Algiers.
He announced that two had agreed a security partnership, including co-operation on border and aviation security, as well as joint action on trade, investment and education.
The UK has also invited Algeria to participate in a joint contingency planning exercise to share experience in responding to crisis situations.
"Both Britain and Algeria are countries that have suffered from terrorism and we understand each other's suffering," he said.
"What we have agreed is a strengthened partnership that looks at how we combat terrorism and how we improve security of this region. This should be about sharing our perspectives, about the risks and dangers that there are, but also sharing expertise."
'Safer world'
Before holding talks with senior government figures, he told reporters that the UK's focus was "very much about helping this neighbourhood to help itself".
David Cameron: ''What I want to do is make sure we do everything we can to combat terrorism''
He said he wanted to "work with the Algerian government and with other governments in the region to make sure we do everything we can do to combat terrorism in a way that is both tough and intelligent, and uses everything we have at our disposal, which will make them safer, make us safer, make the world safer".
The UK announced on Tuesday it is to send 330 military personnel to Mali and west Africa to support French forces battling Islamist militants.
The deployment will include as many as 40 military advisers in Mali and 200 British soldiers in neighbouring African countries, to help train the Malian army.
Critics have warned of "mission creep", but Mr Cameron said the UK was an "open, international" country and, linking instability in north and west Africa to British national interests, said the country's "posture" was to protect its citizens around the world.
But Mr Cameron said the UK and its allies "don't look at this region of the world and think that the answer is purely a military one".
"What is required in countries like Mali, just as countries like Somalia on the other side of Africa, is that combination of tough approach on security, aid, politics, settling grievances and problems."
BBC political editor Nick Robinson said the prime minister, who earlier laid a wreath at the martyrs memorial in Algiers and met British Embassy staff, was keen to use this trip to address fears that he is risking a protracted military engagement in north Africa.
He wanted to stress the situation in Mali would not become "another Afghanistan or even another Libya", our correspondent, who is travelling with the government entourage, added.
The PM's national security advisor Kim Darroch, the head of foreign security service MI6 Sir John Sawers and trade minister Lord Risby are accompanying Mr Cameron.

UKSF To Train Algerian Special Forces?
31.01.2013
British special forces may be tasked with training Algerian special forces as part of a security deal agreed between the British & Algerian governments. (1) An offer to allow United Kingdom Special Forces (UKSF) counter terrorism experts from the Special Air Service (SAS) and/or the Special Boat Service (SBS) to train and advise Algerian forces is said to be part of the discussion, which also includes intelligence sharing and creating links between security agencies.
The offer of British special forces assistance comes in the wake of the recent attack my militants at the Amenas gas plant in the Algerian desert. 38 hostages were killed during the attack, with many dieing when Algerian commandos stormed the complex. During the crisis, a UKSF counter terrorism team were reportedly moved from the UK to Cyprus, ready to intervene in the hostage crisis, but were, in the end, not sent into action. (2) It has since emerged that UKSF elements have joined a multinational task force that is hunting down the terrorist organization behind the attacks.(3)

http://www.eliteukforces.info/special-a ... terrorism/Special Air Service (SAS) - Counter-Terrorism (CT)
One SAS Squadron is always on standby to respond to a terrorist incident in the UK or anywhere around the globe. Considered by many to be the world's premiere anti-terrorist special operations unit, the SAS counter-terrorism wing is known as the SP (Special Projects) team.
The SAS train to carry out anti-terrorist operations against all types of target imaginable. The SP team has to be able to rescue hostages from planes, trains, coaches and buses (so-called 'tubular assaults'),buildings (from Nuclear Power Stations to bungalows) and docked ships (it's believed the SBS would handle ships at sea, although the SAS may well join in).
The SAS SP teams are constantly training to maintain skill and readiness levels. A special training house, outfitted with movable rubber walls, is used to facilitate training with live ammunition.
The SP team comprises of 3 elements : command, snipers and assaulters.
Command
The vital command and control element is usually set up close to the cordon around a terrorist held area (the stronghold). The command center typically includes computers with blueprints of the stronghold and secure communications to all members of the SAS sniper and assault teams as well as links to COBRA (Cabinet Office Briefing Room A), the UK's crisis management command. All intel gathered on-site will be sifted and evaluated and any decision to hand over control of the operation from the police to the SAS will be routed, via COBRA, to the command centre.
Snipers
In most circumstances snipers will be the first SAS element to deploy around the terrorist stronghold. Working in pairs, the sniper teams usually cover all sides of the target building.
Snipers are not only crack shots but are also highly skilled observers and feed a steady stream of intelligence back to the on-site commanders. Snipers keep an eye on the location of both terrorists (X-rays) and hostages (Yankees), monitoring their patterns of movement, sleep and morale.
In the event of an assault going in, snipers will shoot any X-Ray that they have a clear shot at. Many snipers are also cross-trained as assaulters and can be called on if reserves are required. Some hostage situations can be solved entirely with a coordinated sniper assault.
Assaulters
At the sharp end of any CT operation are the assaulters. These men are trained to go in and rescue any hostages and take out any terrorist threat, usually at close quarters. Assaults can be 'silent', in which the SAS assaulters creep up on the stronghold carrying suppressed weapons and hoping to catch the X-rays unawares. The other more usual approach is to 'go noisy' - the assaulters blow their way into the stronghold using explosives and stun grenades, hoping to overwhelm the x-rays with so much sound and fury that no effective resistance can be put up.
Counter-Terrorism Weapons & Gear
The SAS use a wide range of weapons and equipment, many of which they have developed themselves to meet their specific requirements.

Mobile Diving and Salvage Unit Two Diver 1st Class Dale Park conducts remote-operated vehicle equipment training with Algerian officers and divers Dec. 11.
In Algeria – where a total of 20 Algerian military divers participated – one group of U.S. Navy divers conducted 35-foot depth surface supplied dives off Grapple with some of their Algerian diver counterparts while at the same time, pierside, another combined group performed search and ATFP dives using scuba equipment. This was the first bilateral diving operation from an American vessel in Algeria in 12 years.
Gauging success
Success in these exchanges is measured by a slightly more
intangible yardstick than traditional rescue or salvage operations.
“Success of a bilateral diving exchange is directly
determined by what each military can take away from their
interaction with each other,” said Smith. “The exchange of
diving knowledge between militaries ideally ends with each
country taking away new or better ideas for better ways to
perform safe diving operations, to include salvage operations,
search operations and ATFP security operations.Additionally,
each engagement between the Spanish, Algerian and American
military forces during the AFRICOM deployment has provided
a positive effect on foreign relations between each of the governments
involved.”
